1. Project Information:

2. Scope of Services:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project, and such required services shall be in accordance with requirements as described herein.

3. Technical Project Requirements:

The Contractor shall provide a qualified labor force and equipment for all of the following requirements:

A. Provide upkeep of exterior landscaping features of the USDA ARS Salinas CA. for a total of

7 visits with initial work being completed 3 days consecutively and 1 visit every 3 weeks until the end of the contract. There will be an option to add additional visits every 3 weeks until a long-term solution is found.

B. Edge the grass and clean up mulch adjacent to asphalt and concrete walks and driveways, and parking lot islands to provide a clean, neat edge with the hardscape. Trim and remove turf from around sprinkler heads to ensure optimal function.

C. All grass features shall present a well-groomed appearance at all times and will be maintained as needed.

D. Weeds (all undesired plants) on campus grounds shall be controlled or eliminated to present a neat, well-maintained appearance at all times.

E. All landscape debris and trash (e.g., leaves, cuttings, weeds) shall be disposed of off-site (i.e., the Government’s dumpster shall not be used for landscape debris).

F. All plant material (including woody branches) shall be pruned as needed to present a clean aesthetic. In addition, trees and shrubs shall be pruned as needed and properly cared for to promote a clean aesthetic.

G. Keep fence areas, turf areas, sidewalks, gutters, parking areas, roadways, and other surfaces free of leaves, grass clippings, spent flowerheads, mulch, or dirt where debris is collected.

H. Plant material that cannot be adequately protected from string trimmer damage shall be trimmed with shears.

I. Lawns, shrubs, and planted areas shall show no signs of excessive dryness. Overly wet or dry conditions shall be reported to the CO’s Technical Rep at its first appearance. The sprinkler system shall be adjusted and maintained as necessary. Sprinkler heads damaged by the Contractor shall be replaced by the Contractor with the same type as existing or equivalent. Contractor shall notify the CO’s Technical Rep of said repairs.

J. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All landscaping shall comply with applicable federal, state, and local code requirements as well as current industry standards, and health and safety codes, in effect at the time of contract award.

4. Background & Site Description:

The USDA ARS facility at Salinas CA. has currently been modernized with new facilities which include landscaping features that require maintenance and upkeep.

5. Working Hours:

Work shall be accomplished during normal working hours of the facility. The hours are as follows:

A. Monday through Friday, 8 am to 5 pm.

B. Exceptions are federal holidays and government shutdowns.

6. Supplies, materials, and equipment:

A. The Contractor shall provide supervision, supplies, materials, and equipment. The contractor will also provide employee training, as needed, for the performance of the work of this contract. Training will include all applicable OSHA and other related standards.

B. The Contractor shall furnish to the CO’s Technical Rep all Safety Data Sheets (SDSs) for all materials used in the performance of this contract within 10 days of award. Any additional products for which the Contractor had not previously submitted an SDS shall be provided prior to their utilization.

C. Contractor shall provide an inventory list of products used and approved for contract performance 15 days after award. Contractor shall update the list as changes are approved by the CO’s Technical Rep.

D. The CO’s Technical Rep will notify the Contractor if the submitted item shall not be used under this contract.

E. All equipment must be properly guarded and meet all applicable OSHA standards.

F. The Contractor shall determine and provide personal protective equipment (PPE) required for the safe performance of work. Protective clothing, equipment, and devices shall, as a minimum, conform to Occupational Safety and Health Administration (OSHA) standards for the products being used.

7. Government Furnished Equipment\Services

A. The Government does not anticipate the need for this project, but the Government will be available to assist with the identification of possible other underground utilities but does not guarantee the location of all utilities.

B. The Government will provide a reasonable amount of electricity and water.

8. General Requirements:

A. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

B. Installation: It shall be the responsibility of the Contractor to complete work in accordance with Federal, State, and Local Code Standards. Additional procedures and materials may be required than are indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the LOA for immediate resolution.

C. Submittals: Provide the manufacturer’s descriptive literature/shop drawings for all materials to the LOA for review. The descriptive literature shall be annotated/ highlighted to show its conformance with contract requirements. Submittals are required for new materials and will be stamped and/or signed by the general contractor before submission to the Government.

The contractor is responsible for any costs incurred for equipment ordered without prior approval.

D. Quality Control: The work performed under this contract shall be subject to continuous audit by the Contracting Officer Representative (COR). A plan shall be submitted to the COR within ten days of the award. Quality control is the exclusive responsibility of the Contractor.

E. Protection of Work and Property/Safety Requirements:

a. The contractor shall furnish a Site-Specific Safety Plan (SSSP) 10 days after contract award. SSSP shall be approved by the Government before landscaping work commences.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for protection and security.

c. The contractor is responsible for verifying the location of any underground utility and is responsible for any damage caused to such utilities.

d. The contractor is responsible for any damage caused to equipment, facilities, and personnel that is caused by equipment and contractor personnel working onsite.

F. Additional Instructions:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the

Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of landscaping and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during landscaping, the Contractor shall obtain approval for such shutdown from the LAO seven working days prior to the need.
