The solicitation is for a weekly laundry service contract to clean linens, scrubs, lab coats, and towels for the USDA, ARS, WHNRC in Davis, CA. REQUEST FOR INFORMATION for Amendment #01

COMBINED SOLICITATION/SYNOPSIS 12905B24Q0126

QUESTION
RESPONSE
“On the description of items, Single Flat Sheet and Single Fitted Knit Sheet, are those twin size sheets?”
The size of the sheets is the size of a standard hospital bed.
“When is the Past Performance Questionnaire due? It shows May 17th on the form”.
A corrected PPQ form has been uploaded. PPQs are due 7/26/24.
“Are the items to be laundered all rental or are they government provided?”
The items to be laundered are to be provided by the contractor.
“Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need? If there is an incumbent, can the government please provide the most recent contract award number/contract value?”
There is an incumbent providing service. This is not a new need; it is an ongoing requirement. The current contract number is 12905B23P0310. The contract value will not be provided.
“Additionally, the wording in the solicitation suggests that the contractor is to provide these inventory items. Can the government confirm whether this solicitation is to only clean the items that USDA, ARS, WHNRC provides, or if the contractor has to provide these inventory items and clean them?”
The contractor is to provide the inventory items and provide laundry service for them, weekly, as per the Statement of Work.
“How much weight is to be expected every week with the collection of linens, scrubs, towels and the two different types of lab coats, in pounds?”
We have requested quotes with prices per inventory item, not a price per pound.
“Are there any specific requirements? (Examples are do they want coats or anything hung on hangers? If so, would the hangers be returned/reused?”
The lab coats should be on hangers. There is no stated requirement regarding return/reuse of hangers.
Are there any specific determent requirements?
Supplies/products used should be in compliance with federal regulations regarding Biobased, Bio Preferred, “Green” purchasing, and/or Environmentally preferable items.
“Would pick up and delivery be at the same location each time?”
Yes
“Do lab coats need to be ironed?”
Lab coats should be pressed.
“Would it be possible to see the previous contract bid? I am trying to gauge where I should be ballparkwise. “
No, we do not provide another contractors pricing information.
“Quote prices to customers are constructed based on weight and distance. Can I build your quote in the same manner?”
No. We are solicitating quotes based on what the Government needs, not based on what/how a particular contractor sells. We do not need a weight-based price. We need a price per inventory item.

After reviewing your Statement of Work, within the scope, I realized I need a bit more clarity on the following bold questions. Is it safe to deduce that the following bolded items define the individual articles needing to be serviced?

· For unisex lab coats, the length of the lab coats should be proportional to the size of the lab coats, i.e. XS lab coats should not have the same length as XL lab coats.

· Barrier lab coats should be poly fluid-resistant, button-front lab coats with a chest pocket and 2 waist pockets with knit cuffs.

· Precautionary lab coats should be button-front lab coats with a chest pocket and 2 waist pockets with knit cuffs. An 8-/20 blend is desirable.

· Due to space limitations, the laundry bag with a stand should measure no larger than 16” W x 17 “L x 36” H. It should not be a laundry “cart”.

· Clean scrubs and linens are kept in a separate room from the soiled scrubs and linens on the first floor. Clean and soiled lab coats are kept in the same room on the first floor.”

Yes. Our requirement includes sheets, blankets, scrubs, lab coats and towels, as per the Statement of Work.
