This document outlines a federal contract opportunity for an upgrade gravel driveway and fire access road project. The project involves removing 10 inches of material and replacing it with 10 inches of aggregate base at a site in Davis, California owned by the US Department of Agriculture Agricultural Research Service Pacific West Area. A site visit is scheduled for December 19, 2023, with questions due by December 21. Quotes for the project are due by January 4, 2024 and shall be submitted to lam.pham@usda.gov. Performance and payment bonds may be required for quotes over $35,000 and $150,000, respectively. The project does not require a BMP, traffic control plan, or involve known hazardous material handling. Final grades should match existing site grades.

Q: Trucking Logistics: We are also interested in understanding the availability of trucking space on the property. Is there a designated route for trucks to circulate or turn around? This information is crucial for strategic planning.

A: Existing driveway area is available for minor material handling but there is not enough area for large stockpiles. All waste material should be removed as excavated.

Q: Does a Geotech report exist for this site?

A: Please see the attached Raney Report

Q: Can you confirm there will be no hazmat handling included in this contract?

A: There is no known contamination at this site, therefore, the material removed should be considered to be excess soil. Disposal method is not specified but must follow any local, state, and federal laws.

Q: An existing rainwater leader¿s depth may impact excavation activities (shallow depth).

Please provide direction.

A: There is an existing approximately 6" metal pipe "rainwater leader" or culvert that was observed during the site walk. It crosses the existing site entrance in front of the existing gate. This pipe should be removed and reinstalled within the new aggregate base at the same grade as the existing pipe.

Q: Please confirm if a BMP Plan is required for the contract scope.

A: No BMP is required for this contract.

Q: The site visit noted a Traffic Control Plan is not required. Please confirm.

A: Confirmed - there is no traffic control plan or traffic control required for this project.

Q: Please confirm if the contract¿s objective is to meet existing grade and slope is not to be modified.

A: Correct. This project involves removal of 10" of material and replacement with 10" of aggregate base (specified in documents). The final grades should match existing grades.
