About this file
This is a Request for Proposal (RFP) for janitorial services for the U.S. Forest Service at two locations in Montana: the Wisdom Ranger District and the Wise River Work Center. The solicitation seeks a contractor to provide janitorial services for four federally-controlled buildings, with three buildings requiring year-round services and one seasonal. The contract period runs from November 1, 2025, through April 30, 2029, with a partial base year and three option years. The total square footage to be cleaned is approximately 6,767 square feet across multiple buildings with diverse architectural features including offices, conference rooms, restrooms, and shower facilities.
The procurement is set aside as an unrestricted small business opportunity with a total contract value to be determined by contractor pricing. Key requirements include using biobased cleaning products, performing daily and periodic cleaning tasks, and maintaining high standards of sanitation across various surface types including carpets, resilient floors, fixtures, and appliances. The solicitation mandates specific cleaning frequencies, with some areas cleaned daily and others on a monthly or annual basis. Contractors must submit detailed pricing, experience questionnaires, and representations of their capabilities, with quotes due by September 24, 2025. The contract will be awarded on a firm fixed-price basis, with potential for one or two awards depending on quoter submissions.

The descriptions that follow are the areas that are intended to be covered by the resultant contract.
B.2.1. WISDOM RD MAIN OFFICE
Built in the mid to late 1980s, the Wisdom Ranger District Main Office is a four-level building comprised of a Basement, Ground-Level, Upper-Level, and Lower-Level. The Basement is approximately 630 square feet, the Ground-Level is approximately 5,980 square feet, the Upper-Level is approximately 877 square feet, and the Lower-Level is approximately 877 square feet for a total of approximately 8,364 square feet. Square footage to be cleaned is approximately 4,972 square feet. The basement, atrium, engine bays, gyms, and some storage rooms will not be part of the awarded contract.
The original portion of the building includes the basement, upper, and lower levels and extends across to the front vestibule and office next to the Break Room. The part of the building, starting with the Break Room and Shower Rooms and extending through to the Engine Bays and Gym areas, was added to the original building.
The Wisdom RD Main Office is comprised of two vestibules, one front desk, one atrium, eight offices, four open concept shared offices, one large conference room, one Break Room, two Restrooms, two Shower Rooms, one janitorial storage closet, three hallways, and one split-level stairway.
Overall, offices and open concept shared offices may contain desks, chairs, filing cabinets, storage cabinets, bookcases, worktables, built-in wood cabinets, and wall-mounted white boards.
Ceilings throughout the building are mostly painted drywall. There are some dropped ceilings with ceiling tiles.
Walls are primarily painted drywall. Other walls found throughout the building are painted drywall with a chair rail, wall-mounted fabric acoustic panels, horizontal wood slat, corrugated metal, horizontal wood, tongue and groove, glazed ceramic tile in the Restrooms, and vinyl paneling in the Shower Rooms.
Lighting is mostly surface mounted troffer fluorescent or LED fluorescent. There are some troffer fluorescent or LED fluorescent lights, and the janitorial closet has suspended troffer fluorescent or LED fluorescent lights.
Windows may be fixed, single-casement, double-casement, triple-casement, quad-casement, or sidelights next to some doors. Some windows have horizontal metal blinds or vertical blinds; some have no coverings.
Flooring throughout the building is mostly carpet tile. Other types of flooring include wall-to-wall carpet, sheet vinyl, older 12”x12” vinyl tiles, painted, textured concrete, and raw concrete. There are a number of medium and large walk off mats throughout the building.
The split-level stairway leads to the Upper-Level, Lower-Level, and Basement. The stairway is closed riser and is wrapped in heavy duty plastic laminate with black tread tape on each tread. The stairway has a painted wood handrail.
• Wisdom RD Main Office – Ground Level The Ground Level is comprised of two vestibules, one front desk, one atrium, two offices, three open concept shared offices, one Break Room, two Restrooms, two Shower Rooms, three hallways, and one janitorial storage closet. The atrium and some storage rooms will not be part of the awarded contract.
The entrance to the front vestibule is through a Full-lite French door that has a sidelight on either side. Inside the front vestibule is another Full-lite, French door that leads into the Front Desk area and a Lited door that leads into the Break Room. The door into the Front Desk area also has a sidelight on either side that allows the Front Desk person to see into the front vestibule. The front vestibule contains a metal brochure rack and a large walk-off mat.
The Front Desk is comprised of a wood cabinet with a built-in display case in the front and a laminate countertop. There is a workstation behind the front desk and a customized wood gate at one end that allows access to the building. At one end of the Front Desk there are two double-casement windows. At the other end of the Front Desk, past the gate, is a partition wall with storage shelves inside and there is an open workspace behind it. The open workspace is comprised of metal filing cabinets, a copier, a plotter, a fax machine, a worktable, and two triple casement windows. The partition wall has two sliding wood doors and is wrapped in horizontal, wood shiplap.
The walls in the hallway leading from the Front Desk to the restrooms have seven large interior windows for two offices which have vertical blinds and a long walk off matt.
This hallway T’s into another hallway that leads to the restrooms, the stairway, and the rear entrance.
Both the women’s and men’s restrooms are compliant with the Americans with Disabilities Act (ADA) and have one wall-mounted porcelain sink with a mirror above it and one toilet. There are metal grab bars adjacent to the toilet. There are glazed ceramic tiles halfway up the walls adjacent to the toilet and behind the toilet and sink, while the rest of the walls are painted drywall. Floor is sheet vinyl with a floor drain between the sink and toilet. The men’s restroom has two single-casement windows.
The rear vestibule has two Full-lite French doors. There are two fixed windows in the wall adjacent to the rear door, one is below 8 feet, and the other is above 10 feet.
Going back to the front entrance, between the Front Desk and Break Room, a fabric cubicle wall has been placed to create a hallway and an open concept shared office.
The Break Room is comprised of a couple of tables, multiple upholstered conference chairs, a filing cabinet, and a small kitchen area in the corner. There is a small set of wood cabinets with one single-basin, stainless steel sink set in a laminate countertop.
There is one full-size refrigerator, one microwave, and one coffee maker.
Between the Break Room and the Shower Rooms is a storage space that consists of metal shelving, metal storage cabinets, a soft drink vending machine, and a small set of wood, sliding doors to a small closet that houses a water heater.
The Women’s Shower Room consists of one wall-mounted sink set into a Formica-type countertop (no cabinets), one mirror above the sink, one toilet in a metal stall, and one plastic insert shower stall with a swivel-hinge, glass shower door. There is vinyl paneling on the walls and ceiling of the shower area. The ceiling and walls in the rest of the shower room are painted drywall. Flooring immediately outside the shower is concrete with a floor drain. The flooring in the rest of the shower room is the same older 12”x12” vinyl tiles as in the storage area and Break Room.
The Men’s Shower Room consists of one wall-mounted sink set into a Formica-type countertop (no cabinets), one mirror above the sink, one urinal between two metal stall walls, one toilet in a metal stall, and one plastic insert shower stall with a swivel-hinge, glass shower door.
Past the Break Room headed towards the Engine Bays is an L-shaped hallway. There are a couple of large, wall-mounted, bulletin boards in this hallway.
At the bend of this hallway is the janitorial closet and another storage closet next to it.
The Janitorial closet has several large metal shelving units, one large metal storage cabinet, and a large mop sink set in the floor in the back corner. Flooring is raw concrete. The storage closet next to the Janitorial closet will not be part of the awarded contract.
On the other end of this hallway there are two open concept shared offices. Access to the back office is through a metal-framed, sliding patio type door, in the first office.
Flooring on the Ground-Level is approximately 40% carpet tile, 25% older 12”x12” vinyl tiles, 20% sheet vinyl, 10% painted, textured concrete, and 5% raw concrete.
• Wisdom RD Main Office – Upper-Level The Upper-Level is comprised of one large conference room and three offices. The Upper-Level was originally open but had 2x4 wood framing with horizontal slat walls added to create three offices. The lower portion of the office walls facing the conference room are corrugated metal. The footprint of the Upper-Level sits above the Lower-Level.
The conference room has a variety of tables and chairs that can be rearranged, a fabric sofa, one large television monitor on a large wood desk, one large wall-mounted whiteboard, and a few large wall-mounted maps. The walls adjacent to the stairway are half walls; one side overlooks the Atrium and the other side overlooks HVAC ductwork.
Flooring on the Upper-Level is 100% carpet tile.
• Wisdom RD Main Office – Lower-Level The Lower-Level is comprised of three offices and an open office workspace with some built-in workstations that are shared. Each office has a sliding barn door. The Lower- Level was originally open but had horizontal, wood, tongue and groove interior walls added to create three offices. The footprint of the Lower-Level sits below the Upper- Level conference room and offices. There is a door next to the stairwell that leads to the basement. The basement will not be part of the awarded contract.
Flooring on the Lower-Level is 100% wall-to-wall carpet with several medium sized walk-off mats at the bottom of the stairway.
B.2.2. WISE RIVER MAIN OFFICE
The Wise River Main Office was built in the early to mid-1980’s. It is a large, earth-sheltered, A-frame structure, with multiple partial levels on the inside. Both the front and rear entrances are on ground level, but the front entrance leads to the first level of the building and the rear entrance leads to the second level. The building was designed to have an open concept resulting in few completely enclosed rooms.
Total square footage is approximately 5,402 square feet but square footage to be cleaned is approximately 5,030 square feet. The basement, atrium, engine bays, gyms, and some storage rooms will not be part of the awarded contract.
The Main Office is comprised of one front entrance, one rear entrance, one front desk, one large conference room, one copier area, twelve offices, one breakroom, two restrooms, one shower room, three closets, one water fountain, and two stairways. All stairways are closed riser with heavy duty, rubber stair tread that wraps the riser, nosing, and tread.
