RFQ 1284LL24Q0080

Amendment 0001

a. The following are prospective offeror questions and the Government’s response to each of those questions:

Q1 – I see the PoP ends 12/30/25 and have questions regarding start date and access to roads. What is the soonest contractors can start the work? E.g., can we start this fall if awarded by October 2024:

A1 – The contractor can get started as soon as this procurement is awarded. Operations will need to go on hold until Spring 2025 if some of the requirements are not completed in October 2024, due to incoming of snow.

Q2 – Do any of the roads have access restrictions (with regards to dates)?

A2 – The only road with restrictions is the 1015 in Priest. For Spring/Fall restrictions, plan your operations for Mid-Summer 2025 execution. The awardee will need to coordinate with the Contracting Officer’s Representative (COR) on scheduling for 2024 and 2025 and any issues that arise.

Q3 – If it’s awarded by end of September, would we be able to do any work in October or November?

And then, if that’s the case that we can’t, would the earliest we’d be able to work is May or June of 2025?

A3 – The contractor can probably work through the month of October, but no one in Government can accurately predict the snow forecast for this region. Average seasons in these areas had first snow around the end of October. Thus, it was possible to work into November some past years. Once operations are halted in the Fall, the contractor can resume work in May or June of 2025 or as coordinated with the COR, provided request for work to resume earlier than May 2025, is approved.

b. Attachment 8 – FP-14 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects is provided for informational and situational awareness purposes.

c. Offerors will need to provide unit and total extended pricing for Line Items 0001 through 0015 in Attachment 1 – Schedule of Items. Do not just provide a lump sum total for the entire requirement without unit prices, as they will be evaluated and compared with other submitted pricing.

d. The deadline for receipt of proposals in response to this solicitation is hereby extended to 5:00 p.m.

Central Time on 06 September 2024. Please email your Price and Technical Proposal to mary.harding@usda.gov.
