About this file

This document contains questions and answers regarding an amendment to a solicitation for fuels reduction and forest management services on National Forest lands in Region 3 of the Southwestern United States. The amendment extends the response deadline to July 26, 2020 and requires offerors to bid on all fourteen line items for manual and mechanical treatment services. It also changes the technical submission requirements and evaluation criteria in Volumes 2 and 3 of proposals. Offerors must demonstrate the capability to perform all treatment tasks listed to be considered for award. The solicitation seeks a contractor to perform fuels reduction services on an Indefinite Delivery/Indefinite Quantity basis for the Department of Agriculture Forest Service Region 3-Southwestern Region.

Q&A PART 2

1. Being that I already submitted our proposal, what does that do to my already submitted proposal? Does it become voided and I resend it again with the new required changes?

The technical submittals have changed as well as the evaluation criteria. The SOI has changed as well. So you will need to resend everything based on what is required in amendment 0003.

2. In the instructions for submittal it states under Volume 2 Technical Proposal.

"2. Volume 2 –Technical Proposals shall include:

a) A one-page (per task) narrative describing the contractor’s experience and capability with each of the 14 task items listed in the schedule of items. For example, one-page describing the contractor’s experience and capability with Item #1 - Manual Thinning. One-page describing the contractor’s experience and capability with Item #2 – Intermediate Treatment. One-page describing the contractor’s experience and capability with Item #3 – Lop and Scatter, and so on, for all 14 task items."

This changed dramatically from what the original Volume 2 required to have. Additionally it seems as though this is now asking for almost the exact same information as Volume 3 just dramatically more of it?

While you may submit past performance contracts in which work was completed that would fall under some of the task line items, you likely will not have past performance contracts (limited 3-

5) that describes all 14 line items. Additionally, Volumes 2 and 3 have their specific purposes for evaluation purposes. Please ensure you thoroughly read the requirements for each volume and provide the information stated in Amendment 0003.

3. What if a contractor cannot show a past contract for all 14 items?

Contractors will not be penalized for not having Past Performance, and will receive a neutral rating. However, it is required that all vendors are capable to perform all tasks

4. I just noticed Amendment 3 extends the offer submission deadline to 7/26/2020. Is that correct?

Yes

5. Do we have to bid on all sections to be considered?

6. Do we understand correctly that we must now bid on all line items including both Manual & Mechanical Treatments?

7. If we have already submitted our bid to you and indicated that we are bidding for both Zones will we need to submit a new bid package to you by the new July 26th due date or will you accept our previously submitted package?

8. I am asking if we can sign the Amendment 3 and send it in or do we need to resend everything?

9. With these changes are you only looking for solicitations from those who can do all aspects of the work?

Contractor must be capable of performing all items.

10. Is it possible to respond to certain mechanical treatment items stating no experience, and not able to do that work? And still be considered a valid application?

All Items must be included.

11. For Volume I, would you like us to submit the solicitation in its entirety, along with the entire Amendment 1, 2, and 3? Or can we simply sign the Form 1449 to acknowledge that we saw the Amendments, and only submit Amendment 3 in its entirety?

Regarding submission requirements, Volume 1, please fill in and sign the SF 1449 and all SF 30s.

Complete the Schedule of Items from Amendment 003, and complete representation and certifications as identified in Section K.

Please submit Volumes 2 and 3 as identified in Amendment 003.

12. There are so many changes from one form to the other, but some sections are repeated (like the certs and reps part). I don't want to miss out on documents I should have submitted, but at this point, if I submit each amendment and the solicitation in its entirety, it will be a huge file.
