QUESTIONS AND ANSWERS

1. No site visit planned for this IDIQ?

- The forests should be accessible for you conduct an individual site visits.

2. I noticed that the pilot task orders list only 3 Forests, but the solicitation is for 5 years and all 11 Forests are listed. Will this IDIQ be used, funding available, for other projects in the remaining Forests over the 5 year period.

- Yes, the intent is for this IDIQ to be used on all 11 forests over the 5 year ordering period

- Please see amendment for changes to the Solicitation.

3. Since there are 3 separate volumes being submitted for this IDIQ: price, technical capability and past performance and experience, is the page limit of 50 pages for the combined 3 volumes or is it a page limit of 50 pages per volume?

- Please see amendment for changes to the Solicitation.

4. Does a company need to respond to any or all of the pilot projects on the Lincoln NF, Coronado NF, and Payson RD in order quote the overall IDIQ? Or can we just quote the items in the IDIQ?

- Please see amendment for changes to the Solicitation

5. The categories of Machine Fuel Break and Machine Fireline are requested to be quoted by the mile. However, they do not described the width of these fuels treatments (which can vary considerably). Machine Firelines can likely be described as a blade width or something similar, but Machine Fuel Breaks can vary from a few feet to several hundred feet. Can we get a better definition of Machine Fuel Breaks and Machine Firelines if the desire is to have them quoted by the mile?

- Machine Fire Lines are expected to be a blade wide (roughly eight feet). Machine Fuel Breaks may consist up to 100 feet wide with an average of being one chain (66 feet) wide in most areas. If terrain and rock outcropping limit the ability of machines to go that wide some areas of the Machine Fuels Breaks may be smaller. Machine fire line average 8-16 ft

6. The due date for the R3 Fuels Management IDIQ on beta.SAM shows as Sunday, June 28th at 5:00 pm. Is this correct?

- Please see amendment for changes to the Solicitation

7. How do we clarify the tasks that we will be putting a bid on?

- Contractors must submit pricing for all line items within a category (Manual or Mechanical or both) and zone (AZ or NM or both). For instance, a contractor who only performs manual treatment and only wishes to submit a proposal for NM must complete pricing for line items 1-7 for all 5 ordering period years. A contractor may not submit pricing only for items 1, 4, and 7 or for only 1 ordering period year. A contractor must propose on at least one category/zone but may submit on all categories and zones. There are a total of 4 proposal opportunities available and the contractor may submit proposals for one, two, three, or all: NM Manual, NM Mechanical, AZ Manual, and AZ Mechanical.

8. Is the price we submit for the tasks, the price we are locked-in to for the remainder of the 5 years?

- Please see amendment for changes to the Solicitation

9. Are you able to provide more details as to exactly what Intermediate Treatment is?

- Intermediate treatments may include tasks such as pruning / limbing, brushing, grubbing or slashing.

Intermediate treatments encompass a range of tasks to address fuel accumulation that are not covered in other categories. As an example, pruning / limbing of ladder fuels in a project area to prep for a prescribed burn or other management. Intermediate treatments may be considered as a prep step or secondary treatment and may or may not be used in conjunction with other tasks such as thinning and piling.

10. Do we have to bid on everything to be considered as a prime contractor for the IDIQ?

- See answer to question 7

11. Are there any available Maps for this job?

- Maps will be provided for each Task Order to be awarded off of the IDIQ.

12. GovWin/beta.SAM show a due date of 6/25, however on page 24 of the Amendment, it states questions are due by 6/23.

13. The Task Orders have been removed, and the pricing will be maximum prices that will be entered into the bid schedule. I assume that the contractors who are awarded base contracts will all be able to compete for each task order, and the award of the task orders will then be based on price. Is this accurate? How many awards do you anticipate?

- The Forest Service will most often compete task orders to obtain more competitive pricing but may use the maximum price to award direct to a contract awardee if circumstances require.

- The Forest Service has no anticipated number of awards at this time.

14. You have in your evaluation criteria that you want a minimum of 3 but a maximum of 5 references. Is this for each type of work? or total references? Since there are multiple types of work offered in the solicitation, from hand thinning, hand piling etc. to various types of mechanical work, (well over 5 types of work) I am not sure that with 5 references we can cover all types of work. Please clarify.

- 3-5 total references of any type of work covered under this IDIQ (individual or combination of). For instance, one reference may be from a Mechanical Thinning job, another may be from a Hand Constructed Fireline job, while the third is from a Mechanical Thinning with Chipping/Grinding job.

- See revised Section L (included with this Amendment)

15. With your Proposal Volumes and page limitations listed, you mention that you want no more than 50 pages, but not including volumes 1 (prices and representations), and also not including volume 2 (technical proposal). So Volumes 1 and 2 have no page limitation, but that leaves volume 3 past performance to be less than 50 pages which would include the 5 (or more?) references and I assume we can include some spreadsheets of our past work and performance evaluations for that work. Is this what you want? Please clarify.

- This should read Volume 1 and Volume 3 (not Volume 2)-please see revised section L included with this Amendment.

16. We looked up the wage determination on beta.sam.gov by the solicitation number and it pulls up as not listed is it Davis bacon wage or service wage or is there way to look it up?

- Appropriate Wage Determinations will be sent for each Task Order

17. On the category for bid pricing, for example mastication is to include the thinning process as well as the the actual mastication or if mastication is just that without the falling and decking/piling?

- Mastication would be just the work completed with a masticator, support equipment, and operator. The bid would not have to include the work to fall and deck/pile trees. falling and or deck / pile of trees is covered in other task items

18. On the thinning process who will be responsible for timber marking or is it prescription by description? On page 7 cutting trees not selected got me confused.

Units may be already marked or may be prescription by description and will be specified by task orderIf a contractor had the ability and experience to work with prescription by description that would be stated in the individual task order.

19. On page 6 (2.4) special requirements, is the time of operation under these conditions for most of the projects or does it consist in the general area that these animals inhabit/migrate?

- Some projects may be within or adjacent to areas with special designations and timing or other restrictions may vary by individual task order depending on project location and treatment activity.

Special designations may not apply to all projects and will be specified in individual task orders.

20. On section b-supplies or service and price/cost, if we place a price per unit/mile is that just max price and then we bid by job after or is that the final bid that will be paid out?

- Please see answer to question 13

21. How do we capture our mobilization costs for the solicitation? In the pricing sheet for the original pilot projects there was a line for mobilization costs as a lump sum. Although I understand it was not considered a factor in the review of the pricing. This line is no longer there under the new amendment and just wanted to clarify how we differentiate the cost differences while bidding for both AZ and NM?

- Mobilization will be bid on for individual Task Orders.

22. I am having some problems filling out the application and would like some more information.

-Technical questions should have been submitted by 1700 MT on 6/25/2020. For help with filling out the solicitation you may reach out to your local Small business representative or your local PTAC representative. https://www.aptac-us.org/ https://www.aptac-us.org/

23. Does the entire solicitation get filled out (without prices for the pilot projects, or do we just fill out the Amendment and send that?

- Amendment 001 made several changes to the Solicitation including removing the Pilot Projects. Please thoroughly read and acknowledge the entire amendment for ALL Amendments that are posted during this solicitation period.

24. Am I correct that if all our information is up to date in SAM we should not fill out or return section K (REPRESENTATIONS, CERTIFICATIONS) and only check the box that states that we have completed SAM online?

- Fill out the Solicitation in its entirety.

25. Can we submit an IDIQ proposal without applying for the three listed pilot projects?

26. Does the USFS simply expect proposers to print out the solicitation and fill in any blanks?

- Yes, fill out the Solicitation in its entirety (you can also fill out electronically).

27. There are no cost estimate forms attached to this proposal, does the USFS need cost estimate information for this? If so what format is expected?

- Please fill in the Schedule of Items for each ordering period year. See amendment 0001

28. Is the price that you are wanting for unit price on the Southwest Regional Fuels IDIQ to include gross receipts tax?

- Your unit price on the IDIQ should be the maximum bid price for each item and should not go over that price for TO's, including all taxes. You can however bid below your max line item price when individual task orders are competed to be more competitive.
