Question and Answers for Archaeological Survey IDIQ Solicitation -- NM

Q: They indicate NRM data entry or possible mobile application. Will NRM data entry need to take place at FS office? What platform is needed if we are using I-Mobile application (IOS, Android) or will they provide devices for this type of data entry?

A: Currently, some forests have had contractors coming into Forest Service offices to enter data into NRM. That may continue to a limited extent with firms that have already established access. However, the mobile application, which is now working, will provide an interface which will not require entering data at FS offices. The mobile application works in Android and is designed for use on tablets. It will be possible to check out work packages which can be transferred via email/disk/etc.; once data is collected it can be transferred back to the FS via email/disk/etc. to be uploaded. Contractors will need to provide their own equipment.

Q: Statement: "Your response shall specifically address the unique task order requirements including but not limited to you plan, projected time schedule, personnel, processes, and specific task pricing and total overall pricing shall be submitted in accordance with the attached wage determinations."

Question: Regarding processes, is something specific being desired here?

A: Nothing specific, it is up to your discretion on how much or how little you want to provide with describing your companies procedures as it relates to the requirements of the IDIQ and the pilot task orders. The intention is for your company to be able to show the government what we can expect from your company should you be one of the awardees on this IDIQ.

Q: Does the Forest Service have a standardized rate sheet with standard labor categories to submit with our proposal?

A: No, we are moving away from trying to standardize rates for an entire state when the Service Contract Act wage rates, which are required under this contract, vary so much from county to county. The pilot task orders should be reviewed by your company and priced with your best and final price. This will give the government an opportunity to determine your pricing ideology.

Q: Does the Forest Service have any requirements regarding the rates (i.e., profits included in proposal?)

A: No, other than regulatory limitations in it is entirely up to your company on what you believe in a competitive market place, proposing a price for a Firm Fixed Price Task Order will give you the best chance at the award.

Q: Does the Forest Service have instructions for the Pilot task?

A: The instructions for the pilot task order should mirror the instructions for the IDIQ. The following statement is from the solicitation, “Your response shall specifically address the unique task order requirements including but not limited to you plan, projected time schedule, personnel, processes, and specific task pricing and total overall pricing shall be submitted in accordance with the attached wage determinations”
