About this file

This task order supplement outlines requirements for a cultural resource survey of three areas in the Santa Fe National Forest. The contractor will conduct background research, weekly fieldwork summaries, and final reporting. All sites within the survey boundaries must be fully recorded or updated, including portions extending onto private land with permission. Limited subsurface testing is authorized to determine National Register eligibility without prior approval. The final report shall include three hard copies, three sets of site forms, and digital deliverables in Microsoft Word, PDF, and GIS formats. The contractor is responsible for entering project data into the US Forest Service's NRM database.

3. Final Report – Three paper copies of final report and site form packages and both Word and PDF electronic copies of final report, site forms, and accompanying documents (see

Supplements to IDIQ - Statement of Work Section V.

Supplemental to 5.2

– Site Recording

All sites will be recorded in their entirety, even if the boundaries go outside of the identified survey boundary – the exception to this is if the site goes onto private land. The Contractor is not to go onto private land to record site information unless given explicit direction that permission has been granted to USFS or NMERD to do so. In the event that long linear sites or other atypically large sites extend outside the survey boundary, the extent of recording will be discussed with the COR and USFS Representative. All previously recorded sites within the Task Order boundaries will fully updated.

Supplemental to 5.2.1

– Site Evaluation

For prehistoric sites, subsurface testing using trowel/shovel/hand auger tests in an artifact concentration or site boundary should be completed with negative results and a brief description of soil depth based on the tests before a site can be called “Not Eligible.” The number of test locations is at the discretion of the heritage contractor, but will not exceed one square meters in aggregate and must be justified in the site eligibility determination.

Supplemental to 5.2.4

– Limited Testing – NRHP Evaluation purposes only.

Limited testing, is defined as limited auguring, trowel testing and shovel testing. Limited testing will be conducted to verify the absence or presence of cultural deposits in support of making a recommendation for a site’s eligibility to the National Register. Testing will be designed to meet these objectives without substantially damaging or diminishing the integrity of the cultural deposits and features. If intact cultural deposits, features, etc. are encountered, testing will stop in the area of the discovery and the results will be documented. For unevaluated sites, these limited tests are part of the inventory process. Limited testing to support a determination of eligibility does not require pre-consultation with the State Historic Preservation Office or tribes. Limited tests may not serve as mitigation.

1. Do not generally test features. Test only to determine if deposits are cultural, and only when not sure.

2. Do not give the Forest Service unanalyzed samples. Sample analysis must be completed prior to submission of the report and analysis results included in the site form and the report.

Any testing beyond that described above is considered formal testing and is not authorized, nor required, as part of this Statement of Work.

Testing documentation will be included in the report and on the site forms in either narrative or tabular format, and must include the following:

1. Rationale for testing

2. Type of testing conducted (shovel, trowel, auger)

3. GPS all individual test locations

4. Depth of tests

5. Soils encountered

6. Cultural materials, if any, encountered.

Site maps must also include test locations keyed and numbered to match site form and report narratives.

Supplemental to 5.4.1

– Report Production

Three hard copies of all site form packages (SFNF site form, location map, plan map, photo record, artifact recording form, and any other required site recording forms) Digital (CD, jump drive, or other agreed upon format) with the following data:
