ASBESTOS INSPECTION FOR USDA ROCKY MOUNTAIN

RESEARCH STATION

1 INTRODUCTION

1.1 Background

This report provides an overview of the asbestos building inspection performed by Century Environmental Hygiene, LLC (CEH) of the USDA Rocky Mountain Research Station located at 240 West Prospect Road, Fort Collins, Colorado.

The scope of the investigation included inspection for Asbestos-Containing Building Materials (ACBM). The inspection was performed in a non-destructive manner at the request of the client, thus this inspection should not be construed as a demolition/renovation specific asbestos inspection. Prior to demolition/renovation, a subsequent inspection is required using destructive investigation (to inspect behind enclosed walls, above enclosed ceilings, etc) to detect any hidden or concealed conditions.

The building is a concrete and steel structure constructed in the late 1960’s and consists of approximately 42,000 square feet.

The sampling and inspection process was conducted in accordance with standards of the Emission Standards for Hazardous Air Pollutants (NESHAP) regulations as implemented by the Colorado Department of Public Health and Environment (CDPHE), OSHA Construction and General Industry Standards for asbestos, and other applicable industry standards. Asbestos inspection activities were conducted by Colorado accredited personnel between October 4 and October 8, 2010. The inspection was conducted in preparation for renovation of the building.

1.2 Asbestos Regulatory Compliance - EPA, NESHAP, and State Programs

ACBM identified in this report is subject to the USEPA NESHAP Regulations for Asbestos (40 CFR Part 61) as implemented by the Colorado Department of Public Health and Environment (CDPHE) and OSHA Standards for Asbestos (29 CFR Part 1910.1001). Materials containing 1% or less asbestos may be subject to OSHA regulations if air concentrations are at or above the personal exposure limit (PEL) of 0.1 fibers per cubic centimeter (f/cc) or the excursion limit of

1.0 f/cc. All friable and certain non-friable materials that will be rendered friable during renovation activities are required by regulation to be removed prior to renovation.

2 METHODOLOGY / PURPOSE AND SCOPE OF WORK

2.1 Asbestos Inspection

The sampling and asbestos non-destructive investigation process was conducted in accordance with applicable industry standards (including EPA, NESHAP and OSHA asbestos regulations).

The scope of the asbestos inspection was to identify asbestos-containing building materials (ACBM) and included the following steps:

Review of site drawings and records.

Visual inspection of all accessible areas of the building to identify suspect materials.

Visual inspection of all areas of suspect homogeneous and non-homogeneous ACBM.

Determination of friability by touching all suspect ACBM.

Development and implementation of a sampling plan for each material based on the homogeneous material type, friability, accessibility and material locations. Homogeneous and non-homogeneous material samples were submitted for laboratory analysis by Polarized Light Microscopy (PLM).

The following building systems were inspected to identify suspected homogeneous materials.

A homogeneous area (material) is defined as an area containing a material that appears similar throughout with regard to color, texture, and date of application, if known.

Individual systems that were inspected, but not suspected to contain asbestos, are not included in this report. Such systems include concrete, carpet, fiberglass, plastic, rubberized and wood products.

Each type of suspect building material (homogeneous) size, thickness, substrate, material friability, location, and quantity were recorded. Material information was recorded on a room-by-room asbestos inspection form. The homogeneous material was classified into one of three available types of homogeneous material descriptions.

Surfacing Material refers to a wide range of trowel or spray-applied materials typically used for acoustical or fire retarding purposes. Examples include spray-applied fire retardant and acoustical texture ceilings.

Thermal System Insulation (TSI) refers to insulation that is applied to heating or mechanical system components. Examples include pipe, tank and boiler insulation.

Miscellaneous Materials refers to all other materials that do not fall into one of the above categories. Examples include floor tile, adhesives, and ceiling tiles.

Once the type of homogeneous material was determined, it was then classified as friable or not.

The USEPA distinguishes between friable and non-friable forms of ACBM. Friable materials, when dry, can be crumbled or reduced to powder by hand pressure, whereas non-friable materials cannot. Friable materials are more likely to be released into the air, especially during demolition of the building. Therefore, the distinction between friable and non-friable homogeneous material is important.

EPA has identified two categories of materials, “Regulated” and “Non-regulated” ACM, for the purpose of identifying materials that can or cannot remain within a building during demolition.

Regulated asbestos-containing materials (RACMs) are defined as friable materials and non-friable materials that have a high probability of becoming friable during demolition activities.

RACMs are categorized as all friable ACBM, Category I non-friable ACBM that may become friable (subject to sanding, grinding, cutting or abrading during the demolition process), or Category II non-friable ACM that has a probability of becoming crumbled, pulverized, or reduced to a powder by the forces expected to act on the material in the course of normal demolition operations (that are performed in accordance with EPA NESHAPS demolition guidance). Non-regulated asbestos-containing materials (non-RACM) are those non-friable materials likely remain non-friable during normal demolition operations. Non-RACM is categorized as either Category I non-friable ACBM that will not be subject to sanding, grinding, cutting or abrading during the demolition process, or Category II non-friable ACM that has a low probability of becoming crumbled, pulverized, or reduced to a powder by the forces expected to act on the material in the course of normal demolition operations. EPA regulations require proper removal and disposal of all RACMs prior to demolition operations. EPA regulations allow non-RACMs to remain in place during demolition (provided demolition methods do not render the material friable) and allow these materials to be disposed as normal demolition debris.

However, EPA also requires the removal and proper disposal of certain non-RACMs prior to implementation of demolition activities that could potentially disturb these materials.

Samples were numbered based on the following format: “062810FTC01-01” The first six digits identify the date the sample was taken. The next four/five digits identify the homogeneous material. The final two digits are the specific sample number within the group of samples for that homogenous material.

The following Bulk Sampling protocol for friable and Category I and II materials was used to determine the number of samples to be collected.

* One sample was collected for limited quantity replacement or patch (salient) materials located in a single room/functional space. Two samples were collected for limited quantity materials located in two rooms/functional spaces. Three or more samples were collected where materials were in three or more rooms, or where significant quantities were identified.

CEH collected bulk samples of the homogenous materials in a random and representative manner as determined by each inspector and following applicable guidelines. Samples were collected by taking a composite core sample that included all layers within the suspect material.

Samples from soft friable materials were obtained by removing a small portion using wetting techniques. All samples were placed in sealed, labeled containers, and the sample descriptions and locations were recorded. At the time of collection, samples were labeled with an appropriate and unique number. This number (along with other information such as sample location, color, texture, and condition) was recorded in the asbestos inspection form.

The bulk samples were submitted for progressive analysis (positive stop) to DCM Science Laboratory Inc., a National Volunteer Laboratory Accreditation Program (NVLAP) accredited laboratory. Under progressive analysis, once a positive result is obtained within a sample set, all subsequent samples within that set are not analyzed. In some cases, based on professional judgment, progressive analysis may not have been performed.

Analysis of the bulk samples was performed using Polarized Light Microscopy (PLM) using procedures developed by McCrone Research Institute, and in compliance with the guidelines established by the Environmental Protection Agency (USEPA-600/M4-82-020, Dec. 1982) to determine asbestos type and content. The PLM samples are reported as percent asbestos by weight. Percent asbestos for separate layers and total for the sample are delineated in the laboratory report. Unused portions of samples are archived for six months unless the client requests special handling.

As of November 20, 1990, the USEPA NESHAP requires that samples with less than 10 percent asbestos be analyzed by the point-count procedure, or must be assumed positive for asbestos.

Samples containing 1 percent or less asbestos were analyzed under the point-counting method

(to avoid false negatives, or inaccurately classifying asbestos-containing material as non-asbestos containing material).

The inspector delivered the samples along with a completed chain of custody document to the laboratory. The laboratory then arranged the samples in numerical order. If a discrepancy between the samples exists, this is noted and initialed on the log sheet. The laboratory signed a copy of the sample log to acknowledge receipt. The inspector retained the signed copy for evidentiary purposes. Further, the laboratory assigned a laboratory number to each sample received. The laboratory labeled both the analytical report and the sample container with this laboratory number for cross-reference purposes.

3 FINDINGS

3.1 Asbestos Inspection

The inspection identified 47 types of suspected asbestos-containing homogeneous building materials. A total of 119 bulk samples were collected during the inspection. A material is considered to be asbestos-containing building material (ACBM) if the asbestos content is greater than 1% asbestos. 11 ACBMs were identified. 1 material was identified as composite and 2 trace-containing materials were identified, which are not subject to EPA regulations, but may be subject to OSHA regulations.

The ACM Data Table in Appendix B summarizes the ACMs identified in the building. The EPA regulations require proper removal and disposal of Friable and Category II non-friable materials prior to building demolition or renovation activities that would disturb these materials.

The category II non-friable materials will likely need to be abated if the renovation planned will impact these materials. Some Category I materials may not need to be abated (roofing materials) while other may need to be abated (floor tile).

The following material was identified to contain < 1% asbestos through composite sampling:

(CDW02) – Drywall, ½”, white, composite of drywall and joint compound fmcarthur Highlight

The following materials were identified to contain trace amounts of asbestos:

(BS01) – White block sealant associated with CMU walls (CTA01) – Brown adhesive associated with 1’ X 2’ ceiling tile with stretched fissure and small worm hole

Materials containing 1% or less asbestos may be subject to OSHA regulations if air concentrations are at or above the personal exposure limit (PEL) of 0.1 f/cc or the excursion limit of 1.0 f/cc.

4 RECOMMENDATIONS

4.1 Asbestos Inspection

All friable and Category II non-friable materials are required by regulation to be removed prior to renovation activities that will impact these materials.

The types and locations of the non-friable Category I materials and subsequent regulatory requirements must be disclosed to the renovation/demolition contractor and/or salvage contractor to avoid accidental disturbance and to ensure contractor compliance with applicable regulations (to ensure proper worker protection and material disposal).

5 LIMITATIONS

CEH performed asbestos investigation services in a manner consistent with the level of care and expertise exercised by members of the asbestos inspection and assessment profession. CEH does not imply or guarantee that every potential asbestos containing material on or in the building has been identified or sampled. Historically, asbestos has been added as a component to over 3,000 materials and products produced in the United States. The inspection was intended to identify those accessible materials that were reasonably suspect and that were most likely to contain asbestos in quantities subject to regulation, based upon existing industry and regulatory standards.

Often materials cannot be assessed (sampled) due to physical constraints encountered (locked rooms, enclosed areas, etc.).

No survey can completely eliminate the uncertainty regarding the presence of asbestos-containing materials. The level of diligence and investigative procedures utilized are intended to reduce, but not eliminate, potential uncertainty regarding the presence of these materials. The procedures used for this survey attempted to establish a balance between the competing goals of inspection cost and time. The determinations of this report should not be construed as a guarantee that all such materials present in the subject property has been identified in the report.

7 GLOSSARY

ASBESTOS - A generic name given to a number of naturally occurring silicates that have a unique crystalline structure. They are incombustible in air and separable into fibers. Asbestos includes the asbestiform varieties of Chrysotile, Crocidolite, Amosite, Anthophyllite, Actinolite, and Tremolite.

ACBM - Asbestos-Containing Building Material. Any material with one percent (1%) or more asbestos content. A term that encompasses surfacing, thermal system, and miscellaneous asbestos-containing material in or on interior/exterior parts of a building.

BULK SAMPLE - A piece of suspected asbestos-containing building material.

FIBER RELEASE - The process by which dust is given off from asbestos materials and becomes airborne.

FRIABLE - A material which can be crumbled, pulverized, or reduced to powder when dry, by moderate hand pressure.

FUNCTIONAL AREA - Specially distinct units within a building such as a room, a group of rooms, or a homogeneous area - this includes crawl spaces and areas above a drop ceiling.

HVAC - Heating, Ventilating, and Air Conditioning Systems. The system of pipes, ducts, and equipment (air conditioners, chillers, heaters, boilers, pumps, fans) used to heat, cool, move, and filter air in a building.

HOMOGENEOUS AREA - An area which appears similar throughout in terms of color, texture, and date of material application.

INACCESSIBLE AREA - Inaccessible areas are those areas which cannot be inspected due to physical barriers. Buildings may contain areas that are intrinsically inaccessible. These include gaps and spaces in walls, areas above fixed ceilings and below floors, and enclosed boiler breechings and ducts. Some buildings contain other inaccessible areas, such as very small pipe tunnels, sealed crawl spaces, unsafe attics, encased boilers, etc.

NON-FRIABLE - A material which cannot be crumbled or pulverized by hand pressure.

PACBM - Presumed Asbestos-Containing Building Material

PIPE JOINT - The elbow, valve, connector, reduction or pipe hanger.

PLENUM - A space designed to transport air in a building. They are commonly found below ground level and in the space between a dropped ceiling and the floor above it.

PLM - Polarized Light Microscopy. An accepted method for analyzing bulk ACBM samples.
