About this file

This document is an amendment to solicitation 1282B124Q0029 for the Southwest Idaho WCS Landscape Photo Documentation Project. The amendment provides answers to questions from potential offerors, updates to the Schedule of Items and Performance Work Statement attachments, and instructions for acknowledging receipt of the amendment.

The project requires a contractor to provide GPS photo point photography services to document vegetation work in the Boise and Payette National Forests over a 2-year period from May 2024 to March 2026. The contractor must deliver a binder, storage device with photos, and map after each of the 12 required trips to photo sites. Proposals must be priced per trip, with a total price for the 12 trips. A 4-wheel drive vehicle is not required, but camping may be necessary at some sites. A DSLR camera is required, not a smartphone. The contractor will coordinate trip scheduling with the Forest Service at least 1 month in advance.

Continuation of SF-30

Question 1: On the Schedule of Items page, does the Unit Price refer to each trip and I should put a price down to reflect each trip and then add them up for the total of 12 different trips? Also, on the two sets of binders and memory devices it only has a number 1 in that box. I was under the impression there will be two sets (binders and storage device) due after each trip? So would that be 12 different sets of binders and storage devices over the course of 2 years?

Answer 1: All items must be priced in Attachment 001. For Item 1 (Trips), the unit price refers to each trip, the total price refers to the total of the 12 trips. After each trip, the contractor will deliver a binder, a storage device with photos, and a map, so a total of 12 binders, storage devices and maps. An amended Attachment 001 has been provided to reflect the change.

Question 2: As far as the map that needs to be turned in, will there need to be a map after each “trip”?

Answer 2: Yes, the contractor will submit a map showing the photo points that were established for each photo taken on each trip.

Question 3: As far as each trip, it sounds like each trip could be 1-3 days? Any ballpark idea how many different photo points (lat / long positions) there would be per day?

Answer 3: Each trip will be different, and the number of photo points is dependent on the site being shot. A prescribed fire shoot could have many more photo points than a commercial harvest site.

Question 4: Will a 4-wheel drive vehicle be required to access any or all project sites?

Answer 4: A 4-wheel drive vehicle is not required to access the project sites.

Question 5: The solicitation mentions that "Camping may be required to enable the Contractor to execute the required work." Does this mean packing overnight backcountry backpacking gear (such as a large pack, tent, cook stove, etc.) to camp at or near the project site by foot access? Or does this potentially just mean car camping at or near the project site?

Answer 5: Car camping is the better description. At each project site, the Forest Service and other contractors are accessing these sites via roads to perform a variety of work such as prescribed fire, commercial thinning, tree planting, and/or non-commercial thinning. Once at the project site, hiking into the site to establish photo points and take photos is required.

Question 6: Will a newer smartphone suffice, or would USFS prefer a larger DSLR camera?

Answer 6: No, a smartphone cannot be used to take the photos. A Digital Single-Lens Reflex (DSLR) camera is needed to perform this work.

Question 7: Will this work occur in all seasons, or is it restricted to warmer months?

Answer 7: The primary months for shooting are April through October, but there may be an occasion where photos might be needed during the winter months.

Question 8: The only difference I am seeing between this solicitation and the last one is the clarification that it will be 12 trips total over a two-year time frame, and that the contractor is responsible for their transportation and liability thereof. Is there anything I'm missing?

Answer 8: Please see Section L of the solicitation for instructions for submitting an offer. In addition, please review the solicitation attachments for more project information.

Question 9: Is it possible to have you review my submission for the solicitation before I officially submit to your email?

Answer 9: Submitted offers will be evaluated after the solicitation close date in accordance with Section M of the solicitation.

Question 10: How many photos per trip is the Forest Service looking for?

Answer 10: A set number has not been established as it depends on the type of work that is being done at the site. For a prescribed fire project or a reforestation project, as many as 25 photo points may be needed. For a commercial thinning or non-commercial thinning project, the number of photo points is likely 12 to 18, but each trip to a photo site will require a varying number of photo sites/photos.

Question 11: How much time will our photographer have to prepare/plan/clear their schedule once a trip is planned?

Answer 11: Each trip will be coordinated at least a month in advance, and at a time that is mutually agreed upon by the contractor and the Forest Service.

Question 12: Regarding the 12 trips, would they most likely be all scheduled in the summer months?

Answer 12: See Answer 7.

Question 13: Is it 6 different locations, assuming a before and then an after trip to each location?

Answer 13: Yes, there will be 6 different locations. The contractor will make trips for the before photos and trips for the after photos, for a total of 12 trips.

Question 14: Should the quote be one “trip” amount, or broken out in more detail to include line items like: Travel fee, 1st day rate, additional day rates, etc.?

Answer 14: Per Attachment 001, the bidding contractor must quote the unit price of each trip, and the total price for the 12 trips.

Question 15: More specifically, how does the Forest Service want us to account for the wide difference between a “trip” that might take one day versus three days?

Answer 15: Please see the amended Attachment 002. A shooting assignment is expected to take 2 days, not including travel, nor the building of the deliverables.

Question 16: For the Travel Fee, is a mileage rate + drive time acceptable, or does the Forest Service have a more preferred way to accommodate gas, time and car depreciation?

Answer 16: The Government cannot provide potential contractors cost or pricing information.

Developing a price is the responsibility of the bidding contractors.

Question 17: Is it possible to get the locations in advance in order to determine the travel fees?

Answer 17: The specific project sites have not yet been determined. However, all sites are within a 3-hour drive from either McCall or Boise, Idaho.

Question 18: Is it possible to get more clarity on the scope of the printed materials for the two binders?

Answer 18: Please see Attachment 006 – Example Deliverable Booklet.

Question 19: How many trips/visits to the area(s) were needed the last time this was completed?

Answer 19: For this solicitation, the number of trips is 12, see Attachment 001. Previous contract information is not available.

Question 20: Are the areas to be photographed available immediately?

Answer 20: Not all areas will be available for when the contractor decides to conduct the photo work. Sites are determined by the Forest Service and at times when vegetation work has either not started, is underway, or has been completed. The contractor will work closely with the Forest Service representative to schedule trips to the photo sites.

Question 21: When will each area be deconstructed, is there a schedule to review for planning?

Answer 21: Shooting schedules will be determined by working with the Forest Service once a contractor is selected for this contract.

Question 22: What was the approximate term of each stay in the area for each visit?

Answer 22: See Answer 15.

Question 23: How much notice will be given prior to a needed visit to capture the before and after photos?

Answer 23: See Answer 11. The contractor and Forest Service will work together to determine the best timeframe for the on-site photo work.

Question 24: What is the approximate total acreage of the area's to be captured?

Answer 24: There is no set acreage. It is best to think of the project site as a place where a Forest Service vegetation management activity is taking place. For example, that site may be 1200 acres for a specific prescribed fire project, 60 acres for a commercial thinning project or 400 acres for a non-commercial thinning project. Not all acres of a project site will be photographed, but rather a select number of photo points will be determined for each project.

Question 25: Are they typically access roads being deconstructed as in the examples?

Answer 25: The decommission of a road is a potential project the Forest Service could select to be photographed. Vegetation projects such as prescribed fire, and commercial and non-commercial thinning are the primary project sites.

Question 26: Are the book of photos and the electronic versions the only product to be produced?

Answer 26: After each trip, the contractor will deliver a binder, a storage device with photos, and a map. See amended Attachment 001 and 002.

Question 27: Is this contract paid out in installments or only upon completion in March 2026?

Answer 27: The contractor is paid by submitting an invoice following each trip and delivery of the binder, a storage device with photos, and a map.

Question 28: Can I get a hold of the submittal from the last bid winner in 2016 for review?

Answer 28: No. The Government cannot provide potential contractors cost or pricing information. Developing a price is the responsibility of the bidding contractors.
