Instructions:
1- Offeror will read the project requirement. Respond to the call request in narrative format using the narrative box below the schedule of items section below, including the following information for evaluation: work approach to include a detailed project plan of operations; number of personnel working the project (to include subcontractors); materials being used; schedule; equipment being used and the source of the equipment (ownership or rental); organization of proposal; and price. The response must not exceed the space provided.
2- Price Proposal, Schedule of Items. Provide a total cost estimate on the Schedule of Items contained within this request, completing all estimated quantities, unit pricing and total cost items in accordance with the items provided from the parent contract shown above.
3- Delivery Instructions. Return this document completed with your Proposal via e-mail in accordance with the instructions to offeror (Section 9) of solicitation 1282AT18R0010.
DESCRIPTION/STATEMENT OF WORK
Project Description The project includes the following work: Removal and replacement of existing propane water heater in the large bunkhouse at the Nederland Work Center. A pre-bid site visit will be required to assess the work and provide an accurate estimate/bid.
Scope of Work The work includes removal of a 100 gallon propane water heater and replacement with a new 75 gallon propane water heater. See attached specifications.
Technical Specifications (if applicable):
All work shall be conducted in a safe and expedient manner, and in conformance with the specifications referenced in the contract. All work shall be conducted by personnel fully qualified to perform the tasks assigned, and shall be supervised by a designated Contractor’s Representative.
Location Nederland Work Center is located on the Arapaho and Roosevelt National Forests at 534 Ridge Road in Nederland, CO.
Period of Performance
The anticipated period of performance is on or about 16 July 2018 through 18 July 2018. The actual number of work days anticipated for this project is 3 calendar days/months excluding Federal Holidays and Sundays.

ADDITIONAL SPECIFICATIONS
Boulder Ranger District / Nederland Hot Water Heater
PART 1 - GENERAL
SUMMARY
Work for this project consists of the removal and replacement of and existing propane water heater.
This project requires the Contractor to supply all labor, materials, equipment, tools, transportation, freight and delivery required to complete the project in accordance with contract specifications and manufacturer’s specifications.
LOCATION
This project is located at 534 Ridge Road, Nederland, Colorado, 80466
USE OF PREMISES
General: Contractor shall have limited use of premises for construction operations, including use of utilities and sanitary facilities at the Project site, during the construction period. Contractor shall leave the facilities as they are found.
Contractor shall at all times conduct his operations to ensure the least inconvenience to the public and employees.
Confine storage of materials to areas as approved by the Contracting Officer.
Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations. Contractor shall minimize disturbance of all undisturbed areas.
No dumping of waste products of any type will be permitted. All waste shall be transported to a sanitary landfill off of National Forest lands.
Existing Utilities: Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
Interruption of Existing Utility Service: Notify Contracting Officer, 48 hours in advance of any interruption of existing utilities.
MEALS AND LODGING
Meals and lodging are commercially available in the vicinity of the work site. Meals or lodging will not be available at Forest Service facilities.
CONSTRUCTION SEQUENCE
There is no specified construction sequence or season for this project.
VERIFICATION
Verify all new and existing dimensions affecting the work of this contract before ordering products.
PERMITS
Building permits required by County, State, or Federal laws or regulations shall be obtained by the Contractor.
SECTION 01025
DEFINITION OF BID ITEMS
AND
MEASUREMENT AND PAYMENT
PART 1 - GENERAL
1.1 SUMMARY
The intent of this section is to explain, in general; what is and what is not included in a bid item; the limits or cut-off points where one bid item ends and another begins; and method of measurements and basis of payment for work items listed in the Bid Item Schedule.
Work:
Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, and carrying out all duties and obligations imposed by the contract on the Contractor.
Payment:
For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.
Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown.
DETERMINATION OF QUANTITIES
The contractor shall perform, or cause to be performed, all measurement of quantities of materials incorporated into the work processes that are to be measured under the provisions of the contract.
Quantity Measurements:
The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ) or Lump Sum Quantity (LSQ).
The contractor shall compute the quantities for periodic progress payments; the Contracting Officer shall compute the quantities for the final payment based on measurements taken by the Contractor.
All Contractor measurements are subject to verification.
The following measurements and calculations are used to determine contract quantities.
For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified.
UNITS OF MEASUREMENT
Payment shall be by units defined and determined according to U.S. Standard measure and by the following:
Lump Sum: One complete unit, which may consist of one or more parts.
DEFINITION OF BID ITEMS
15410 REMOVAL AND INSTALLATION OF NEW WATER HEATER
This pay item shall consist of the installation of a Rheem XXXXX water heater or approved equal in the small bunkhouse utility room.
Measurement and payment: LUMP SUM
PART 2 - METHOD OF MEASUREMENT
2.1 GENERAL
The following method of measurement for determining final payment is designated on the Schedule of Items for each pay item:
LUMP SUM QUANTITIES (LSQ)
These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.
SECTION 01140
WORK RESTRICTIONS
PART 1-GENERAL
USE OF PREMISES
Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the Work is indicated.
Government Occupancy: Allow for Government occupancy of site.
Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Occupants, Government employees, and emergency vehicles at all times.
Use of Existing Building: Maintain existing building in a weathertight condition throughout construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period.
OCCUPANCY REQUIREMENTS
Full Government Occupancy: Government will occupy site and existing building during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government operations.
SECTION 01710
CLEAN UP AND DISPOSAL
PART 1 - GENERAL
1.1 CLEAN UP
A. The contractor shall keep the work site free from accumulation of waste materials and rubbish resulting from the work.
B. Before final acceptance of the project by the Government, the contractor shall remove from the site all waste materials and rubbish resulting from this work.
1.2 DISPOSAL
A. Haul to state-approved sanitary landfill and supply receipts verifying the legal disposal of materials when requested..
B. Washing waste material down sewers or into waterways will not be permitted.
SECTION 01770
CLOSEOUT PROCEDURES
PART - GENERAL
SUMMARY
This Section includes administrative and procedural requirements for contract closeout, including, but not limited to, the following:
Operation and maintenance manuals.
Warranties.
Final cleaning.
OPERATION AND MAINTENANCE MANUALS
Assemble a complete set of operation and maintenance data indicating the operation and maintenance of each system, subsystem, and piece of equipment not part of a system. Include operation and maintenance data required in individual Specification Sections and as follows:
Operation Data: Include emergency instructions and procedures, system and equipment descriptions, operating procedures, and sequence of operations.
Maintenance Data: Include manufacturer's information, list of spare parts, maintenance procedures, maintenance and service schedules for preventive and routine maintenance, and copies of warranties and bonds.
WARRANTIES
Submittal Time: Submit written product warranties to the Contracting Officer.
PART 3 – EXECUTION
3.1 DEMONSTRATION AND TRAINING
Instruction: Instruct Government personnel to adjust, operate, and maintain systems, subsystems, and equipment not part of a system.
Provide instructors experienced in operation and maintenance procedures.
Provide instruction at mutually agreed-on times. For equipment that requires seasonal operation, provide similar instruction at the start of each season.
Schedule training with Government, through CO, with at least seven day’s advance notice.
Coordinate instructors, including providing notification of dates, times, length of instruction, and course content.
3.2 FINAL CLEANING
General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.
Cleaning: Employ experienced workers or professional cleaners for final cleaning. Clean each surface or unit to condition expected in an average commercial building cleaning and maintenance program. Comply with manufacturer's written instructions.
Complete the following cleaning operations:
Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste material, litter, and other foreign substances.
Remove tools, construction equipment, machinery, and surplus material from Project site.
Remove labels that are not permanent.
Leave Project clean and ready for occupancy.
Comply with safety standards for cleaning. Do not burn waste materials. Do not bury debris or excess materials on Government property. Do not discharge volatile, harmful, or dangerous materials into drainage systems. Remove waste materials from Project site and dispose of lawfully.
SECTION 15401
PLUMBING
1.1 SUMMARY
The plumbing requirements specified herein are for providing new and modifying existing plumbing systems and equipment within the building and beneath it to a line 5 feet outside the walls.
QUALITY STANDARDS
Codes and Standards:
Plumbing Code Compliance:
Comply with applicable portions of National Standard Plumbing Code pertaining to selection and installation of plumbing materials and products.
ANSI Compliance:
Comply with applicable ANSI standards pertaining to plumbing fixtures, materials, products, and installation of soil and waste systems.
ASSE Compliance:
Comply with applicable ASSE standards pertaining to materials, products, and installation of soil and waste systems.
SUBMITTALS
Product Data:
Submit manufacturer's technical product data, including rated capacities of selected model clearly indicated, furnished specialties and accessories; and installation instructions.
DELIVERY, STORAGE, AND HANDLING
Deliver plumbing fixtures individually wrapped in factory-fabricated containers.
Handle plumbing fixtures carefully to prevent breakage, chipping and scoring fixture finish.
Do not install damaged plumbing fixtures; replace and return damaged units to equipment manufacturer.
PART 2 – PRODUCTS
MATERIALS AND PRODUCTS
General - Piping:
Provide piping materials and factory-fabricated piping products of sizes, types, pressure ratings, and capacities as indicated.
Where not indicated, provide proper selection as determined by installer to comply with installation requirements.
Provide materials and products complying with National Standard Plumbing Code where applicable.
Provide sizes and types matching piping and equipment connections; provide fittings of materials which match pipe materials used in potable water systems.
Where more than one type of materials or products are indicated, selection is installer's option.
General - Plumbing Fixtures:
Unless otherwise specified, comply with applicable Federal Specification WW-P-541/-Series sections pertaining to plumbing fixtures, fittings, trim, metals and finishes.
Provide materials which have been selected for their surface flatness and smoothness.
Exposed surfaces which exhibit pitting, seam marks, roller marks, foundry sand holes, stains, discoloration, or other surface imperfections on finished units are not acceptable.
Where fittings, trim and accessories are exposed or semi-exposed provide bright chrome-plated or polished stainless steel units.
Provide copper or brass where not exposed.
SECTION 15486
FUEL – FIRED, DOMESTIC WATER HEATERS
PART 1 - GENERAL
1.1 SUMMARY
This Section includes household and commercial, gas and oil-fired water heaters.
1.2 SUBMITTALS
Product Data: Include rated capacities, furnished specialties, and accessories for each type and size of water heater indicated.
Operation and maintenance data.
Warranties.
1.3 QUALITY ASSURANCE
Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, Article 100, by a testing agency acceptable to authorities having jurisdiction, and marked for intended use.
ANSI Compliance: Water heaters shall comply with ANSI standards for gas water heaters and related products and bear AGA certification label.
ASME Compliance: Water heater, hot-water storage tanks shall be fabricated and labeled according to ASME Boiler and Pressure Vessel Code: Section VIII, "Pressure Vessels," Division 1.
ASHRAE Standards:
1. ASHRAE 90.1, "Energy Efficient Design of New Buildings except Low-Rise Residential Buildings," for commercial water heaters.
2. ASHRAE 90.2, "Energy Efficient Design of New Low-Rise Residential Buildings," for household water heaters.
PART 2 - PRODUCTS
1.1 MANUFACTURERS
In other Part 2 articles where subparagraph titles below introduce lists, the following requirements apply for product selection:
1. Available Manufacturers: Subject to compliance with requirements, manufacturers offering products that may be incorporated into the Work include, but are not limited to, the manufacturers specified.
1.2 HOUSEHOLD, STORAGE, GAS WATER HEATERS
Description: Comply with ANSI Z21.10.1.
1. Available Manufacturers:
a. Rheem Manufacturing Co.; Rheem Water Heater Div., RHG PRO75, Tall, 75 Gallon, LP Gas, or approved equal
2. Storage Tank Construction: Steel with 150-psig (1035-kPa) working-pressure rating.
a. Tappings: Factory fabricated of materials compatible with tank for piping connections, relief valve, drain, anode rod, and controls as required. Attach tappings to tank before testing and labeling. Include ASME B1.20.1, pipe thread.
b. Interior Finish: Materials and thicknesses complying with NSF 61, barrier materials for potable-water tank linings. Extend finish into and through tank fittings and outlets.
c. Insulation: Comply with ASHRAE 90.2. Surround entire storage tank except connections and controls.
d. Jacket: Steel, with enameled finish.
3. Burner: For use with direct vent water heaters for natural-gas fuel.
a. Temperature Control: Adjustable thermostat.
b. Automatic Ignition: ANSI Z21.20, automatic gas-ignition system and components.
c. Automatic Damper: ANSI Z21.66, gas-appliance, automatic-vent-damper device.
4. Anode Rod: Factory installed, magnesium.
5. Dip Tube: Factory installed. Not required if cold-water inlet is near bottom of storage tank.

1.3 WATER HEATER ACCESSORIES
Combination Temperature and Pressure Relief Valves:
1. Gas Water Heaters: ANSI Z21.22, combination temperature and pressure relief valve.
Pressure Relief Valves:
2. Gas Water Heaters: ANSI Z21.22 pressure relief valve for storage tanks of 200,000 Btuh (58.6 kW).
Vacuum Relief Valves:
3. Gas Water Heaters: ANSI Z21.22.
Gas Shutoff Valves: ANSI Z21.15, manually operated. Furnish for installation in piping.
Gas Pressure Regulators: ANSI Z21.18, appliance type, factory or field installed. Include pressure rating, capacity, and pressure differential required for water heater and gas supply.
Automatic Valves: ANSI Z21.21, appliance, electrically operated, on-off automatic valve.
Water Heater Stand and Drain Pan Units: High-density-polyethylene-plastic, 18-inch- (457-mm-) high, enclosed-base stand complying with IAPMO PS 103 and IAS No. 2. Include integral or separate drain pan with raised edge and NPS 1 (DN 25) drain outlet with ASME B1.20.1, pipe thread.
Water Heater Stands: Water heater manufacturer's factory-fabricated, steel stand for floor mounting and capable of supporting water heater and water. Include dimension that will support bottom of water heater a minimum of 18 inches (457 mm) above the floor.
Drain Pans: Corrosion-resistant metal with raised edge. Include dimensions not less than base of water heater and include drain outlet not less than NPS 3/4 (DN 20).
Piping Manifold Kits: Water heater manufacturer's factory-fabricated inlet and outlet piping arrangement for multiple-unit installation. Include piping and valves for field assembly that is capable of isolating each water heater and of providing balanced flow through each water heater.
PART 3 - EXECUTION
1.1 INSTALLATION
Install commercial water heaters on concrete bases. Omit concrete bases for commercial water heaters if installation on stand, bracket, suspended platform, or direct on floor is indicated.
Install water heaters, level and plumb, according to layout drawings, original design, and referenced standards. Maintain manufacturer's recommended clearances. Arrange units so controls and devices needing service are accessible.
Install and connect gas water heaters according to NFPA 54.
1. Install appliance, gas pressure regulators on gas-burner inlets of water heaters without pressure regulators.
2. 2. Install vent piping from gas-train pressure regulators and valves to outside of building where required. Terminate vent piping with brass-screened vent cap fitting. Do not combine vents except with approval of authorities having jurisdiction.
Install temperature and pressure relief valves in top portion of storage tanks. Use relief valves with sensing elements that extend into tanks. Extend relief valve outlet with water piping in continuous downward pitch and discharge onto closest floor drain.
Install pressure relief valves in water piping for water heaters without storage. Extend relief valve outlet with water piping in continuous downward pitch and discharge onto closest floor drain.
Install vacuum relief valves in cold-water-inlet piping.
1.2 CONNECTIONS
Install piping adjacent to machine to allow service and maintenance.
Connect hot- and cold-water piping with shutoff valves and unions. Connect hot-water-circulating piping with shutoff valve. Check valve, and union.
Connect gas piping to gas burner with drip leg, tee, shutoff valve, and union; minimum size same as inlet connection.
Make connections with dielectric fittings where piping is made of dissimilar metal.
Gas, Water Heater Vent Connections: Connect to vent system. Include draft hoods and diverters where required. Use vents same size as or larger than water heater outlets, but not smaller than indicated unless smaller vent size has been calculated according to NFPA 54. Comply with gas utility requirements for sizing.
1.3 FIELD QUALITY CONTROL
In addition to manufacturer's written installation and startup checks, perform the following:
1. Check for clear relief valve inlets, outlets, and drain piping.
2. Test operation of safety controls, relief valves, and devices.
3. Adjust operating controls.
4. Adjust hot-water-outlet temperature settings. Do not set above 140 deg F (60 deg C) unless piping system application requires higher temperature.
