About this file

This is a Questions and Answers document for federal contract solicitation 1282A726Q0035 for Pest Control Services in San Dimas.

The document addresses three key clarifications regarding the solicitation requirements. First, regarding California licensing requirements, the prime contractor must be a registered company with its own licensed operator under the California Structural Pest Control Act (Business and Professions Code § 8500 et seq.). While subcontractors may be used for specialized work such as Branch 1 fumigation, relying entirely on a subcontractor to supply the core legal license for the primary scope violates material bid specifications. Second, the August 18 site visit is optional but encouraged for visual familiarity with the facility and affected areas; however, it will not be rescheduled due to time-sensitivity of the requirement due date. Offerors planning to attend should provide at least 24 hours' notice to Gregory Williford at Gregory.WillifordJr@usda.gov. Third, a typographical error is corrected: the Schedule of items for Pest Control services for San Dimas, Option Year 2 should list Item number 2001 rather than 1001. Option Year 2 covers the period 08/28/2028 – 08/27/2029 and includes 12 months of Rodent, Mosquito and Pest Control Services.

Questions and Answers for Pest Control Services - San Dimas 1282A726Q0035

1. Does the requirement that the offeror must be licensed by the State of California require the prime entity itself to hold the applicable California pest-control licenses, or may a named California-licensed subcontractor satisfy it while Aroi remains responsible as prime?

Statutory Rules: Under the California Structural Pest Control Act (Business and

Professions Code § 8500 et seq.) and regulations by the Structural Pest Control Board, any company contracting directly to perform pest control must be a registered company with its own licensed operator.

Subcontractor Limitations: While a prime can use subcontractors for specialized portions of work (such as Branch 1 fumigation under specific joint-responsibility statutes like § 8514), relying entirely on a sub to supply the core legal license for the primary scope usually violates material bid specifications.

2. Is the August 18 site visit optional, and if Aroi attends, may attendance notice be sent to

Gregory Williford any time before 11:00 AM PDT that day?

The scheduled site visit is not mandatory, however; it is encouraged to get a visual familiarity with the facility and affected areas that need attention, please note the site visit will not be re-scheduled due to the time-sensitivity of this requirement due date. It is common courtesy to give

24 hours’ notice or more of your planned attendance to the site visit to Gregory Williford by email:

Gregory.WillifordJr@usda.gov

3. Should the Option Year 2 schedule item be 2001 rather than the repeated 1001?

Please note the typo: The Schedule of items for Pest Control services for San Dimas, Option Year

2 should be Item no. 2001.

Option Year 2: 08/28/2028 – 08/27/2029
