About this file
This file contains a Questions and Answers (Q&A) document addressing clarifications on RFQ 1282A726Q0031 for Medical Services at Timber Lake Job Corps Center. The solicitation is a 100% small business set-aside issued by the Department of Agriculture Forest Service seeking medical services including examinations, assessments, treatment, prescriptions, immunizations, and health monitoring at the Timber Lake Job Corps Center in Estacada, Oregon. The contract represents a recompete of a prior medical services agreement, with an independent government cost estimate that is not releasable per procurement integrity regulations. The performance start date is September 20, 2026, with services required 1-2 days per week from 8:00 AM to 5:00 PM on a schedule to be coordinated with the center upon award.
Key requirements clarified in the Q&A include: all proposed key personnel (physicians, nurse practitioners, and physician assistants) must submit complete credentials at quote submission, including current licenses, DEA registration, resumes, and proof of $1 million malpractice liability insurance; malpractice and general liability insurance must cover individual clinicians, with coverage active and fully bound by the August 25, 2026 quote deadline; physician assistants must provide proof of a valid supervision agreement with a supervising physician; the technical proposal may be submitted in any format without specified page limits under Simplified Acquisition Procedures; and quotes must be submitted by August 25, 2026, with no extensions anticipated. Offerors should prepare to be fully operational by the September 20, 2026 start date with no transition period anticipated.

1. Recompete history / pricing guidance: Is this requirement a recompete of a prior Timber Lake JCC medical services contract? If so, and to the extent releasable, could you share the incumbent's historical pricing, an Independent Government Cost Estimate range, or any other pricing guidance to help ensure our quote is competitive and realistic?
This is a recompete; however, the IGCE is not releasable in accordance with procurement integrity regulations.
2. Scheduling flexibility: The SOW references a "reasonable schedule" of 1–2 days/week, 8am–5pm. Is the Government open to specific weekday combinations proposed by the offeror, or does the Center have a preferred/required schedule we should build our staffing plan around?
The specific schedule with be coordinated with the center upon award.
3. Split staffing model: For offers proposing a combination of Physician and NP/PA hours (e.g., 175/175), must both individuals be named, fully credentialed Key Personnel with all required documentation (license, DEA registration, $1M liability insurance, resume) submitted at the time of quote, or may a secondary/backup provider be identified post-award?
Credentials must be submitted for any proposed key personnel—whether or not a backup is included as a key personnel is at the discretion of the offeror.
4. Technical volume format: The solicitation doesn't specify a page limit or format for the technical proposal/Quoter's Questionnaire response. Is there a preferred page limit or format, or should we use our judgment to keep it concise?
This acquisition is being solicited under Simplified Acquisition Procedures, so page limits and formats are not required.
5. Transition/start date: Is any transition-in period anticipated before the 09/20/2026 performance start date (e.g., credentialing, badging, facility orientation), or should offerors assume services must be fully operational on day one?
Offers should be prepared to be operational by 9/20/2026.
6. Response timeline: Given the compressed turnaround between the question deadline (today) and the quote due date (August 25), is there any flexibility on the due date, or should offerors plan around the current schedule?
Offer’s must be submitted by the August 25, 2026 closing date in order to be considered for award.
7. Section 7.1.5 and the AGAR/FAR clauses require malpractice and general liability insurance "for each individual and/or company." Can general liability coverage be carried at the company level only, or must it also be on the individual clinician?
Clinicians need to be covered.
8. Section 3.2.2 requires the Contractor to provide supervision to a Nurse Practitioner or Physician Assistant as applicable under state regulations. If we propose a Physician Assistant, does the Government require us to identify a supervising physician as part of the quote, or is that solely an internal state-licensure matter with no proposal documentation required?
If a Phyisician’s Assistant is proposed, they will need to furnish proof of a valid agreement with a physician, which normally includes the physician’s name.
9. Attachment 2 requires proof of malpractice insurance to be provided with the quote and "active and valid at the time of submission." Will a binder or certificate of insurance with an effective date at or before August 25th satisfy this requirement, or must full coverage already be bound for the named individual before submission?
Coverage must be in place by the time of submission.
