Q&A Document for Harpers Ferry Job Corps Center 1282A720R0016
1. Question: General Requirements Part 1 Description of work 1.1.A.1 States 7 restrooms in two dormitories. For the Harpers Ferry project, there is not a 1.1.A.1 specification section. This looks like it could be from Great Onyx, but their statement is not quite correct, in that the specification calls for 8 restrooms in 2 dorms.
The drawings indicate 8 restrooms in 2 dormitories…which is correct?
· Sheet note 15 & 16 on sheet 1.1 indicate flooring in dorm 1 bathrooms need to be replaced with epoxy flooring. Please provide a floor plan or confirm that dorm 1 bathrooms are identical to dorm 2 bathrooms. Is this referring to Sheet A1.1? If so, Dorm 1 and Dorm 2 Toilet rooms are adjoined back to back. Only the Dorm 1 toilet room portion of that building is shown for scaling and clarity; see Key Plan in lower right for larger Dorm 1 / Dorm 2 overview.
· Page 2 section 085200 spec wood windows. Section 085200 spec aluminum windows. Please clarify if aluminum or wood windows should be included in the bid. Not finding this discrepancy; please send highlighted copy of specification in question. Appears that aluminum windows are the only specified windows.
2. What are the ceiling heights throughout the dorms? Estimated at 9’ high
3. Please explain note number 15 " TOILETS DORMS 1 AND 2: REMOVE FLOORING AND BASE. EXTENTS DASHED LINE AT THRESHOLD. INCLUDES SHOWER AREA. SEE GENERAL NOTES. OPTIONAL ITEM." on page A1.1. Dorm 1 and Dorm 2 Toilet rooms are adjoined back to back. Only Dorm 1 toilet room is shown for scaling and clarity; see Key Plan in lower right for larger Dorm 1 / Dorm 2 overview.
4. What are the wall partition types where windows and doors are to be replaced? Not sure I understand the question – Typical interior wall construction is 2x6. Contractors should field verify all dimensions prior to bidding.
5. There doesn't appear to be any EIFS on the gym. where is it to be removed? Note number 7 "OPENING IN EIFS: REMOVE EIFS TO SUBSTRATE. FLASH, SEAL, AND TRIM EXTERIOR RECESS IN GALVANIZED SHEET METAL BEFORE METAL SIDING INSTALLATION" on page A1.8 Refer to Sheet A1.8, PH2 and PH3, and Key Note 7; EIFS is limited to the south elevation, above the single-story section of building. Sheet A1.7, General Note 2 indicates estimated quantities of removal.
6. Is there storage space available for the equipment and fixtures that are to be reinstalled? We may be able to offer some staging/materials storage space on Center.
7. We understand that the facility need not be interrupted. however, will the particular buildings be occupied during work? Currently the dorms are unoccupied, due to Covid-19. However, re-opening plans are being drafted, and phasing of the work will be necessary in that case. We will draft a recommendation for phasing, to be included with an amendment to the solicitation.
8. Should the Dorm Toilet ceramic tile wainscot’s base be removed and replaced with an epoxy base or left as is? Is this referring to Dorm 2? I believe base contract removal Key Notes 15 & 16, on Sheet A1.1, are only referring to any small tile or wood base, not the larger format ceramic tile wainscot. If removing the ceramic tile would provide a better product for the epoxy floor/base, this could be explored as a modification item.
9. Should the crown molding at the ceilings be reused/replaced or omitted? If not identified specifically for removal, assume that it will remain.
10. Should the painted vinyl wall covering at the bedroom sidewalls be removed before patching and painting? Please specify which Dorm this occurs. Photos we have do not show any vinyl wall covering.
11. Should the painted concrete on the gym exterior be power washed and repainted also? Refer to Sheet A1.8, PH 4 & PH 5, Key Note 4.
12. At the gym's upper wall where the e.i.f.s. is to be removed and replaced with siding, it is unclear what the substrate and framing is. Can you provide any additional information?
Refer to Sheet A1.8, PH2 and PH3, and Key Note 7; EIFS is limited to the south elevation, above the single-story section of building. Sheet A1.7, General Note 2 indicates estimated quantities of removal.
13. There is significant electrical gear mounted to the metal siding at the Gymnasium. Is the Contractor required to remove the electrical gear in order to replace the metal siding? Or is it permissible to leave the gear in place and replace the siding around it? Refer to the drawings Sheet A1.7, Key Note 3, and Sheet A1.8, Key Note 2.
14.Dorm 2 and Dorm 3 have plaster ceilings above the glued-on acoustic tiles. Is the Contractor required to remove the plaster and wire ceilings? Or is it permissible to leave the plaster ceiling intact, by removing only the glued-on tiles, and adhering new drywall directly to the existing plaster ceilings? The acoustic tiles are to be removed to the gypsum or plaster ceiling above. The gypsum or plaster ceiling above will remain as the substrate for the new 5/8” gypsum ceiling layer. We will amend the drawings to correct the discrepancy between sheet notes regarding this work.
15. The Contractor is required to replace the bedroom doors, frames and hardware in Dorm 2. The existing door frames in Dorm 2 are knock-down type, and it appears that these existing door openings are irregular in size. However, the door schedule calls for welded frame doors. Please confirm the use of welded frame doors for Dorm 2, which will be more difficult to fit in existing openings, will pose greater technical challenges and will be more expensive. This is correct.
16.On Page 5 of the Solicitation document, Section B – Supplies or Services & Prices, Optional Item 0005: This requires optional pricing for epoxy flooring in Dorms 1-4. We are trying to verify that there are, in fact, only two large communal bathrooms involved in the entire project. One of these bathrooms, for Dorms 1 & 2, is shown on Drawing A.1.1. The other bathroom, for Dorms 3 & 4, is shown on Drawing A.1.4. Each dorm has it’s own communal bathroom. Dorms 1 & 2 bathrooms are back-to-back, but not connected as shown on Sheet A1.1. And similarly, Dorms 3 & 4 bathrooms are also back-to-back, but not connected.
Are there any additional communal or other bathrooms not shown on these drawings (A.1.1 and A.1.4)? If so, could you specify the location? None
