About this file
This is a Performance Work Statement from the USDA Agricultural Research Service Conservation and Production Research Laboratory in Bushland, TX detailing requirements for three key-card operated entrance gates to control access to federal property. The project involves replacing existing padlocked gates with electric sliding gates that automatically close and operate via key card readers.
The technical requirements specify 32-foot gate openings with sliding mechanisms (not swinging), compatible with existing Wiegard Mullion mount Card Reader model DOLCMWIHIDEM systems. Two gates require solar power systems capable of 30 open/close cycles daily, while one gate needs 120 VAC line power with 195 feet of underground trenching. Construction includes 2-inch square tubing frames with 1-inch horizontal rails, steel wheels, and accessory barbed wire fencing ranging 50-100 feet. Gates must be painted barn red. Installation timeframes are staggered between July 1-30, 2025. The related solicitation (12805B25Q0078) is a small business set-aside under NAICS 811310 with quotes due January 24, 2025, at 10:00 AM Central Time. Optional site visits are available January 13-17, 2025.

Performance Work Statement / Statement of Work:
General Information:
Background and Purpose: The USDA, Agricultural Research Service (USDA-ARS) requires the critical need for purchase of three key-card operated entrance gates to control access to federal property and goods. The Conservation and Production Research Laboratory (CPRL) conducts field crop research. The purpose of the request is to replace old gates that are locked with padlocks, but often left open, with new electric gates that close automatically and only open when a key card is recognized by a card reader at the entrance or exit point. The new gates are critical pieces of security of federal property, buildings, equipment, and supplies. This procurement action is to replace three gates at the CPRL that presently are locked using padlocks and chains and that do not automatically close in locked position, which leads to their being left open. Due to the size of the laboratory grounds (1,500 acres), monitoring of the gates is time consuming and can lead to a gate being left open by a state or federal employee after the gate monitor has checked on the gate. To protect assets at the Conservation and Production Research Laboratory (CPRL), 2300 Experiment Station Road, Bushland, Texas 79012, it is necessary to purchase these automatically locking electric gates.

CONTRACTOR REQUIREMENTS:
2. Technical Requirements/Tasks:
The objective is to purchase and have installed three electric gates with key card readers, two of which gates are solar powered and one of which is powered by available 120 VAC line power, along with accessory fencing as indicated. Installation will entail removal of the existing gates and replacing them with the electric gates.
Contractor Requirements:
The requirement is three electric, automatically closing, key-card operated gates.
Product Specifications:
1. Gate opening of 32 feet.
2. Automatically closing
3. Key-card operated opening with card readers accessible from vehicle window
4. Key-card readers, posts, and wiring as needed for complete working system to be compatible with existing card readers on station, which are Wiegard Mullion mount Card Reader model DOLCMWIHIDEM
5. Sliding gates, not swinging gates. Gates to be made with 2-inch square tubing frame, and two horizontal rails of 1-inch square tubing with vertical rails as needed for stability. Design to minimize weight and wind pressure.
6. Adjustable steel wheels (steel disk)
7. Accessory fencing as needed to set gates 100 or 50 feet away from existing gates and fence lines as specified (see Figure 1). Fencing to be five-wire barbed wire fence on steel T-posts with corner posts and bracing as needed:
a. Gate 1 to be set 100 feet north of existing gate and fence line along 34th street, and accessory fencing only from new gate posts to existing fence lines along the entrance road.
b. Gate 2 to be set 50 feet north of existing gate and fence line along 34th street, and 50 feet of accessory fencing to be built along west side of entrance road.
Fencing already exists along east side of entrance road but should be modified as needed to allow gate movement.
c. Gate 3 to be set 100 feet east of existing gate and fence line along Sampson Road, and accessory fencing from new gate posts to existing fence line along Sampson road (100 feet of accessory fencing on north side of entrance road and 100 feet of accessory fencing on south side of entrance road.
8. Electrical power system with batteries and solar panels or line power as specified:
a. Gate 1 to be solar powered with solar panels and battery capacity for a minimum of 30 open and close cycles per day. Solar panel mounting equipment and battery enclosure to be provided as necessary for a complete working system.
b. Gate 2 to be solar powered with solar panel and battery capacity for a minimum of 30 open and close cycles per day. Solar panel mounting
CONSERVATION and RESEARCH LABORATORY equipment and battery enclosure to be provided as necessary for a complete working system.
c. Gate 3 to be powered from 120 VAC line power available at pump house 195 feet from gate. Bid to include 195 feet of trenching to install underground electrical cable to depth of two feet and provision of electrical cable and necessary boxes, splices, etc. for a complete working system.
9. All existing fencing to be attached to new gates.
