12805B24R0007, Houston CNRC Critical Upgrades – Flood Gate, Houston, Texas Amendment 2 February 26, 2024

Offerors must Acknowledge this Amendment (1) in Block 19 on the SF 1442 in their proposal or submit a signed copy of the Amendment 1 SF 30.

Date and time for offers is extended to March 4, 2024, at 1:00 pm Central Time.

1. The proposed design of the gate swings with the direction of anticipated flood waters, “loading” of the gate with water creates the potential for the gate to blow open due to weight/pressure.

Additionally, a sill is anticipated to be necessary for the gate to seal properly. Please advise on acceptability of raised sill placement and acceptable factors associated with swing gate design load bearing capacity.

A: The flood gate must swing away from the direction of anticipated flood waters (as shown).

Modifications required to swing the gate toward the water (leveling and re-sloping) would be very invasive and fall outside of the anticipated work of this project.

2. Section 01 01 00, Paragraph 1.2 (D) specifies all employees of the general contractor or subcontractor shall have 10-hour OSHA Construction Safety and/or other relevant competency safety. Please provide additional information/specifics for the other relevant competency training options available for employees to have received in fulfillment of this training requirement.

A: OSHA training information is available at www.osha.gov/training. The Government will accept proof of company’s internal ten-hour safety training requirement for employees in lieu of OSHA training, so long as it is covers OSHA safety issues. However, the superintendent must have the 30-hour OSHA training through an authorized trainer.

3. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

A: The Superintendent, SSHO and QC Manager may be the same person

4. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

A: The period of performance was established based on estimated delivery times and market conditions and intends to administer the contract in accordance with that requirement but also subject to the allowable delays listed in Federal Acquisition Regulation 52.249-10.
