STATEMENT OF WORK

Title: Manager Plus Maintenance Software license for National Laboratory for Genetic Resource Preservation

1. Background:

The Agriculture Research Service (ARS) is the chief in-house agency of the United State Department of Agriculture (USDA) located on Colorado State University (CSU) campus. The USDA ARS Facility department is responsible for providing an adequate and safe work environment supporting crops research and genetic resource preservation. The U.S. Department of Agriculture, Agriculture Research Service is requesting uninterrupted power service (UPS) at the National Laboratory for Genetic Resources Preservation (NLGRP), located at 1111 South Mason Street, Fort Collins, Colorado, 80521-4500.

2. Objective:

The intention of this solicitation is to track work and budgetary compliance related to maintenance of all sites within the CARR area. The program is a cloud-based program and can be used at all ARS sites. The program license is needed for administrators to properly track maintenance to facilities, fleet, and special equipment such as tractors, farm implements, and mobile equipment. This program meets requirements maintained in a manner consistent with proper operations that support the USDA ARS mission.

The software program is required to have 15 license agreements for administrative personnel located in USDA ARS region.

3. Scope:

3.1. The contractor shall perform the following scope listed below: MANAGER PLUS Solutions, LLC is currently providing the services for computer maintenance management systems for facilities tracking of all maintenance actions and budgetary information. LSS Facilities is recommending that a contract be awarded to MANAGER PLUS Solutions, LLC, since the software that the Government owns was acquired from that Contractor and they are currently providing the maintenance service agreement and have proprietary rights to the software. Therefore, a service maintenance agreement on the Government's software and license is only available from MANAGER PLUS Solutions, LLC. MANAGER PLUS Solution LLC retains exclusive rights as the sole proprietor of this software package and will continue to provide a "standardized" program across the CARR regional sites in the local area. The software will provide originates solely from this Contractor, whom is also the single point of reference for technical support and customer service. All requirements were met with this product when market research was conducted. All researched programs outside of MANAGER PLUS did not fully meet the requirements nor offer a format that could be installed in a stand-alone manner without internet access.

This software license is for 15 users at various sites to be able to access to Manager Plus software.
