Requested Information:
1. Pre-purchased Instrumentation:
a. ECD pH & DO Analytical Instruments:
Please provide the ECD Instrumentation manufacturer’s (or representative’s contact information) that the Owner pre-purchased the instrumentation from along with the sales order number for reference; OR please provide ECD’s or their representative’s formal response that addresses a review of the installation applications and associated pictures and documentation specific to this project that includes any concerns or recommendations regarding how their pH and DO sensors shall best be installed in their intended locations. (It is of strong concern that the sensors reviewed during the pre-bid walk thru do not have
IP68/submergence rated cable connections and the likelihood of them becoming submerged and damaged due to the dynamic nature of the water level elevations within their intended mounting locations is very high.
Will it be the responsibility of the contractor to provide additional product specific calibration buffers and/or solutions as required by the manufacturer to properly calibrate their instrumentation at the time of startup and personnel training? We have the pH buffers and a Sodium Sulfite ACS reagent for the DO calibration. I would suggest that the Contractor order fresh DO calibration solution and instructions from the manufacture. The contractor needs to provide calibration standards as well as training.
Are the sensor cable assemblies included with the pre-purchased instrumentation package long enough to extend from each of the expected sensor mounting locations back to their respective transmitters? The distance from the outer two basins is 28’ and 18’ from center of well to center of the expected location of the transmitter at the Wetlands Sub-TCOM control panel. The DO cables are 50’ length. We also have one SA, Detachable cable, 4-COND, Straight CONN, ECD 50’ (ECD P/N 2200150.50) and one SA, Detachable cable, 4-COND, Straight CONN, ECD 30’ (ECD P/N 2200150.30) that could be used to extend the length if needed. (This is due to the concern of the distance from the two outer basins that will each house a DO sensor connected to a transmitter installed inside the Wetlands Sub-TCOM control panel.
b. Hach AS950 All Weather Refrigerated Samplers:
Per Page 5 of the Hach AS950 installation manual (attached) that has been pasted below, the sampler must be accompanied with an optional Hach IO9000 module in order to provide hard wired inputs and outputs (or I/O) that may be interfaced by the Owner’s SCADA PLCs. That said, were any IO9000 modules included with the Owner furnished samplers? If not, shall these be furnished by the contractor as part of this bid? Samplers will run independently from the scada and not interface with the scada.
If IO9000 sampler I/O interface modules are to be implemented as part of this project, what status points or alarm events (up to 4 max. per unit) listed in the red box below from page 16 of the IO9004 manual (also attached) shall be tied into the existing PLCs/SCADA System? Samplers will run independently from the scada and not interface with the scada.
Based on the limited number of spare/unused I/O points available in the Main and Sub-TCOM PLC control panels, it is assumed that the required control panel modifications and components (i.e. PLC cards, wiring terminals, etc.)
necessary to incorporate the points being added (from the response provided from the question above) will need to also need to be furnished and installed by the contractor and included as part of this project. Is this correct to assume? If you are talking about the Sampler, then we don’t need this but if you are talking about the probes and then we would need this.
2. SCADA Interface Updates:
a. Please provide additional information on what new alarms/alarm setpoints, trends, and/or
SCADA initiated (manual or automatic) control strategies, if applicable, are desires and shall be considered as needing to be included as part of this scope of work. Hello Chris, call me when you free up.
1. DO Sensors
Readings shown on representative icons on scada, with a 24hr average listed, Low DO Alarm 0.00 and a High DO Alarm 20.00 with changeable setpoints at each location.
2. pH sensors
Readings shown on representative icons on scada, with a 24hr average listed, Low pH Alarm 0 and a High pH Alarm 14 with changeable setpoints at each location.
3. Fiber Optic Cabling:
a. It is strongly recommended following the pre-bid visit that the existing fiber optic patch panels located inside the TCOM panels be modified to use Type ST minicom modules
(currently Type LC are installed) and terminate the field fiber runs at the patch panels behind a protected shroud as part of this project. Currently, the field fiber terminations are made at the network switches themselves and the fiber strands are fully exposed and may be easily damaged or broken.
b. We Concur.
4. Please provide the product cut sheets for each of the owner supplied devices.
a. No cut sheets, Point of Contact for ECD is Anil Isaac @ Anil.Isaac@ecdi.com
5. Will USDA test the fiber in the Wetlands control panel to verify that the current installation can be terminated on the existing patch panel. If so, do we need to include jumpers to where the stands are currently landed, or will USDA IT do this work?
a. The fiber terminated at the wetlands are ST connected our testers are for LC connections which is what we are using everywhere else. We did validate the fiber from the wetlands runs to the IDF at WWTP and terminate to an LC connector in the communication rack and then there is a passthrough to an LC cable that runs to the WWTP box. The device at
Wetlands uses ST so they will have to stay ST, but you could potentially terminate them into that box in the bottom of Wetlands and then run LC-ST Jumpers from there to eliminate damaging the cable that is ran from the Wetlands to the IDF in WWTP. There are also another pair of fiber available in the event another would become damaged.
b. The contractor will need to connect it and add all items needed for it to operate.
6. How do you want us to complete the penetrations into the north, center and south basins for the
PH and DO probes. If possible, please provide part # for the penetration system that is currently in use.
a. Match the penetrations of other basins in the location. The penetration is utilizing a
Orenco system Junction and pull box 22MY Product name: External Splice Box; product
SKU: SBEX; https://www.orenco.com/products/gravity-pump-products/product/external-splice-boxes
7. If an existing conduit. om the bottom of the control panel in the Wetlands cannot be used, please provide direction on how you would like to see the new conduit installed. Under the existing concrete or through the side of cabinet.
a. We are okay with going into the side of the cabinet if connection is watertight.
8. Please have USDA confirm the fiber patch cable seen in room TP.103 is the same as the one shown in the control panel east of the building.
a. Answered on question 5
9. Please specify cable type needed from the AS950 sampler to the control panel east of the building, provided the 50’ factory lead will not be long enough.
a. We were under the impression they were pulling power from the Main tcomm to the
Sampler to have 120v pull At the EQ tank location.
10. Will a tax exemption certificate be provided for this project?
11. Will north gate access be allowed for this project?
a. Yes
12. Who is the sales Rep. and Manufacturer of the Sensors
a. Point of Contact for ECD is Anil Isaac @ Anil.Isaac@ecdi.com
13. Please provide what type of mounting Hardware is to be used for the sensors.? Because of the need for them to float.
a. Install orenco systems float brackets similar to ones installed for floats in the wetland wells. Bracket accepts 1in NPS. Mount 6 inches from the top of the well. For the
Wetlands Recycle Well: Use 1 in pvc that is 6 feet in length with a ¾ FNPT at both ends.
For each probe, pH and DO. Sensors has a compression fitting that we can attach at the bottom portion, and at the top we can utilize a ¾ in MNPT liquid tight connector cable grips. Similar to this Nylon, 2 Cords, Liquid Tight Cord Connector - 2HYA2|CC-NPT-
34-G-2 - Grainger but to size probe cable and single cord. It’s also important to note that we will need enough length of probe cable to remove whole assembly from well to perform maintain and calibration. For the two-level adjustment basins, do a similar configuration. Use the orenco system float brackets unless manufacture recommends something different, but the brackets will accept the 1 in NPS. Mount 6 inches from the top of the well. Use 1 in pvc that is 3 feet in length with a ¾ FNPT at both ends. Sensors has a compression fitting that we can attach at the bottom portion, and at the top we can utilize a ¾ in MNPT liquid tight connector cable grips. It’s also important to note that we will need enough length of probe cable to remove whole assembly from well to perform maintain and calibration.
14. Please confirm that the sensors at the EQ tank are to be installed in the framing of the access door hatch on the tank.
a. That would be fine.
