05/21/2024 Questions and Answers for 12805B24Q0239 Barrier Autoclave Drain Repair

1. Please confirm all personnel are required to complete the 2-hour NBAF Site Security and Safety Orientation prior to working on site. Yes

2. In order to expose enough of the embed pipe to perform welding, a portion of the concrete slab around the pipe will need to be cored. Will the USDA allow coring of the concrete around the piping to expose more of the embedded pipe? Yes

3. Does the floor consist of a two-part system where there is an upper, top slab and an under slab that acts as a biological containment barrier? If so, please confirm the top slab is not considered a containment barrier and by removing a portion of it the contractor is not breaching containment. Yes under the two small Autoclaves there is a 6in topping slab with 4x4 wire mesh. The two larger Autoclaves down in the pit are on a 3 ¼ in topping slab.

4. Can the infill of the slab removed for welding be replaced with a bag mix style of concrete?

If so, please specify what specific mix the government wants the contractor to use and specifications (Sika and other vendors have many different varieties). Yes Rapid Set Cement All see attached PDF.

5. Is there a specific sealant that is required to be used around the base of the pipe where it meets the floor? If so, please provide the type of sealant and specifications. If concrete goes tight to pipe no sealant if there is a gap, Specs list three options a. Pecora Corporation; 898.

b. Tremco; Tremsil 600 White. c. Dow Corning 786.

6. Is the existing epoxy flooring still under warranty? Can a color and finish of the epoxy flooring to be repaired once the welding is completed be provided? If the color is no longer available, is the contractor to redo the entire floor area contained within the autoclave cabinets? If so, at what depth in the multilayer coating is the contractor to remove to and replace? Warranty expired in 2023.

7. Is there sufficient power in the area for welding? Yes there are several 120v 20 amp circuits in the area.

8. Are there other welding fume containment and air scrubbing requirements for the space outside of OSHA requirements for protecting workers? (ie. requirements to protect in HEPA filters in the area) No

9. Will the USDA require the stainless-steel pipe to be passivated with liquid per the original project specifications or with a passivation paste? Either process is sufficient.

10. For cleaning of the pipe of debris, will water suffice or will the USDA require another cleaner? If another cleaner, please specify and provide product specifications. Yes

11. To hydrostatically pressure check the repairs per the PWS 3.4.3 item, where both upstream and downstream of the 4 fittings to be repaired can the line be isolated to hold pressure?

Not sure understand the question. Would using a double inflatable bladder work?

12. At the site visit it was mentioned the autoclave vendor was going to be responsible for moving piping, electrical, and other items out of the way to gain access to work. However, PWS item 3.4.1 states the contractor would have to work around those items. Please confirm if the autoclave vendor is responsible for removing and reinstalling those items for the repairs or if it is the contractor. USDA will remove all items bolted and threaded to allow contractor as much room as possible.

13. If autoclave vendor is responsible for moving items in way of the drain repair, how long will it take them to disassemble? USDA Facilities stated they will have all items removed prior to contractors’ arrival. Estimated 1 day per autoclave.

14. How many autoclaves can be out of service at a time to perform the repairs? Would like to always keep one autoclave operational if possible. Is piping installed in a manner that will

05/21/2024 Questions and Answers for 12805B24Q0239 Barrier Autoclave Drain Repair even allow autoclaves to remain in service while repairs on another are occurring? The contractor’s discretion. Or are all drains to be repaired at once?

15. Can work occur during normal business hours or is after hours work required? Normal business hours

16. Can crews bring material around through the north entrance to the back of the facility or must they go through the west entrance? If crews can use the north entrance, will all equipment and materials need to pass through Transshipping for scanning? Contactor can request North gate access. Materials need to go thru the north gate and will be checked per normal inspection procedures. They do not need to be x-rayed in TSSG.

17. Will contractor tools and/or personnel need to be decontaminated prior to entry to the space and at leaving of each shift? No this is out side of containment.

PRODUCT DATASHEET

DESCRIPTION: Rapid Set® CEMENT ALL® is a high-performance, fast-setting, multi-purpose concrete repair material and non-shrink grout. Durable in wet environments, CEMENT ALL is a blend of Rapid Set hydraulic cement and specially graded fine aggregates. CEMENT ALL is non-metallic and no chlorides are added. Mix CEMENT ALL with water to produce a workable, high quality material that is ideal where rapid strength gain and high durability are desired. CEMENT ALL sets in 15 minutes and achieves structural strength in 1 hour.*

USES: Use CEMENT ALL for general and structural concrete repair, doweling and anchoring, industrial grouting, formed work, vertical and horizontal trowel applications.

CEMENT ALL is ideal for airport, highway, industrial and marine applications.

ENVIRONMENTAL ADVANTAGES: Use CEMENT ALL to reduce your carbon footprint and lower your environmental impact. Production of Rapid Set cement emits far less CO2 than portland cement. Contact your representative for LEED values and environmental information.

APPLICATION: Apply CEMENT ALL in thicknesses from featheredge to 4" (10 cm). For heavy loads and vehicle traffic, minimum thickness will vary. For deeper sections, use Rapid Set® Mortar Mix or Rapid Set® Concrete Mix. Not intended for high heat applications above 300°F (149°C). For overlay applications, a minimum of one test section should be prepared to evaluate the suitability of the materials and procedures.

SURFACE PREPARATION: For repairs, application surface must be clean, sound and free from any materials that may inhibit bond, such as oil, asphalt, curing compound, acid, dirt and loose debris. Roughen surface and remove all unsound material. Apply CEMENT ALL to a surface that is thoroughly saturated with no standing water.

MIXING: The use of a power-driven mechanical mixer, such as a mortar mixer or a drill-mounted mixer, is recommended. Organize work so that all personnel and equipment are in place before mixing. Use clean potable water. CEMENT ALL may be mixed using 3 to 3.75 quarts (2.8 L to 3.5 L) of water per 55-lb (25 kg) bag for Department of Transportation projects and other critical applications. For general purpose and high fluidity applications, a maximum of 5 quarts (4.7 L) may be used. Use less water to achieve higher strengths. For increased fluidity and workability, use Rapid Set® FLOW Control® plasticizing admixture from the Rapid Set® Concrete Pharmacy®.

Place the desired quantity of mix water into the mixing container. While the mixer is running, add CEMENT ALL. Mix for the minimum amount of time required to achieve a lump-free, uniform consistency (usually 1 to 3 minutes). Do not retemper.

PLACEMENT: CEMENT ALL may be placed using traditional construction methods.

Organize work so that all personnel and equipment are ready before placement. Place, consolidate and screed quickly to allow for maximum finishing time. Use a method of consolidation that eliminates air voids. Do not wait for bleed water; apply final finish as soon as possible. CEMENT ALL may be troweled, floated or broom finished. On flat work, do not install in layers. Install full-depth sections and progress horizontally. Do not install on frozen surfaces. To extend working time, use Rapid Set® SET Control® retarding admixture from the Concrete Pharmacy or cold mix water. CEMENT ALL may be applied in temperatures ranging from 45°F to 90°F (7°C to 32°C). Under dry ambient conditions, water based coatings such as latex paint can be applied after 4 hours. Solvent based and impermeable coatings such as oil based paint and epoxy can be applied after 16 hours.
