About this file

This document is a Statement of Work for a federal contract opportunity related to deer and nilgai captures and a fence crossing study in South Texas. The purpose is to collect genetic material from the animals and study their movements across fences, which is important for understanding the dynamics of cattle fever tick movement. The study requires the capture of up to 50 deer and 20 nilgai between January and March 2025, with the animals to be tagged and released alive at the point of capture. USDA personnel and a helicopter crew will be involved in the animal handling and capture process. The related federal contract opportunity is a request for quotes (RFQ) for Helicopter Service for White Tail Deer and Nilgai Capture in Texas, with a period of performance between January and March 2025. The contract will be awarded to the lowest-priced technically acceptable quote, and the solicitation is set aside for small businesses under the NAICS code 481219. Quotes are due by November 14, 2024.

Statement of Work Deer and Nilgai captures and Fence Crossing Study

Dynamics of cattle fever tick movement is of the utmost importance. One important aspect which has been identified is movement of ungulates such as deer and nilgai, and their potential to transport cattle fever ticks. The proposed study requires the capture of animals and application of tags. This methodology will serve a dual purpose, by providing genetic material from nilgai and ticks for genetic study, as well as offering insight into the use of fence crossings by local ungulate populations.

The South Texas landscape is dominated by private ranches, many of which use high fences for hunting of imported wildlife or to keep animals on their property. The proposed captures will be conducted between January 2025 and March 2025. Timing of study will be determined by USDA personnel and US Fish and Wildlife. Notice of dates for capture will be given a minimum of three weeks’ notice, with flexibility built in for weather. Collections will be in Cameron or Hidalgo County Texas, primarily on National Fish and Wildlife property. Government point of contact will be on site to remove ticks and apply tags and collars. Tagged and collared deer (50) and nilgai (up to 20), including adult males and females, will be released alive at point of capture. USDA personnel will be onsite for animal handling, with ATV and equipment.

Helicopter crew will be responsible for providing helicopter/fuel and equipment for capture of animals and restraint and transport of animals for scientific processing. Helicopter crew will consist of pilot, net gunner, and animal handlers to tie and restrain the animal. All animals will be captured via net gun and will be released alive following on-site processing.

Government point of contact will meet pilot at predetermined location, though a physical office is available at 22675 N Moorfield Road, Building 6419 in Edinburg, Texas 78541, if needed.
