This document is an Amendment 1 to Request for Quotation (RFQ) 12805B25Q0004 for Helicopter Service for White Tail Deer and Nilgai Capture in Texas. The government has a requirement to purchase helicopter services to capture white-tailed deer and nilgai antelope for research purposes. The work is expected to be completed in 2-3 days, with animals being slung to a staging area for data collection and release. The capture work is set-aside for small businesses under NAICS code 481219. Offers are due by November 14, 2024 and will be evaluated based on lowest price technically acceptable. Performance and payment will be on a per-head basis. The government will not pay for any remobilization required to capture the full contracted number of animals. The contracting officer can be contacted for questions, and failure to provide the required information may result in quotes not being considered.

12805B25Q0004, Helicopter Service for White Tail Deer and Nilgai Capture Amendment 1
November 13, 2024
Date and time for offers has not been extended.
• Will the work be accomplished together without breaks (barring inclement weather), or will it be separated into work timeframes where we would be required to remobilize?
• The amount of work is typically able to be completed in two days, but three days is estimated to allow for unforeseen circumstances. Breaks are generally limited to lunch and refueling breaks as needed.
• Is there an estimated number of animals to be captured on a daily basis or an estimated timeframe for all captures?
• See above. Based on the number of animals on the quote form, the work should be completed in 2 to 3 days. Performance and payment is based on a per head basis and not by time. The Government will not pay for any additional time or effort to remobilize if required to capture the contracted number of animals.
• If this for research, and if so, what kind of research is being conducted?
• Yes, this is for research. Radio collars will be affixed, ticks will be collected, ear tags will be applied, blood will be taken and general body condition will be collected.
• Will there be a biologist or any other individuals riding in the helicopter?
• Helicopter will only have capture crew. Biologists will be on the ground to handle the animals.
• Are we doing research at point of capture then releasing or transporting them back to a "operation area" and letting them go? Or will we be required to take them back to the area the animal was caught?
• Animals should be brought to a staging area, from where they will be released. Though the crew will be mobilized and can follow and work animals at location if it is safe and feasible.
• How large is the area of the capture site and do you have a map so we can see the density of the "brush" - to see how hard (or easy) the capture might be? Is there a multi capture area?
• The capture will be on the Lower Rio Grande National Wildlife Refuge. This area can be visualized using Google Earth.
• Will the animals have to be slung with a helicopter to the Operational area or is the area clear enough to use
ATVs?
• Animals will likely need to be slung due to brush, though, if possible, we will have the ability to go direct to the capture site. Pricing should assume delivery to the staging area.
• Will we be handling any drugs, colars, blood samples, pulling hair samples, etc?
• ARS employees will be conducting any data/sample gathering. No drugs, collars will be affixed.
Ticks will be pulled, tissue samples from ear biopsy and blood from the wound will be collected using nobuto strips. Hair samples may be taken but are not a priority.
• Can you please provide any helicopter requirements?
• Helicopter requirements are the ability to locate and capture animals using a net gun and the ability to sling animals to the staging area as needed.
• Are there any Insurance Requirements?
• Contractor must comply with any insurance requirements necessary to meet all laws and regulations to operate helicopters.
