Questions from Industry 12805B23Q0132 As of 26 January 2023

1. I was not able to find in the scope of work how you want the holes filled back in once the structures are removed. Please advise.

Govt Response: There is no requirement to backfill the holes.

2. The igloo drawings incorporated into the PWS indicate these igloos are 80’ long. Is this correct?

Govt Response: No. The drawings incorporated are ‘period’ standard drawings. All dimensions for these igloos are similar, except they are only 40-43’ long.

As of 30 January 2023

3. These 12 igloo’s are empty. Right?

Govt Response: Yes.

4. So we don’t need to haul in any dirt to fill the holes? For the foundation?

Govt Response: No.

5. What’s your plan for the holes then, just grade the area and call it good?

Govt Response: Our future plans are irrelevant to this solicitation.

6. Can I get a clearer look at the specs of how they are built? Its difficult to see some of the dimensions.

Govt Response: No. There are no other documents available as to how the igloos are built.

7. We have a vendor who is able to complete the demolition work requested in this solicitation. They have twenty plus years of experience in this industry with a proven track record to show. We are going to subcontract this project to them. Do we have to have the proven documented track record as a company or can we use their proven track record?

Govt Response: It would be acceptable to use your subcontractors documented experience as FAR Clause 52.214-19, Limitations on Subcontracting, does not apply and your documented experience was not specifically called for.

8. Can topsoil be redistributed and leveled on-site, or does it need to be exported off site?

Govt Response: There is no requirement to do any additional work with the topsoil.

9. Would you consider extending the due date of this RFP to February 17th, 2022 so we can secure a local disposal site and proper environmental plan to dispose of potential contaminants on site that may be present to include lead paint and asbestos?

Govt Response: There is no intention to extend the RFQ date.

10. Please confirm that no pricing information is required in Cell 10C, 10D, 10E or 10F on Exhibit A – Bid Schedule. Is the Offeror only required to price the cells highlighted in green or red for Line Item 0001?

Govt Response: You would fill out 11E or 12E accordingly, but only one of the two blocks.

11. Has the concrete within these bunkers been tested for contaminants? If so, may the Offeror have a copy of the test?

Govt Response: No test.

As of 1 February 2023

12. The solicitation specifies a 7am-5pm daily work window, but doesn’t specify whether weekends are allowable. Will contractors be allowed to work within these hours on Saturdays and/or Sundays?

Govt Response: No

13. Does the government have any requirements regarding fencing off the sites for the duration of demolition?

Govt Response: No

14. Does the government know what, if any, utilities service these structures? (Electric, communications, etc.)

Govt Response: No servicing utilities.

15. If these services exist will the government provide a POC for each so that contractors can discuss the process of disconnects with the utilities?

Govt Response: NA

16. If these services exist will it be allowable to leave the abandoned underground service lines in place, or will they have to be removed?

Govt Response: NA

17. Is it the government’s intent to have the contractor remove and dispose of all excess fill material?

(Specifically the bunker fill toppings) If not, are there any grading requirements for these sites?

Govt Response: No and no.

18. Is there a site restoration plan for this project?

Govt Response: No

19. If not, will the government assume responsibility for the erosion control measures left in place by the contractor following the work on this project?

Govt Response: Yes

20. Has a hazardous materials survey been completed on these structures? If not, is it the government’s intent for the contractor to include pricing to perform a hazardous materials survey?

Govt Response: No and no.

21. Can you provide me with clarity on this statement?

"If you require payment to perform these services, input the price/unit in the mint green field. If the government will receive payment from you to perform this service, input the price/unit in the red field. DO NOT quote 0.00 in both fields."

Govt Response: The government recognizes that this concrete may have value to certain companies looking to crush it and make recycled concrete aggregate, perhaps in excess of what it’d cost them to demo it.

I am making you submit a price per igloo (not $0.00), whether we are paying you or you are paying us. What we don’t want is multiple vendors stating that if they could keep the material, they’d do it for nothing. This creates a sour situation for a loser. I’m attempting to avoid an equal quote situation.

22. For bidding purposes, are the bunkers assumed to be asbestos-free as no asbestos testing/survey has been performed or available for review?

Govt Response: A test on the black mastic exterior coating revealed no asbestos. There have been no tests on the concrete for asbestos content.

23. Please confirm the measurements of the bunkers. The drawings provided in the PWS clearly indicate the bunkers are 83’ long.

Govt Response: Please see the response to question 2.

24. Can you provide additional photos of the bunker? The photo provided in the PWS shows the backside of the bunker.

Govt Response: No

25. Are these contracts wholly performed contracts to be invoiced upon completion? Or if awarded, is there opportunity to receive a draw/percentage and/or payment upon each igloo completed?

Govt Response: Yes to the first question. This project is being awarded as a service and no progress payments will be allowed.

26. Regarding permits - Are these ready for demolition without a need for going through the permitting process?

Govt Response: Yes

27. As stated they will be empty, appears any electricity to these bunkers has been terminated as well, is this correct?

Govt Response: Yes

28. Please confirm there is no requirement for a bid bond, or performance and payment bond on this project.

Govt Response: This is solicited as a service contract. No bond requirements.
