RFQ 12805B22Q0162 Part Time Veterinary Services Questions and Answers
26APR2022 Questions and Answers
Q:The PWS states in the background section you are looking for a veterinarian to be at the facility for a minimum of two days per week but in the summary of expectations it says a minimum of two days per week for a total of 8 hours per week. So are you wanting a veterinarian at the facility for part time over those two days (not two 8 hour days)?
A: GRL is seeking a veterinarian to be on location a minimum of two days per week, for a total of 8 hours per week. How the veterinarian arrives at the 8 hours is at their discretion (i.e. they may come to the location two 4-hours days; four 2-hour days; one 4-hour day, with four 1-hour days, etc.) and is communicated to the animal caretakers.
Q: What is the contract veterinarian to provide if gone one week for sickness or vacation? Do they have to provide a relief veterinarian to come in for those 8 hours that week? Or just be available for emergency work? (It is very difficult to find reliefs veterinarians or any veterinarian right now and definitely couldn't find one that has research experience to understand working at a facility like GRL). Who is expected to pay for these other veterinarians when the contract veterinarian is not available. Or are you looking for a contract veterinarian that won't never miss a week?(Never sick or takes vacation).
A: PWS section 1.3 Scope of Work:” Delegation of specific tasks provided under the service contract is the responsibility of the contractor.”
Q: Same question for after hour emergencies. If the contract veterinarian is not available who has to locate a veterinarian and who pays for the services that veterinarian provides?
A: PWS section 1.3 Scope of Work:” Delegation of specific tasks provided under the service contract is the responsibility of the contractor.”
Q: If looking for four hour work days and on the first work day of the week the time goes over the four hours is that considered part of the 8 hours of work time that week? Or would that be considered part of the after hours 48 hours allowed in a 6 month period?
A: It is expected the contracted veterinarian can perform the scope of work in 8 hours per week. It is the veterinarian’s discretion how the 8 hours per week is worked. If the first day of the week goes over 4 hours, the veterinarian will adjust their daily hours for the remainder of the week so as not to go over 8 hours total for the week. In the event, the veterinarian is required to be on location for an emergency, that time would be considered a farm call and part of the 48 hours.
Q: What will be required of the contract veterinarian if the after hours are used up before the 6 month period and there is an emergency?
A: If the 48 hours of after-hours services are used up before the 6-month period is over, a contract modification may be considered.
Q: The starting date says May 16th. Is that negotiable by a week for a start date of May 23rd?
A: The period of performance in the base solicitation is unchanged unless a published solicitation amendment is issued that addresses any changes.
