Industry Questions and Answers – Amendment 0001

Q1: PWS Section 3.6 states that “30 on-site training sessions, each 3 days long,” should be assumed in the base year. Shall contractors additionally estimate/propose a number of non-on-site training sessions (e.g. virtual/remote classroom sessions) to be included in our proposal, or shall non-on-site training sessions be included in the 30 session estimate?

A1: Virtual/remote classroom session time should be accounted for in the 450 hours of consultation/reach back.

Q2: Aside from office, presentation, and administrative training supplies (e.g. markers, pens, paper, flipboards, printed materials), can USDA provide a standardized list of foreseen equipment/materials/supplies it envisions contractors needing to procure for this project (e.g.

tools, hardware, 3rd party contracted services, utilities?) as referenced in PWS Part 2

A2: The contractor is expected to have/hires SME’s to train on the systems in the facility. No additional equipment/materials/supplies are expected beyond the aforementioned list.

Q3: Per PWS 3.4, will the contractor be expected to, or will they need to, obtain DOJ approval for subsequent access to the online Select Agent program portal eFSAP as part of the document preparation support?

A3: Contractor will not be expected to get DOJ approval for input into the online (eFSAP) system

Q4: Per PWS 3.4, is the contractor solely providing guidance/recommendations on the preparation of FSAP registration paperwork, or will “document preparation” be inclusive of developing a select agent manual and accompanying documentation for the facility?

A4: The contractor will not be expected to develop manuals or SOPs. If needed during training, contractor may produce supplemental material to manuals or SOPs to aid facility workers.
