12805B21Q0173 Solicitation - Questions and Answers 2
Q1) What are the plants to be serviced in this contract? How many of each are there? Where are they on the premise?
A1) See Attachment 9 TE 2 Plant Drawings.
Q2) Can turf treatments be applied after 4 pm or weekends when there are no pedestrians walking in the area?
A2) Yes. After hour work needs to be coordinated and shall be done at no additional cost to the government.
Q3) What is the purpose of the Wage Determination document? Is it telling us that we should be paying these wages as the max or minimum? We pay more than what is listed on the document.
A3) The contractor shall comply with all aspects of the Service Contract Act. The Government will not detail every aspect of law compliance in the Q&A, it is incumbent upon Government contractors to make them selves knowledgeable with applicable labor laws.

Q4) In the Schedule of Services spreadsheet, line 10, CLIN 0001, Grounds Maintenance Service Base Year, Unit Price. Is this asking us for our total monthly service which shall include 3.1 Mowing, 3.2 Edging, 3.3 Weeding of Beds, 3.4 Pruning and Trimming, 3.5 Mulch, 3.6 Cleanup, 3.7 Irrigation, 3.8 Fertilization, 3.9 Turf Weed Control and 3.10 Snow Removal?
A4) CLIN 0001 pricing shall cover the total monthly pricing amount for the entire Performance Work Statement except for those specifically identified in CLIN 0002 and CLIN 0003, which are broke out separately.
Q5) Paragraph 3.5 states that at least 2 inches of mulch is required once per year. Since we cannot visit the site to make actual measurements, how many square feet of mulched area is included in this contract?

Q6) Paragraph 3.3 Weeding of Beds. Since we cannot view the property, where on the map are the beds to be weeded? How many sq ft of beds are to be weeded in this contract?

Q7) Pruning and Trimming. Where are these plants located on the map that are to be pruned and trimmed? How many are there?
A7) See Attachment 9 TE 2 Plant Drawings.
Q8) Paragraph 3.7.9 states “Sprinkler system repairs required but not resulting from maintenance operations will be performed on a “cost plus” (time and materials) basis. Whereas 3.11 Repairs states “All costs associated with responding to and accomplishing repairs shall be included in the fixed price for the contract, with the exceptions described herein”. 3.7.9 sounds like we are billing our time as per Schedule of Services, CLIN 0002, plus the cost of part. Later in 3.11, it sounds like this cost of repair is supposed to be included in our monthly Grounds Maintenance as per CLIN 0001.
Can you clarify how we are to be paid for repairs?
A8) These repairs will utilize both CLIN 0002 and CLIN 0003. The fixed price is the fixed labor rate provided in the bid sheet on CLIN 0002, that rate will not change for the hourly cost for the repair. The parts and materials for the repairs will be billed in accordance with Para 1.17.2.1. The only part of the contract that is covered by CLIN 0002 and 0003 are “Other than Scheduled Grounds Maintenance”, everything else is covered by the fixed monthly price of CLIN 0001.
Q9) 3.10 Snow Removal. Paragraph 3.10.3 states that no removal shall happen until there is accumulation of 4 inches of snow. Is that also true for the sidewalks? Sidewalks only get cleared if there is an accumulation of 4 inches of snow on the sidewalks?
A9) No. See last sentence in 3.10.4
Q10) Since we cannot inspect the site, tell/show us which sidewalks to be cleared of snow.
A10) Reference the sidewalks within the highlighted areas on Appendix A Grounds Maintenance Map amendment 2021-04-09.
