Q1: Based on the provided map please verify all of the areas we would be responsible for maintaining.

By the north gate on the outside of the fence there are two small grass areas that were not covered on the plan provided with the RFP and the bed outside the fence just south of the North Entry control point, am I correct in assuming that would be part of this as well?

A1: See the revised site map for the first question. The areas referenced in the question were added to the map.

Q2: Are there any desires or limitations on the type of ice melt to use? They very in price significantly.

Use a Magnesium chloride, Calcium chloride, or an acetate on concrete surfaces. We look forward to the proposal outlining the use of the various deicing agents with the associated pricing of deicing material and rationale for its specific use.

Q3: 3.10.1 states that snow removal will be in 4 specific months. I assume that no matter what month it snows, the same rules will apply?

A3: Refer to the solicitation

Q4: 3.10.3 states no snow to be removed unless it is at least 4” and 3.10.4 states that sidewalks are to be kept in a slip free condition. These seem to not be in agreeance I realize one is the sidewalk and one is parking lot. People will have to walk in the parking lot to get to their vehicles though so are sidewalks noted considered sidewalks or since walking will occur in the parking lot will it all be held to the sidewalk standard?

A4: Areas in-between sidewalks, within parking/driving areas, along the path of travel to the visitor's center shall be treated as sidewalks.

Q5: The Performance Work Statement, states that work will be done 0800-1600 M-F, snows usually don’t follow a human schedule and I would assume that the desire would be for the snow to be removed before the work day starts for the employees if possible? Will there be any problems getting in other hours to take care of snow removal and ice melt?

A5: Snow removal shall be completed before the facility opens for operations at 0800.

Q6: There is irrigation in the areas we will be working in, but it is also in the secure area closer to the building, if something breaks in that area, I assume someone else is responsible for fixing that? Do they have a responsibility to us to get it fixed in a timely manner so the part of the system that affects us will be functional again?

A6: The Irrigation system within the secure area will be maintained by the facility.

Q7: When performing startup and shut down of the irrigation system in the spring and fall we would need to work in close conjunction with whomever is taking care of the system in the high security area. I assume this wouldn’t be a problem?

A7: Facility personnel will be on hand during these operations. Refer to section 1.19 for personnel access.

Q8: 3.7 describes a typical irrigation system with sprinkler heads that can be seen, this is a sub-surface drip system so it will not be possible to observe its operation other than looking for wet or dry spots.

A8: Acknowledged.

Q9: Sometimes in Kansas it rains all week, if that is the case and the grass is in need of mowing will it be possible to work Saturdays if necessary?

A9: At no additional expense to the government Saturday work is acceptable.

Q10: There are requirements for this facility to perform yearly soil tests because of using waste water for the irrigation. Once turned over to USDA will that be part of this contract?

A10: This will not be part of the contract.

Q11: The requirement for a badge 1.15.3.2 is that something that will supplied by the NBAF facility? If not, would it be possible to contract the making of badges with NBAF since there will be a badge making facility there? any idea on cost?

A11: Long-Term Visitors are defined as individuals who require access to NBAF for more than five (5) cumulative days within a 90-day period or more than 30 cumulative days within one (1) year. These individuals must complete security brief, be subject to a criminal history background check using the Visitor Background Check Form and complete a Visitor/Staff Badge Questionnaire NBAF Form 38 before they receive a long-term visitor badge.

Q12: 1.17.2.1 describes providing pricing for repair part unburdened. Does that mean in plain English that you want to see our cost? If yes is there an allowable markup that can be added?

A12: Yes, we would like to see the breakout out of cost, and a reasonable markup will be allowed.

Q13: 6.2 Is the Technical Exhibit 1 the most current for the site?

A13: See the revised plant list.

Q14: Will there be any restrooms available for the people working on site, or would we need to supply them? Or just plan on leaving the site for such things?

A14: Restrooms are not available and portable ones cannot be placed on the facility’s grounds.

Q15: How often do you think you want the buffalo grass buy Transshipping mowed? I think they are designed for very minimal mowing.
