About this file
This file is a Questions and Answers document for solicitation 127EAX27Q0009, issued by the Department of Agriculture Forest Service for the Pine Creek Vault Toilet project at Humboldt-Toiyabe National Forest. The Q&A clarifies key project requirements and addresses contractor inquiries regarding scope, specifications, and logistics. The base contract involves the installation of a government-furnished CXT (LB Foster) single-vault Gunnison precast restroom at Pine Creek Campground, with performance completion required within 30 days of the July 15, 2027 start date. Option 1001, to be awarded concurrently with the base contract, includes removal of the existing underground vault and disposal of raw sewage contents, with all demolition and disposal work performed by the contractor within the same performance period. The contractor is responsible for all labor, equipment, and logistics, including loading the toilet at the Forest Service warehouse (100 Midas Canyon Road, Austin, NV 89310) and determining the optimal transport route, though access may present challenges with 60-degree radius switchbacks on the dirt road into the campground.
Project specifications require excavation to approximately 4 feet 4 inches deep plus a 5-inch slab, with an aggregate leveling course of 2 to 6 inches placed and compacted per CXT recommendations. Blasting is explicitly prohibited, and no geotechnical or exploratory excavation data is available. The solicitation is a Total Small Business Set-Aside with a small business size standard of $45 million, classified under NAICS 237990. Quotation due date is November 5, 2026 at 1700 Pacific Standard Time. Contractors must provide proof of a current contractor's license; if using a licensed Nevada subcontractor for excavation and installation, the subcontractor's license is acceptable, but the identified subcontractor cannot be substituted during performance. The project magnitude is between $25,000 and $100,000.
