About this file
This is a Questions and Answers (Q&A) document for Solicitation 127EAX26Q0106, which addresses clarifications regarding the replacement of air conditioning units in the Nematology Lab at the Tropical Plant Genetic Resources and Disease Research Unit in Hilo, Hawaii. The document resolves four key technical questions submitted by prospective contractors.
The clarifications specify that the project requires one foundation pad for a single double-port condensing unit to replace cooling for Units 3 and 6; approved alternate wall materials include treated plywood, Hardi-Plank, trim, and caulk if the specified interior wall material is unavailable; Units 3, 4, 5, and 6 must be permanently sealed; and the AC system shall consist of one single 36,000 BTU double-head indoor unit system to cool the two main rooms in the laboratory. These answers reference a Statement of Work Addendum for additional details. The underlying solicitation is a Request for Quotation (RFQ) set aside as a Total Small Business Set-Aside under NAICS code 238220 (Plumbing, Heating, and Air Conditioning Contractors) with a small business size standard of $19 million, issued by the Department of Agriculture Forest Service.

127EAX26Q0106 Replacement of AC Units in Nematology Lab Q&A #3
1. Equipment Pad – Outdoor Condensing Unit The drawings indicate two equipment pads for the split AC system. However, the equipment specifications appear to call for a multi-port condensing unit, which would require only one outdoor condenser.
Please clarify whether the project requires two equipment pads as shown on the drawings or one equipment pad for the single multi-port condensing unit.
A: (1) Foundation Pad for the single double port condensing unit. This unit will replace cooling for unit 3 & 6. (Refer to Statement of Work Addendum)
2. Interior Wall Material The specified interior wall material is currently not available, per the contractor.
Please provide an approved alternate/replacement wall material that may be used to complete the work A: ¾” treated plywood, hardi-plank, trim and caulk (Refer to Statement of Work Addendum)
3. Framing and Sealing of Wall Penetrations The Statement of Work indicates that the contractor is to seal and frame openings for two units. Based on our review, it appears that the openings associated with Units 3, 4, 5, and 6 may require framing and sealing.
A: Permanently seal units 3, 4, 5, and 6 (Refer to Statement of Work Addendum)
4. Split-System Indoor Unit Sizing The Statement of Work indicates: “Provide 36,000 BTU two-head system to cool two main rooms in the Nematology Lab.”
Please clarify the required capacity of each indoor unit/head. Specifically, please confirm whether the intent is:
· Two 18,000 BTU indoor units for a combined capacity of 36,000 BTU; or
· Another combination of indoor-unit capacities totaling 36,000 BTU A: Provide (1) Single 36,000 BTU Double head system to cool the two main rooms in the nematology lab.
