About this file

This is a Questions and Answers (Q&A) document template for the Greenhouse Building Control System Repairs solicitation issued by the USDA Forest Service.

The document appears to be a standard Q&A template format without specific substantive questions and answers populated. It is structured to facilitate the collection and distribution of inquiries from potential offerors regarding solicitation 127EAX26Q0105, which seeks repairs to the building control system at the USDA FAESRU Greenhouse/Headhouse located at 230 Bennett Lane, Bowling Green, Kentucky. The solicitation is issued as a Request for Quotation (RFQ) for commercial items under FAR Part 12 procedures and is set-aside exclusively for small business concerns with a size standard of $19 million. The primary objective is to restore proper operations of the greenhouse control system through replacement of defective controllers and communications equipment, followed by commissioning activities. This template would be used to provide clarifications and additional guidance to small business bidders responding to the opportunity, which falls under NAICS code 238220 (Plumbing, Heating, and Air Conditioning Contractors).

127EAX26Q0105 Greenhouse Building Control System Repairs Q&A #2

1. Do you require two new BACnet controllers (not necessarily the Solidyne SAM 25 mentioned) to duplicate each other as a backup for the listed points?

A: Yes

2. Does the reheat board in the Aaon unit needs to be replaced?

A: Yes

3. Should our bid include re-establishing communication on the BACnet network?

A:Yes Existing JACE / Building Automation System:

4. What is the manufacturer and model number of the existing JACE?

A: Solidyne SAM 25 controllers

5. What Niagara/software version is currently installed on the JACE (Niagara AX, Niagara 4, etc.)?

A: unknown, unless site survey determines otherwise

6. If Niagara 4, what specific version is currently running?

A: unknown, unless site survey determines otherwise

7. Is the JACE currently licensed and operational, and will the selected contractor be provided the necessary access/credentials to integrate and commission the new BACnet controllers?

A: expect new installation

8. Are current BAS drawings, control drawings, points lists, and/or a Niagara station backup available to the successful contractor?

A: no BACnet Communications:

9. What is the approximate distance from the existing JACE to each of the two Solidyne SAM 25/DDC panels being replaced?

A: unknown, unless site survey determines otherwise

10. Are the existing controllers connected to the JACE using BACnet MS/TP, BACnet/IP (Ethernet), or another communications protocol?

A: unknown, unless site survey determines otherwise

11. If BACnet MS/TP is currently installed, can the existing communications wiring be reused?

A: unknown, unless site survey determines otherwise

12. If Ethernet/BACnet IP is required for the replacement controllers, is an existing Ethernet network connection available at each controller location?

A: unknown, unless site survey determines otherwise; MiFi available Existing Air-Handling/Conditioning Equipment:

13. The SOW states that the “existing space air handling conditioning unit” requires manual operation due to control communication failure. Please provide:

A: cooling is currently controlled by manual disconnect of condensing units

14. Manufacturer of each affected air-handling/air-conditioning unit.

A: AAON

15. Model number and serial number of each affected unit.

A: Model: M2H008L8AA0C0 Serial Number: 201106-CGDB01324

16. Quantity of affected units.

A: 1

17. How each unit is currently controlled and/or interfaced with the building automation system.

A: Automation system is not working

18. A copy of the applicable control drawings, sequence of operation, and points list, if available.

A: Control drawings are not available

19. Please clarify whether repair/replacement of the failed air-handler controller referenced in the SOW is included in the contractor's scope beyond the specifically identified AAON reheat control board.

A: During commissioning if additional issues are identified, this would be a separate scope of work

AAON Unit / Reheat Control:

20. The SOW states that the AAON air-handler reheat control board is to be replaced and identifies the board as having been conveyed as an “MHGRVA board.” Please provide:

A: see MHGRVA and related VCCX

21. AAON unit model number.

A: M2H008L8AA0C0

22. AAON unit serial number.

A: 201106-CGDB01324

23. Existing reheat controller/board model and part number.

A: see above #20

24. Photographs of the AAON unit nameplate and existing control/reheat board, if available.

A:, see #20 for re-heat board

25. Please confirm whether the requirement is to replace only the failed reheat control board/module or whether additional AAON controls, sensors, wiring, programming, or commissioning are required.

A: During commissioning if additional issues are identified, this would be a separate scope of work

26. Controller point lists. The SOW lists identical points for Controller 1 and Controller 2 (Pump 2A and 2B status, boiler loop differential pressure, Loop Pumps 2A and 2B, Loop VFDs 2A and 2B). Please confirm whether both controllers serve the same equipment, or provide the actual point list for Controller 2.

A: unknown, unless site survey determines otherwise

27. Niagara JACE integration. The SOW notes the Solidyne controllers do not communicate with the existing JACE front end. Does the scope include integrating the new BACnet controllers into the JACE, including point discovery, graphics, alarms, and trending? If so, please provide the JACE model, Niagara version, and whether the Government will furnish login credentials and any required licensing.

A: Refer to #7 above

28. Existing sensors. Q&A #1 requires calibration of all sensors and unit pricing for replacement of defective sensors. Please provide the number and type of sensors connected to the two Solidyne panels, and confirm how unit prices and alternate pricing should be presented in the price proposal (for example, as separate line items below CLIN 0001).

A: Exact count is unknown, but defective device unit pricing is at direction of Contracting Officer (CO)

29. AAON reheat control board. Please provide the AAON unit model and serial number, and a photo of the unit data plate and the existing MHGRVA board if available, so offerors can price both alternates referenced in Q&A #1.

A: See above for multiple answers to this question

30. Existing panels. If available, please provide photos of the two Solidyne SAM 25 panels showing the existing wiring and terminations.

A: Photos not available, may be able obtain during site visit image1.png image2.jpeg image3.jpeg
