About this file
This is a Questions and Answers document for RFQ 127EAX26Q0105 addressing key clarifications regarding Greenhouse Building Control System Repairs at the USDA FAESRU facility in Bowling Green, Kentucky. The document provides six critical responses to bidder inquiries: bonds are not required for offers under $35,000; this is a new contract with no incumbent contractor; offerors must provide unit pricing for sensor replacement and calibration services, as existing temperature sensors will be reused with new BACnet controllers but require evaluation for defects upon calibration; alternate pricing options should be provided if field survey findings regarding the AAON Reheat Control Board (MHGRVA) integration cannot confirm whether the controller operates standalone or requires connection to a factory master board via network communication; and a mandatory site visit is scheduled for Wednesday, September 16, 2026, at 9:00 AM CST at the Bowling Green, Kentucky facility.
This Total Small Business Set-Aside acquisition under solicitation number 127EAX26Q0105 falls under NAICS code 238220 (Plumbing, Heating, and Air Conditioning Contractors) with a small business size standard of $19 million. The project scope involves replacement of defective building control system controllers and communications equipment, followed by commissioning to verify proper operations. Prospective bidders should anticipate potential sensor replacement and calibration costs, prepare contingent pricing for the reheat control board configuration, and plan to attend the mandatory pre-bid site visit to gather accurate information for their quotations.

127EAX26Q0105 Greenhouse Building Control System Repairs Q&A #1
1. Please confirm if bid, payment & performance bond is required for bids that are less than $35,000?
A: Bonds will not be required for offers less than $35,000.00.
2. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A: New Contract, no incumbent.
3. Existing Sensors: The SOW indicates that existing temperature sensors are to be reused with the new BACnet controllers. Can the Government confirm that all existing sensors are currently functional and in their correct locations, or should offerors anticipate the need to replace or recalibrate any sensors as part of this effort?
A: Provide unit prices for replacement of any sensor currently installed that is found to be defective upon calibration. All sensors are to be calibrated.
4. AAON Reheat Control Board (MHGRVA): Can the Government clarify whether the MHGRVA reheat control board operates as a standalone electronic controller, or whether it integrates back to a factory master board via a local network connection (e.g., Modbus or other proprietary communication)? This will inform whether the replacement board's status needs to be reported to the Niagara JACE front end and whether any AAON factory firmware/support coordination is required.
A: If field survey for bid does not confirm proper direction, then provide alternate pricing for options.
5. Will a site visit be held?
A: Yes a site visit will be held Wednesday 9/16/2026 @ 9AM CST at:
USDA FAESRU Greenhouse/Headhouse 230 Bennett Lane, Bowling Green, KY 42104
