About this file

This is an RFI (Request for Information) Log documenting questions and responses related to solicitation 127EAX26Q0078 for the replacement of booster pumps and tank floats at Granite Basin Recreation Area on Prescott National Forest. The RFI close date was September 7, 2026, and five substantive inquiries were submitted and answered prior to quotation submission.

The key technical requirements clarified through the RFI process include: the existing pumps fill a 15,600-gallon water storage tank located approximately 473 feet in elevation and 1 mile from the City of Prescott water connection, with water then gravity-fed to a campground and three day-use sites; the replacement pumps must be rated at 42 gallons per minute (GPM) with a total dynamic head (TDH) of 473 feet to match current pump performance; the system serves potable water for campground hosts, day-use visitors, and campers; the water is pre-chlorinated by the City of Prescott at 0.56 ppm, though new pumps and lines require disinfection prior to installation; and third-party commissioning is not required. This is a Total Small Business Set-Aside acquisition under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19 million, issued by the Department of Agriculture Forest Service as an RFQ for commercial items under FAR Part 12.

DESCRIPTION
RESPONSE
001
What are the conditions of use for the 2 new booster pumps, so we can size the pumps correctly?
The existing pumps were used to fill a 15,600-gallon water storage tank at the top of a hill approximately 473 feet high and 1 mile away from the City of Prescott connection. From there the water is gravity feed to the campground and 3 day use sites.
002
The SOW identifies the existing pump models and requires replacements with the same performance and pump curves, but we could not locate a stated GPM/TDH duty point or the current pump curves.

Could you please confirm the required GPM and TDH, or provide the current pump curves if they are available?

Unfortunately, the pump curves are not available; however, the current pumps are rated at 42 gallons per minute as shown in the photo on page 31 of the scope of work, and the TDH=473’.

003
Does the project need to be commissioned by a third party?
No.
004
Is this system for potable water?
Yes, this system provides drinking water to the hosts, the day use visitors and campers.
005
Does it need to be chlorinated?
The new pumps and lines will need to be disinfected prior to installation, but the water is delivered by the City of Prescott pre-chlorinated at an average of 0.56 ppm.
