RFI Questions & Responses (Attachment 8) Replace roof at two fire lookout towers and one rental cabin Elden Fire Lookout Tower, Fernow Cabin & East Pocket Fire Lookout Tower Coconino National Forest, Arizona Solicitation RFQ# 127EAX26Q0074 Question 1: Is this a brand-new contract OR is /was there an incumbent performing these services?
This is a brand-new contract.
Question 2: Could you please confirm the logistics for material delivery and debris removal at each location?
· Can commercial material-delivery vehicles access each site?
Elden Lookout - unlikely 4 x 4 required for last 1/8 mile. It is very steep and rocky.
East Pocket - Yes, but it is a long dirt road to access site.
Fernow Cabin - Yes, but it is a long dirt road to access site.
· May roll-off dumpsters be delivered and staged at each site?
Elden Lookout - Unlikely as a 4 x 4 is required for last 1/8 mile. It is very steep and rocky.
East Pocket - Yes, but it is a long dirt road to access.
Fernow Cabin - Yes, but it is a long dirt road to access and a roll-off may be too big for the last ½ mile.
· Are there vehicle size/weight, gate, turnaround, dumpster-size, or staging restrictions? Elden lookout road is narrow and is not suitable for large vehicles. There are also several sections that would not be able to withstand heavy trucks. We have 80,000 lbs. limits on our roads so an oversize permit would be required for anything over the limit. The final ½ mile up to East Pocket is narrow.
· If dumpsters are not feasible, is daily haul-off required? No, you could haul off after the job is finished. The COR could arrange a suitable staging area.
Question 3: We understand access is prohibited during bad road conditions, but is there any site-specific guidance?
Guidance-If vehicle access is causing significant damage to the road, you should not access site via a vehicle. Damage to the road would include, but is not limited to, deep rutting, going around fallen trees, going around deep-water holes, etc.
Question 4: Is the prime contractor required to hold an Arizona C-42/CR-42 roofing contractor license, or any other Arizona contractor license, at the time of quotation, award, or performance of this contract?
The prime contractor is not required to hold an AZ roofing license if a licensed subcontractor is being utilized. Note that all installation must be done by a certified installer for each product. Often TPO roofs are not warrantied if they are not installed by a contractor that is certified to install that specific product. If the subcontractor holds the AZ license, a copy must be submitted to the Contracting Officer prior to work.
Question 5: As a follow-on to question 3, if a state license is required, could you please confirm:
A. The required Arizona license classification: Arizona CR-42 roofing contractor.
B. Whether the license must be held by the prime contractor, or whether the applicable work may be performed by an appropriately licensed subcontractor: Subcontractor can be used.
C. At what stage the license must be active — quotation, award, or commencement of performance. The license must be active prior to the Notice to Proceed.
Question 5: We missed the site visit. Will there be another scheduled site visit? And if not, can we go visit the site locations on our own time?
There will not be another scheduled site visit and the only location truly accessible to visit on your own time would be the East Pocket Fire Lookout Tower.
*East Pocket Fire Lookout Tower is about 1/2 mile from the gate so you can have a representative visit this site, if desired.
*Elden Fire Lookout Tower would be a long hike since the road is closed to vehicular traffic. About 6 miles.
*Fernow Cabin is a rental cabin, and the USDA Forest Service does not want contractors or others disturbing the paying guests. We had to schedule the site visit in between rentals.
Question 6: What is the required wind-uplift rating for the new roofing system at the Mt. Elden Fire Lookout?
See Mount Elden_image 5-design loads (Attachment 9) Question 7: Are there any existing lightning-protection plans, test reports or previous UL or LPI certifications for Mt. Elden, Fernow Cabin or East Pocket?
See Sheet 2-5 drawing for information on East Pocket. (Attachment 10) See Elden Tower plan. (Attachment 11) No information is available for Fernow Cabin.
Question 8: Section 264113 requires the existing systems to be salvaged and reinstalled in compliance with NFPA 780 and UL 96A, with inspections for a UL Master Label and LPI certification. If existing components cannot be reused or do not meet current requirements, is the contractor responsible for providing the necessary replacement components or system upgrades as part of the base bid?
The contractor should assume the existing lightning protection system is adequate and can be reused. If existing components cannot be reused, the COR and CO will work with the contractor to determine the best solution.
Question 9: Can you provide additional pictures of the existing lightning-protection systems and roof conditions at each location?
There are no additional pictures available.
Question 10: If available, please provide the approximate roof or eave heights at Fernow Cabin and East Pocket and identify any access limitations not included in the documents.
Fernow Cabin-10 feet eave- approximately 25 feet to apex of roof East pocket- Eave 10 feet above catwalk. However, catwalk it 25 feet off the ground. Roof about 15 feet off catwalk to apex.
All information is approximate.
Question 11: Please confirm whether any of the structures contain flammable or hazardous materials or have nearby fuel tanks, gas tanks, wellheads, communications equipment or similar items that must be considered as part of the lightning-protection work.
All equipment is currently in compliance for lightning protection. The contractor will need to salvage the existing lightning protection system and reinstall it on the new roof. No work beyond the work on the roof is required by this contract.
Question 12: Is a UL Master Label or LPI-IP certification of the completed lightning protection system required under this contract? Or is careful salvage and reinstallation of the existing components on the new roofs, performed in accordance with NFPA 780 workmanship practices, acceptable without third-party certification?
The contractor shall remove the lightning protection components and re-install. If the components become damaged, such as the attachments, the contractor should replace in-kind. Any upgrades and repairs will be a separate and future contract. Upgrades are not part of this contract.
