About this file

This is an RFI Log documenting 34 requests for information and corresponding government responses for Solicitation No. 127EAX26Q0038, which concerns the installation of exterior fencing and a vehicle gate at the Kiowa Rita Blanca Admin Site (714 Main Street, Clayton, NM) within the Cibola National Forest and National Grasslands.

Fence and Gate Specifications: The project requires installation of approximately 280 linear feet of new 6-foot chain-link fence with a 2-inch galvanized pipe construction and 1.4-inch top rail, topped with two strands of barbed wire for a total height of 7 feet. One 20-foot-wide single-swing vehicle gate of chain-link design will be installed on the west side, swinging inward away from the roadway, with a height matching the fence (6 feet plus 1-foot barbed wire topper) and requiring padlock attachment capability. Existing four-strand barbed wire fence (280 linear feet) must be removed and may be salvaged with no site restoration required. Fence posts will be galvanized pipes set a minimum of 18 inches deep in 8-inch-diameter concrete footings, 2 feet deep. The contractor is responsible for providing all materials and labor necessary for complete installation regardless of Schedule of Items quantities and must submit lump-sum pricing for the entire project along with a schedule of items.

Contractor Requirements and Project Administration: The contractor must hold a New Mexico state contractor license (exemption through subcontractor is not acceptable) and is responsible for coordinating utility locates via 811 prior to excavation, following company policies regarding notification procedures. Onsite storage and staging areas will be available. The contractor must obtain any required permits and handle associated fees. No parking lot work, building decommissioning, asphalt, concrete work (beyond post footings), SWPPP, or erosion control permits are required. Payment will be based on lump-sum pricing rather than actual installed linear footage. Drawings and site details are referenced in Attachment 9, with all earlier drawing references (Drawing A2) rescinded. Site visit coordination was organized per Amendment 0001.

Solicitation No:127EAX26Q0038
RFI #
DESCRIPTION
RESPONSE
001
(SOW) Can the Government please confirm whether the required fence should be priced as:

A 6-foot chain-link fence with a 1-foot barbed wire topper, for an approximate total height of 7 feet; or A 7-foot chain-link fence with an additional 1-foot barbed wire topper, for an approximate total height of 8 feet?

The fence should be priced as a 6 ft chain link fence with an additional 1 ft. topper of barbed wire.

002
The SOW identifies the equipment yard as 714 Main St, Clayton, NM, but public mapping data shows a residential structure at that address. To ensure accurate pricing and proper planning, could the Government please confirm the exact fenced area boundaries? If available, we would greatly appreciate: (3 questions)

-GPS coordinates or parcel boundary information;

-Site photos of the equipment yard;

-Any maps or drawings showing the actual fence line and gate locations See attached map

003
Clarification of Required Fence Height Including Barbed Wire; Section 2.0 Background references a “six-foot chain-link security fence with a single strand barbed wire topper,” while Task 3 under Install Fence references installation of a “7 ft tall fence with 1 ft tall single strand barbed wire on top of fence line.”

-Please confirm the total required finished fence height from grade to top of barbed wire.

See response to 001. A 6ft chain link fence with a 1 ft topper of barbed wire.

004
Confirmation of Vehicle Gate Width and Swing Direction; The Statement of Work indicates the installation of one vehicle gate with a “19-foot minimum opening” located on the west side of the equipment yard and states that the gate shall swing into the

admin site.

To ensure proper fabrication, layout, and coordination of materials, please confirm the following: (5 questions) -Confirm the required gate opening width.

-Confirm whether the gate is intended to be:

Single swing gate, or Double swing gate.

-Confirm the required swing direction and final gate orientation.

-Please confirm if there are any required clearances for equipment access through the gate opening.

-Confirm if gate hold-opens, cane bolts, center drop rods, or locking hardware are required as part of the installation

-Vehicle gate will be 20 ft wide opening into the site away from the roadway.

-Single swing gate.

-Gate will swing to the inside of the fenced area away from roadway.

-The gate will require locking hardware.

005
Utility Locate Responsibilities Prior to Excavation; Please clarify responsibility for utility locating prior to excavation activities associated with fence post and gate post installation.

Specifically, please confirm the following: (2 questions) -Will the Government coordinate utility locates for existing underground utilities within the project limits?

-Is the contractor responsible for contacting 811 utility locate services prior to excavation?

It will be the contractor’s responsibility to work with local utility company to confirm pathways before installation of fence. I do not believe there are any operational utilities at the project site but will confirm with local district personnel.

006
Clarification of Required Permits and Agency Coordination; The Statement of Work states that the contractor is responsible for complying with applicable regulations and obtaining all permits required for the work.

To ensure proper coordination and accurate pricing, please clarify the following: (7 questions) -What permits, if any, are required for this project?

I do not believe SWPPP or erosion control etc. permits are required.

007
Onsite Material Storage and Staging Area Availability; Will onsite storage and staging areas be made available for contractor use?
There will be adequate storage for equipment and materials on site.
008
In General Information, 2.0 Background in the Statement of Work, it states “Due to recent concerns about theft and vandalism we are requesting a six-foot chain-link security with a single strand barbed wire topper. Galvanized fence posts with will be set in concrete to secure them.” Then in section, 5.0 Deliverables/Schedule, Base: Task 3: Install Fence it states, “Installation of 7 ft tall fence with 1 ft tall single strand barbed wire on top of fence line to match existing. Refer to attached drawings for proposed fence locations”; (2 questions)

-Question 1- Would the owner please clarify the type and size of fence that is requested for installation?

009
In General Information, 2.0 Background in the Statement of Work, it states “The current security system includes a four-strand barbed wire fence with cedar and metal T posts”. Then in Contractor Requirements, 3.0 Technical Requirements/Tasks, Base: it states, “Reconfigure existing Equipment yard including installation and removal of 280 ft of existing fence with single strand barbed wire atop of a six-foot-high chain link security fence.”

Question 1- This statement is confusing and contradictory. Would the owner please clarify the type of fence that needs to be removed as well as the linear footage of said fence?

“7.0 Contractor’s Key Personnel Contractor should demonstrate a working knowledge of Parking Lot projects and methods including fencing, building decommissioning, and installation of asphalt and concrete. Submit a copy of documentation for the personal responsible for the work.”

-Question 1- Nowhere in the scope of work does it mention the decommissioning of buildings or the installation of asphalt or concrete. Would the owner please clarify if the statement on demonstrating a working knowledge of Parking Lot projects and methods including fencing, building decommissioning, and installation of asphalt and concrete is necessary?

There will be no need for decommissioning of buildings, asphalt or concrete work other than the setting of posts for fence.

012
Schedule of Items-

-Question 1- Would the owner please clarify if they would like contractors to submit the schedule of items as the cost estimate?

-Or, should the cost be presented as a lump sum for each task? Or a lump sum for the entire project.

one clarifying question regarding contractor licensing.

1. Given that the place of performance is on Federal land (Kiowa Rita Blanca National Grassland administrative site, 714 Main Street, Clayton, NM), is a New Mexico state contractor license (Construction Industries Division) required to perform this work, or is the work exempt from state licensing due to the Federal jurisdiction of the site?

034
We are reviewing the SOW for the Parking Lot Vehicle Gate & Fencing Replacement project and would appreciate clarification regarding the required number of vehicle gates.

In Attachment 5 – SOW KRB_Fence Revision 2, Section 3.0 (Project Description) states:

"Installation of two vehicle gates that will be located on the West and East side of the Equipment Yard."

However, Task 3 (Vehicle Gate) references:

"Install one vehicle gate with a minimum opening of 19 feet."

Could you please confirm the required number of vehicle gates to be provided under this contract? If two gates are required, please confirm the intended locations and whether both gates should meet the same minimum opening and construction requirements.
