About this file

This is an RFI Log documenting contractor inquiries and government responses for Solicitation 127EAX26Q0021, a Small Business Set-Aside Request for Quotation issued by the Department of Agriculture Forest Service for Lone Mountain Quarry development on the Coronado National Forest. The RFQ, issued April 30, 2026 with an RFI close date of May 19, 2026, requires contractors to develop the quarry and produce 8,000 cubic yards of base-grade aggregate plus additional G-grade surface aggregate for road surfacing. Work includes rock blasting, excavating, crushing, and stockpiling on previously undisturbed land within the Sierra Vista Ranger District.

Key clarifications provided through the RFI process address contractor concerns regarding site viability and resource availability. The Government confirmed that contractors may improve the existing Forest Service road to mobilize equipment, subject to coordination with the Contracting Officer if substantial modifications are needed. However, the Government explicitly stated it provides no geotechnical guarantees, specific gravity data, or guarantees that the designated pit area will yield sufficient material; contractors bear full responsibility for developing the quarry and meeting production requirements regardless of actual rock availability. Additional guidance specified that contractors must source water from off-site locations with Contracting Officer approval, may maintain a contained and permitted fuel tank with an approved Spill Plan, and are responsible for all pit development costs under Federal Supply Schedule Standard 105.02(a). No geotechnical report was provided with the solicitation documents.

DESCRIPTION
RESPONSE
001
Can new road that Usfs punched in be worked over to be able to get crushers to pit area?
Yes, the contractor may improve the road as needed to mobilize equipment, provided improvements do not damage FS resources.

If substantial modification is needed, coordination with the CO is required.

002
What is Usfs going to do if proposed pit area won’t produce enough rock for grading G spec.
The SOW specifies that the contractor must develop the Lone Mountain Quarry and produce the required 8,000 CY (base) plus additive quantities of G‑grade surface aggregate. No alternative source is identified, and the contractor is responsible for all work required.

FSSS 105.02(a) states that when the Government designates a source, the contractor must complete pit or quarry development even if material is not obtained from the source.

003
Is Usfs confident in the area proposed for Pit development that the rock will be sufficient?
Neither the SOW nor the FSSS provides geotechnical guarantees. They only instruct the contractor to produce the required quantity and develop the quarry accordingly.
004
Are we able to have a contained fuel tank on site?
Yes, if fully contained, permitted, and included in the approved Spill Plan.
005
Does Usfs know the specific gravity of the material.
The SOW and FSSS do not provide specific gravity values for the in-situ rock at Lone Mountain.
006
I drove around quite a bit, does Usfs have an idea of where we could fill a water truck periodically?
The contract documents do not identify any on-site water source. The contractor must provide water from an off-site source. Any proposed water source will be subject to review and approval by the COR.
007
In the files I do not see any Geotech report or even an estimate to the bedrock.

Was this document forgotten to be added to the RFP? or is the area to be developed a full of rock outcropping that has been tested to be able to be crushed to meet the specifications required in the documents?

There is no Geotech report.
