About this file

This file is a Questions and Answers document (Q&A #3) for the Bridge Inspection and Assessment solicitation for Prescott National Forest. It addresses timeline concerns raised by prospective offerors regarding the project's period of performance (POP). The RFP originally required submission of a proposed inspection schedule 60 days prior to field inspections with completion of all work within 90 days of the Notice to Proceed, leaving approximately 30 days to complete field inspections and final deliverables. In response to an offeror question, the Government confirmed it will accept offers with up to a 120-day POP; however, offers proposing the extended timeline may receive lower technical ratings compared to offers proposing a 90-day POP.

The solicitation is issued by the Department of Agriculture Forest Service for three bridge safety inspections in accordance with the March 2022 Specifications for the National Bridge Inventory (SNBI) and load ratings per AASHTO's Manual for Bridge Evaluation (MBE), 3rd edition, 2018. Questions regarding the solicitation must be submitted to Contracting Officer Blaine Greenwalt at blaine.greenwalt@usda.gov no later than March 20, 2026, at 3:00 PM Pacific Time. Offers must also be submitted to the same email address by the deadline specified in Block 8 of the solicitation document.

Bridge Inspections and Assessment – Prescott NF Q&A #3

1. The RFP requires submission of the proposed inspection schedule 60 days prior to field inspections and completion of all work within 90 days of the Notice to Proceed (NTP). Based on this timeline, approximately 30 days would remain to complete the field inspections and final deliverables.

Would the PNF consider extending the project completion period to 120 days from the NTP?

A: The Government will accept offers with up to a 120-day period of performance (POP), however, those offers may be rated lower in the technical area, should other offerors provide a 90-day POP.
