About this file
This file is a Questions and Answers (Q&A) document for a federal bridge inspection and assessment solicitation. The document addresses two key inquiries from potential bidders regarding the Prescott National Forest Bridge Inspection and Assessment contract (Solicitation Number 127EAX26Q0013). The first question clarifies that pricing is indeed a required component of the response, despite the professional engineering nature of the work. The contracting officer confirmed that bridge inspections are procured as professional services rather than construction A&E projects, as they involve assessment and evaluation activities rather than physical alteration. The second question addresses contract history, and the contracting officer confirmed this is a brand new procurement with no prior contract history or incumbent contractor for this work.
The solicitation requires contractors to perform safety inspections of three bridges according to the March 2022 Specifications for the National Bridge Inventory (SNBI) and provide load ratings in accordance with AASHTO's Manual for Bridge Evaluation, 3rd Edition (2018). Questions must be submitted to the Contracting Officer, Blaine Greenwalt, at blaine.greenwalt@usda.gov by March 20, 2026, at 3:00 PM Pacific Time. Offers and responses should also be submitted to the same email address before the deadline specified in Block 8 of the solicitation. The procuring agency is the Department of Agriculture Forest Service.

127EAX26Q0013 Bridge Inspections and Assessment – Prescott NF Q&A #1
1. We wanted to reach out on clarification for the pricing component of this solicitation. We haven’t seen a pricing component for services coded under the engineering NAICS code 514330 due to conflict with the Brooks Act. Can you please confirm that pricing is a component of this response?
A: These inspections are being procured as professional services, and not as a construction A&E project. Bridge inspections are typically classified as a service (specifically professional engineering or technical services) rather than construction in federal contracting. They involve assessing, evaluating, and reporting on structural conditions, whereas construction involves physical alteration or repair. Pricing is a component of this response.
2. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services?
A: This office currently has no history of prior contracts.
3. If not brand new, could you please provide the current / previous contract number?
A: This information is not available.
