About this file
This is a Request for Information (RFI) Questions and Answers document for a federal construction contract.
Solicitation Details: Solicitation 127EAX26Q0008 Amendment 0001 is for the Hopewell Campsite Recreation Improvements project located at Carson National Forest, New Mexico, with NAICS code 238990. This is a brand new requirement with no incumbent contractor. The project involves recreation area improvements including water infrastructure, storage systems, signage, and site enclosures.
Key Project Information: The contract includes renovation of an existing well system with 500 ft. total depth, 58 ft. static water depth, and current production of 1-2 gallons per minute on solar power. The water storage tank has separate inlet and outlet but no available as-built documentation. The project requires installation of a fiberglass enclosure (Power Design Inc. Model No. ME-1-72-2681-L1-MG) with split hinge double doors, permanent signage per specifications, and utility line work with proper bedding/backfill requirements. The entire campsite will be closed during construction except for private land owner easement access through the day use area. Contractors must submit a construction schedule prior to starting work. The Contracting Officer's Representative (COR) will serve as the on-site inspector, with potential additional Government Technical Monitors assigned for inspection purposes. Extended on-site camping beyond 14 days requires District Ranger approval and coordination. The contract includes Buy American requirements (FAR 52.225-9 and FAR 52.225-10), while American Iron and Steel and Build American Buy American Act provisions do not apply. The Federal Government will not provide signage; contractors must procure all signs per specifications detailed in Sections 101110 and 101400 and the drawings.

RESPONSE: This is a brand new requirement.
2. Has there been any soils testing or boring results for water line or other improvements?
An inclusion has been made for bedding material in trenching for waterline that is the prompting for the question.
RESPONSE: No soils testing has been conducted. Adhere to bedding/backfill requirements for utility lines.
3. Is well information available, static water level, pump setting depth, drop pipe size, # of screens, pump size, capacity testing, pumping water depth, bottom of well, casing type and size, essentially as builts etc…
RESPONSE:
a. Total well depth = 500 ft.
b. Static water depth = 58 ft.
c. Pump depth = 248 ft.
d. Every 5 sticks of drop pipe, there is a check valve.
e. Casing = 5-inch nominal diameter PVC casing installed from a depth.
f. Well production test yielded approximately 6 gallon per minute (gpm) when connected to an adequate power source. On the existing solar power system, the well is producing ~ 1-2 gpm.
g. The well has a galvanized steel pipe sanitary seal consisting of 6-inch steel casing to a depth of 25 ft.
h. Exact # of screens cannot be provided, but perforated pipe is installed from a depth of 400 ft to 500 ft.
4. Will the owner have their own representative on site inspecting, or will the Contracting Officer’s Representative (COR) be the Request For Information (RFI) coordinator?
RESPONSE: The COR will be the inspector on site on behalf of the Federal Government.
Additional Government Technical Monitors (GTM’s) may be assigned to the project for inspection purposes as well.
5. Does the enclosure need insulation?

RESPONSE: No
9. Will the Forest Service provide the permanent signage mentioned in the Specs and Drawings, or will they provide a preferred vendor for the signage?
RESPONSE: The drawings provide guidance throughout pertaining to which existing signs are to be removed and what they are to be replaced with. Additionally, the drawings call our many locations for new sign installations. Section 101110 - BULLETIN BOARD & Section 101400 - SIGNS specify the requirements for any/all new signs in the contract and are cross referenced in the bid schedule for associated quantities. Section D in the Drawings lists the signs required. The Federal Government is not providing signs for installation via this contract.
10. What is the name of the special permit needed if we camp on site while construction is ongoing?
RESPONSE: The approval for camping longer than 14 days will be at the discretion of the District Ranger. Should the District Ranger approve this request, the USDA Forest Service will coordinate this process and will provide the awarded contractor with the required documentation needed for extended camping on site.
11. Will the entire site be closed during construction or does the Forest Service prefer closure in phases? The entry way work is concerning due to it being the only vehicular entry.
RESPONSE: The entire site is slated for complete closure with an exemption for a private land owner who has easement through the day use area for property access. The Awardee will be required to submit a construction schedule prior to starting work for clear communication between parties that need access to the site.
