Question: What are the minimum bond requirements?

Answer: FAR 28.102-2 Amount required.

(a) Definition. As used in this subsection- Original contract price means the award price of the contract; or, for requirements contracts, the price payable for the estimated total quantity; or, for indefinite-quantity contracts, the price payable for the specified minimum quantity. Original contract price does not include the price of any options, except those options exercised at the time of contract award.

(b) Contracts exceeding $150,000-

(1) Performance bonds. Unless the contracting officer determines that a lesser amount is adequate for the protection of the Government, the penal amount of performance bonds must equal-

(i) 100 percent of the original contract price; and

(ii) If the contract price increases, an additional amount equal to 100 percent of the increase.

(2) Payment bonds.

(i) Unless the contracting officer makes a written determination supported by specific findings that a payment bond in this amount is impractical, the amount of the payment bond must equal-

(A) 100 percent of the original contract price; and

(B) If the contract price increases, an additional amount equal to 100 percent of the increase.

(ii) The amount of the payment bond must be no less than the amount of the performance bond.

Question: When does the project need to be completed by?

Answer: Contract should be completed by September 30, 2026. Contractor will have 210 days to complete the work after receiving Notice to Proceed.

Question: How do the line items work?

Answer: Mobilization is a single line item for all signs, including optional ones. It will not change if only base items are awarded. Bidders may make adjustments to individual sign line items for this work. All signs and their required work are listed as lump sums. Sign requirements vary in location, demolition, replacement and installation work.

Question: Is there a separate line item for the Alternative location for Site PR5 (Pay Item 3)?

Answer: There is not a separate line item for the Alternative location. Alternative will be determined based on ADOT’s recommendation and requirements after contract is awarded.

Question: What kind of utilities and services are available?

Answer: Contractor may be allowed to use electricity and limited water at administrative sites. Staging operations and storage of materials shall be approved by the COR at administrative sites. Sanitary facilities are not available at most project sites. Contractor shall submit water sources for approval from the COR for water needed for construction purposes, as needed.

Question: What signs are provided?

Answer: All signs (aluminum, HDPE, and cedar) are provided by the Government. Signs are stored at Flagstaff Ranger Station, 5075 US-89, Flagstaff, AZ 86004.

Question: What hardware is provided?

Answer: Provided hardware includes 1000 14 x 2 1/2 Flat Head – Phillips Wood Screws. Manufacturer note – Do not sink these past counter sink or you will go through the sign face. Additional hardware may be required. Posts, wooden and steel, are not provided.

Question: Are there any As-Builts (e-files) for the existing site signs?

Answer: There are no known As-Builts for the existing site signs. Drawings with assumed dimensions and materials are the best available information.

Question: As shown in the drawings, are mounds required for all concrete/mortar bases?

Answer: Mounds will be required for concrete/mortar bases within clear zones or as requested or required by the responsible jurisdictional authority. Off-site material may be necessary to create mound.

Question: Do all concrete/mortar bases need to be solid concrete? Or can they be built with a framed interior composition?

Answer: Interior concrete structure may be discussed after award. Jurisdictional authorities may have specific requirements or options to reduce the concrete volume. Signs must be fully supported and effective in all weather conditions. Any changes to the concrete base shall be approved by the COR prior to construction.

Question: Will signs be predrilled for new mounting hardware as outlined in the provided drawings?

Answer: Cedar signs are predrilled, not necessarily as shown on the provided drawings. Predrilled holes vary depending on sign size. See sample photos below. Manufacturer predrilled data may be provided to successful bidder. HDPE signs are not predrilled. Aluminum signs have standard predrilled measurements.

Question: What kind of rock is required for the fascia/veneer? Are there Government-approved sources?

Answer: See Site PR19 – Flagstaff Ranger Station for color match. Stone veneer will generally be a flagstone-like material. See Section 044313 – Stone Masonry Veneer for additional information.

Question: Which sites would prefer the Sedona red color? Are photos available of the stonework?

Answer: Preferred sites for the Sedona red color are PR5 and PR12. See Site PR8 for existing stone/mortar base with similar red color and photos below.

Question: What kind of permits are required?

Answer: See Section 013113 – Project Coordination in the Construction Specifications. Right-of-Way Encroachment permits are necessary for ADOT adjacent sign locations. Existing signs and approximate new sign locations may need to be separate permits depending on the mileage change between signs. Permit may not be necessary for sign replacement only. Encroachment permits may be required for Coconino County and City of Flagstaff locations. All jurisdictional requirements shall be followed and associated paperwork provided to the Government.
