Each option is to be priced independently, option 2 should be priced independently and then summed up with the Main + Additive 1-2 Bid items Total.
8. According to Attachment 4, Paragraph 5, no construction activities are permitted between March 1 and August 1. However, average weather conditions in Summerhaven from October through March range from 57°F in October to 38°F in March. Per ADOT Standard Specifications for Road and Bridge Construction, the minimum temperature for placing standard asphaltic concrete (hot mix asphalt) is 65°F for both ambient air (rising at the start of placement) and surface temperature. Asphalt placement must cease if the ambient temperature falls to 70°F or below and is decreasing. Similarly, the American Concrete Institute (ACI) guidelines for cold weather concreting impose restrictions on placement and curing to ensure quality and durability.
As written, the prohibition on work between March and August overlaps with the only period when temperatures are suitable for asphalt and concrete placement. Does the Owner intend for work to occur during winter months, and if so, will specification variances be allowed for asphalt and concrete temperature requirements?
The Contractor shall submit a winter mix design for both asphalt and concrete for Government review and approval prior to placement. The winter mix design must demonstrate compliance with all applicable design standards (e.g., ADOT, ACI 306, ASTM/AASHTO).
The period of performance may be extended into an additional construction season, subject to CO approval.
