AMENDMENT 3 – Amendment to Design Package and

Questions and Answers

There will be a second scheduled site visit on 9/10/24 @ 1:00 pm local Arizona time

Final questions due 9/16/24 @ 4:00 pm, Arizona time

Proposals due 9/30/24 @ 4:00 pm, Arizona time

Design Package: See attached excel spreadsheet. Updated information is 4 additional items highlighted in yellow. The addition consists of 4 highlighted items.

QA from 08/19/24 1300 PRE- BID MEETING

Location: This meeting started at the intersection of the FSR 58 and 795 roads and then proceeded down FSR 214 to FSR 49 to the Guadalajote Road Surfacing material site.

- Q: Will the required permits be in place? A: The contractor is responsible for obtaining any necessary permits for this type of construction, including any associated fees.

- Q: Is compaction of the aggregate surfacing material required? A:

Compaction C Section 204.11 in the Supplemental specifications is called out for the 16 rolling dips drainage features in the schedule of items. Water is available in Patagonia or Sonoita. Compaction C Section 204.11 in the

Compaction is specified for the remainder of the roadway surfacing in the statement of work, but no compaction method was initially specified so the Schedule and general notes are being amended to also be Compaction C Section 204.11:

(c) Placement Method 3. Adjust the moisture content of the material to a moisture content suitable for compaction. Fill the interstices around rock with earth or other fine material as practical. Operate hauling and spreading equipment uniformly over the full width of each layer until there is no visible evidence of further consolidation. Make at least three complete passes.

- Q: Will delays due to weather be accounted for in the contract performance period? A: Time lost due to weather delays will not count against the contract performance period days.

- Q: Will the road subgrade be compacted and fully prepared for aggregate surfacing placement? A: Yes

- Q: Is security required at this site? A: This site is located near the border so illegal border traffic can occasionally come through this area. Typically the border traffic seeks to avoid any areas where people and operations are present. The contractor is responsible for security at the site and should assess accordingly. Recent reports from the contractor at the crush and stockpile site during that multi-week operation say that they witnessed no activity on the site. They did man the site 24 hours a day and had a generator running at night.

- Q: Is it required to have a quality control person on site at all times? A: This is at the discretion of the contractor to have quality control in place as necessary to achieve the required testing/sampling and monitoring and to ensure the final product is at the standard required in the contract design and specifications.

- Q: What is the exact mileage of the project? A: 4 miles

- Q: 10 days to start after NTP issuance and 30 days performance period seems short? A: A pre-construction meeting will be held at which time the start date will be determined with the contractor. The NTP will be issued after this start date is determined and the actual start date will need to occur within 10 days after issuance of the NTP. 30 has been determined reasonable for this completion.

- Q: Can a second intermediate material stockpile site be created? A:

No, this was not included in the NEPA analysis for this project.

- Q: Will there be turnarounds for haul trucks? A: Yes, turnarounds for haul trucks will be provided at selected locations approved by the COR.

- Q: Question on belly dumps vs hauls? A: There is no specification for what type of haul trucks are required to be used. Haul truck selection is the contractors choice.

- Q: Can material be taken from anywhere in the road surfacing material source site? A: Yes

- Q: Will the government supply the CMP culverts? A: If the contractor bids on the additive option to supply the culverts the government may choose this option. Otherwise the government will supply the CMPs.

- Q: Can haul route be worked on by contractor? A: Yes, CONTRACTOR

IS RESPONSIBLE FOR MAINTENANCE OF ALL HAUL ROADS USED

BEFORE, DURING, AND AFTER OPERATIONS. NO SEPARATE

PAYMENT WILL BE MADE FOR THIS REQUIRED MAINTENANCE. This general note will be added to an amended general notes section of the design package.

- Q: Does the equipment need to be cleaned of noxious weeds prior to bringing onto the Forest? A: ALL CONSTRUCTION VEHICLES SHALL

BE CLEAN AND FREE OF WEEDS AND OTHER HARMFUL

MATERIALS. This general note will be added to an amended general notes section of the design package.
