PART 1 - GENERAL

1.1 Scope of Work

The Contractor shall be responsible for furnishing all labor, equipment, transportation, and specified materials/supplies necessary to complete the replacment of two (2) underground water system control valves, one (1) 4” backflow preventer assembly, two (2) electric heaters, two (2) roof penetration boots, one (1) propane shut-off valve, one (1) electric incinerating toilet, and one (1) ¾” PEX water line (approximatly 3” in length).

The contractor is also responsible for furnishing all labor, equipment, transportation, and specified materials/supplies necessary to complete the following new improvements. One (1) French Drain (21’L x 2’W x 2.5’D) and associated underground 4” drainage culvert (approximatly 65 L.F.), one (1) 120v, 15 amp circuit with quadplex outlet installed on existing steel lookout tower (intended outlet location is approximatly 100’ above ground level)

The Contractor shall be responsible for furnishing all labor, equipment, transportation, and specified materials/supplies necessary to complete the repair/replacement of the existing 4” sanitary sewer at Big Springs Work Center (Bid Items #9 and #9A). The intent of this contract is to either clear the blocked sewer line using non-destrictive methods or to completely replace the blocked section of sewer (damaged sections of sewer line shall not be left in-place without adaquate repair to fully restore integrity of sewer pipe). Contractor will be responsible for investigating the nature of the blockage, and determining the appropriate course of action to bring the blocked sewer into full working order. If the sewer pipe is found to be physically compromised, then replacment of the compromised section will be requiered. Only one of the two bid items, #9 and #9A will be paid. Contractor is responsible for coordinating with COR during the process to elect which bid item will be necessary for successful repair of the sanitary sewer.

1.2 Background

The Jacob Lake Work Center and Big Springs Work Center have seasonal potable water systems that provide water to administrative, recreational and residential facilites. Control valves on the systems have become inoperable due to corrosion and burst damage and are in need of replacement.

The backflow preventer for the Jacob Lake water system has also been found to be ineffective and is in need of replacement.

Electric heaters for the pump house at Big Springs Work Center and the BFP enclosure at Jacob Lake Work Center have failed and need to be replaced.

The PEX supply line to one of the facilities at Big Springs Work Center has burst and is in need of repair

A roof penetration at the Big Springs Lookout cabin has shown signs of leaking and is in need of replacment.

A roof penetration at the Jacob Lake Work Center admin building has been ripped away from the roof due to snow buildup on the roof. The boot and penetrating pipe need to be replaced.

The incinerating toilet at the Dry Park Lookout has beecome inoperable and causes the 20 amp gfi outlet to trip during operation. The toilet needs to be replaced.

The propane shut off valve for an RV pad at the Jacob Lake Work Center has a crack in the valve body and needs to be replaced.

A recent camara installation on the Big Springs Lookout Tower requires a dedicated power source. A new dedicated circuit and outlet shall be installed so that the outlet is located within 6’ of the recently installed equipment enclosure which is installed approximately 100’ above the ground. The new circuit shall be connected to the existing panel located on the adjacent communications building.

The mess hall at Big Springs Work Center is located adjacent to a spring feed drainage that flows year round with water. During periods of high flow, water will pool next to the mess hall and infiltrate the mess hall concrete slab foundation. A french drain is needed to convey water away from the mess hall and divert flow back into the adjacent channel.

The Sanitary Sewer for Big Springs Work Center is an On-Site Septic System. The sewer line that conveys flow from the mess hall to the septic tank has a blockage that causes flow to back up into the plumbing (floor drains begin to overflow while kitchin sink is running). There is a possibility that the serwer has become compromised due to damage from tree roots. The sewer needs to be restored to provide 100% capacity and any compromised sections between the mess hall and septic tank shall be repaired to full integrity.

PART 3 - EXECUTION

3.1 - Excavation Excavation shall not begin until all clearing or grubbing work has been completed. Operations shall be in compliance with the requirements and restrictions of OSHA, the Arizona Occupational Safety and Health Code, and the Workman's Compensation Board.

All trenches shall be excavated in reasonably close conformity with the lines and grades shown on the drawings. Any shifting or change from the alignment and grade shown on the drawings must receive prior approval by the COR in writing.

Lay utilities in continuous open trench. Short tunnel sections or boring may be used in special locations with the approval to the COR.

3.2 – Excavation Near Trees

Any excavation within an adjacent tree’s drip line must be approved by the COR. Contractor shall use extreme caution to not cause undue damage to trees while excavating. Excavation of trenches within the drip line shall be vertical wall trenches, roots within the trench zone shall be cut with pruning tools.

TRENCHING AND BACKFILL – 312333

3.3 - Overexcavation

Restore to grade any overexcavation by backfilling with bedding material.

3.4 - Wet Excavation

If water is encountered during trench excavation, provide adequate pumping equipment and piping to keep trench free from water and dispose of the water without damage to adjacent property. Separate payment will not be made for pumping of water from trenches or for excavation of material rendered unsuitable as a result of water encountered.

3.5 - Backsloping, Sheeting and Shoring

Backsloping of trench walls will be allowed only upon prior written approval of the COR.

Remove all shoring and sheeting when construction is completed. Withdraw shoring in such a manner as to prevent trench wall from caving in while backfilling.

3.6 - Excavated Material Pile excavated material at the side of the trench where it will provide the best protection for the work. Leave adequate space between the toe of the spoil pile and edge of trench, to prevent material from falling into the trench.

3.7 - Backfill

Before compacting backfill other than rock or sand, prepare material to a water content that will permit proper compaction by either aerating the material if it is too wet, or spraying the material with water if it is too dry. Thoroughly mix each lift before compaction to assure uniform distribution of water content. Do not compact material above pipe until there is 6 inches of cover over the pipe. There shall be no machine compaction within 6" of an electric cable or conduit. Compact each lift to the required density.

(a) Bedding and Shading Place in lifts 6 inches or less and compact using a vibrating plate compactor or jumping jack compactor with a minimum of 3 passes over the entire lift surface. Compact around pipe barrel and bells by hand tamping.

(b) Select Excavated Material and Conduit Backfill Distribute large rocks so they are individually surrounded by fine materials. Place 12-inch lifts or less and compact to at least 90% of the maximum dry density as determined by AASHTO T-99.

02223-3

(c) Backfill and Compaction in Roadways Place 6-inch lifts and compact to at least 95% of maximum dry density as determined by AASHTO T-99.

(d) Surface Restoration In Areas Other Than Roads All surfaces shall be restored to the required grade (usually original ground line), mounded over or smoothed off as directed, and left in a uniform and neat condition, to the satisfaction of the COR. Surface drainage shall be diverted so that it will not follow along a trench. In areas where natural re-vegetation is designated (no planting to be done), the Contractor shall scarify all disturbed or compacted areas and right-of-ways such that the surface of the ground is loose to a depth of at least one inch.

(e) Final Finish After the utility installation and backfill have been completed, finish all disturbed areas, except trench area required to be mounded AS SHOWN ON DRAWINGS, to a smooth, uniform grade and texture, well blended to the original contours, showing minimum evidence of construction activity.

(f) Trenches in Embankments When pipelines are to be placed in trenches excavated in embankments, the excavation of each trench shall be performed after the embankment has been constructed to a place at least 3 feet over the pipe or to finish grade, whichever is least.

Backfill Above-Pipe-Zone A. Above-Pipe-Zone Material - Backfill material shall be free from brush, perishable material, trash, rocks, or boulders larger than 6 inches in greatest dimension, or frozen material.

Backfill material shall be trench-excavated material whenever it meets specification requirements. Whenever trench excavated material contains less than 10 percent of oversized material, the Contractor will be required to remove boulders larger than 6 inches from the trench excavated material at no additional compensation and utilize it as backfill material. If, after all suitable trench excavated material has been used as backfill, the trench is not filled to the required grade, the Contractor will be required to import material from a designated or approved source, at no additional cost to the governemnt.

B. Procedure - When shown on the drawings as being required, marking tape shall be installed six to ten inches below the ground surface and shall run the full length of the trenches.

Backfill in trenches in area other than under roadways and parking areas shall be placed in horizontal layers 12-inches thick or less (loose measurement), and compacted before the succeeding lift is placed with at least three passes of vibratory plate compactor or jumping jack compactor.

TRENCHING AND BACKFILL – 312333

Backfill in trenches under roadways and parking areas shall be maintained, wetted, or dried to optimum moisture for maximum compaction, placed in the trench in horizontal layers not to exceed 6 inches in thickness (loose measurement), and compacted to not less than 95 percent of maximum dry unit weight, as determined by AASHTO T-99, Method D.

3.8 - Disposal of Excess Excavation and Unsuitable Material All suitable excavated materials shall be used as backfill. Any unsuitable excavation material may be disposed on-site in a location and manner approved by the COR.All excavated materials not required or unsuitable for backfill shall be utilized on the site or removed to waste areas as directed by the COR.

3.9 – Finishing and Cleanup After the utility installation and backfill has been completed, the disturbed area along the utility shall be finish graded to present as near a natural appearance as possible and cleaned up by removing all debris and materials not utilized. Stockpiled topsoil shall be smoothly distributed over disturbed areas.
