Mesa Ranger District Goldfield Administrative Site

General Information

1.0 Scope of Work

This project consists of removal and disposal of the existing steel front gate and pasture fencing along the front of the administrative site and installation of approximately 2000’ of new chain-link fencing, electric-powered gate with solar battery backup, controller with key-pad entry, and installation of protective bollards. Work also includes replacing 2 existing solar-powered chain-link gate controllers and providing and installing 13 exterior motion-sensing, solar-operated lights on various buildings and vehicle covers on the site.

2.0 Background and Location

Goldfield Administrative Site is located on the Tonto National Forest, Mesa Ranger District. The compound houses fire and hotshot crews and seasonal employees, and their vehicles and equipment.

The compound also houses vehicles and equipment for the Mesa RD recreation staff and volunteer RV parking pads, as well as Maricopa County Police horses. The front gate has been inoperable for an extended period and is beyond repair. The gate and the fencing are inadequate to provide the site any physical security and unauthorized personnel have been reported on the property. The existing solar gates have had operational issues with the solar powered controller. The controllers have exposure to animals and elements which damages the equipment and wiring.

The site is located on Forest Service property. From Phoenix take AZ-202 Loop W to exit 23A for Power Road and head north. Continue onto N Bush Highway and turn left onto N. Usery Pass Road.

Goldfield Administrative Site is on the right in 0.9 miles. The site is located at 7750 N. Usery Pass Rd, Mesa, AZ 85215.

Contractor Requirements

3.0 Tasks / Technical Requirements

The intent of the contract is to provide for the completion of the project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with drawings, specifications, and provisions of the contract.

Refer to the FP-14 and AASHTO M 181-10 specifications.

I. Demolition and Disposal of Existing Fencing

a. Existing pasture fencing and front gate, with components, shall be removed and disposed of off Federal lands in an approved landfill for construction waste. There are no environmental concerns regarding the removal and disposal.

b. Gate controller and keypad mounting sites shall be retained and utilized for installation of new controller and keypads. Existing electrical conduit may be utilized as well as the keypad mount.

c. Demolition work shall be confined as closely as possible to the existing pasture fence line.

II. Chain-link Fence and Front Gate Controller with Dual Height Keypad

a. Chain-link fence and gate shall be 72” tall with a razor wire arm extension.

b. Posts shall be Schedule 40 and set to a depth of 36” in concrete with line posts being 1⅞” and terminal posts being 2⅞” diameters.

c. Fence fabric shall be zinc-coated gauge 9 with a mesh size of 2”.

d. The top of the posts shall be fitted with a 3-wire barb arm extension and razor wire on the top.

e. The front gate spans 24’ and is to be constructed to the same dimensions as the existing steel gate.

f. The new sliding gate shall be installed utilizing the existing gates’ v-track.

g. The slide gate operator shall be replaced with a HySecurity, SlideSmart™ DC 10F chain-drive operator, or equal. Slide gate operator shall include a solar battery back-up, a rodent-proof barrier cover, photo eye to prevent the gate from moving when a vehicle is traveling through the gate area, as well as a laser sensor which will open when a vehicle is leaving the compound and thereby eliminating the need for the existing traffic loop. The operator shall also be grounded with a lightning protection system (LPS). The digital keypads shall be replaced with new all-weather, self-illuminating digital keypads, or equal, and shall be compatible with the SlideSmart™ DC 10F operator, such as Ridge 2.0 and shall be wired (not wireless). The existing dual height keypad mount may be salvaged and used to house the new keypad operators.

h. The final chain-link fence location shall be staked in the field and approved by the COR before installation. Approximate length and location are SHOWN ON DRAWINGS.

i. Two (2) bollards shall be installed on the ingress and egress side of the keypad mounts to protect the mount from vehicular damage. Bollards shall be steel and a minimum diameter of 6” and an above grade height of at least 40” and set in concrete at a minimum 18” depth and painted with an safety yellow color.

III. Motion-sensing Security Lighting

a. 13 motion-activated solar-operated exterior security lights shall be on placed on various buildings and vehicle covers throughout the compound. Locations are SHOWN ON

THE DRAWINGS.

b. Lights mounted on buildings or where designated by COR may be electric and hardwired into an existing electrical circuit and on those lights on structures that cannot feasibly be connected shall be solar.

c. Solar lights shall be Outdoor Solar Store, Commercial Grade Solar Motion Light 150W, or approved equal. and hardwired lights shall be RAB FXLED 150W or approved equal.

Minimum radius of illumination shall be 20’

d. The lighting shall be rated for outdoor use.

IV. Solar-operated Gate Controllers with Dual Height Keypads

a. Side and rear gates shall be overhauled and have batteries replaced along with any other faulty components.

b. The side gate on the east edge of the compound shall be mechanically aligned to remove the gap left between the gate and fencing.

c. Replacement gate controllers, DKS 6500 or approved equal, shall be furnished, installed, and sealed off to be made resistant to animal intrusion.

d. Keypads shall be replaced with DKS 1500 Digital Keypad or approved equal and be installed on existing dual height keypad mounts, two for each gate.

5.0 Deliverables / Schedule

Work shall be completed within 90 calendar days of the Notice-to-Proceed. Contractor must begin work within 10 days of the effective date of the Notice to Proceed. Work must be planned and executed in a way that limits interference with public recreation and Forest Service operations.

Timely submission of deliverables is essential to successfully completing the project. Schedules for initial deliverables are specified in the table below. All deliverables shall be prepared and submitted according to format, content, and schedule described in the Statement of Work.
