would also be specifically described in the task order if there are any additional requirements beyond what is described in FP-14.

2. Is the Contractor required to restore the government owned pit after contractor has finished removing road-base? If yes, please provide the restoration requirements.

Answer: Yes, they will be required to remove all high walls created during their operations as well as grading the pit floor to drain properly, both are MSHA requirements as well as OSHA. Any slopes created during their operations shall be returned to a slope no steeper than natural angle of repose with a preferred being 2:1.

3. Can the Contractor dispose of excess material/debris obtained during reconditioning outside of the work area limits?

Answer: Disposal of materials should abide by

FP-14 and FS Supplemental Specs Section 203, specific method identified in the Task Order. It will be discussed in the Pre-Work and defined in the Task Order as the situation can change.

Natural debris may be able to be scattered if it is in minor quantities, if extensive clearing is necessary in the task order then the District may request the debris be removed to a nearby clearing or pit to be piled and burned later. All foreign debris should be removed and disposed at an appropriate landfill.

4. Can the Contractor dispose of removed trees / branches outside of the work limits or off the road limits?

Answer: The disposal of removed trees/branches will be in accordance with work statement, FP-14 and/or as discussed during Pre-Work with each

Task Order after Contract Award. It will also depend on if the road is scenic. Non scenic roads may be scattered or piled per contractual requests, FP-14 and FS Supplemental Specs Section

203 and/or method identified in the Task Order.

Answer: The type of culvert will be specified. If the flared end is included, it will be shown as a separate pay item or in the general note. If it is ¿incidental¿ or part of the work, it will be specified in each Task Order prior to Contract

Award. This will occur after the base contract is awarded.

6. Do culverts need to be bedded in stone? If so, can bedding material be obtained at the government owned site?

Answer: If culvert installation is included in a

Task Order details prior to Contract Award, there will be work statement and/or drawings included with culvert installation detail that supports

FP-14 specifications. The government source pit may not have material suitable for bedding material near the project, and may need to be hauled in from private. Culverts should be manufactured, constructed and installed according to the appropriate FP-14 and FS

Supplemental Specification sections: 209.08, 602 and 704.02. If gov furnished bedding is available that should be specified in the task order drawings and bid schedule appropriately. There should be typical culvert installation drawings included in the solicitation.

7. Can the Contractor stage equipment at the government owned quarry pit during construction?

Answer: The staging operation will be discussed on a case by case basis during Pre-Work with each

Task Order after Contract Award.

8. What permits must be in place before work can commence? Are any permits already in place?

Answer: No permits from the Forest Service are required for this contract, with the exception of camping permits if requested. Permits should be handled according to FP-14 and FS Supplemental

Specifications Section 107. If this question pertains specifically to the 141/141H task order then there may need to be permits necessary through ADOT for traffic control signage to warn travelers along Hwy 87 of trucks entering and exiting the highway from Cinch Hook pit as well as at the entrance to FSR 141 if that is the
