Questions and Answers to Solicitation 127EAX210079 Rucker Solar Panel Project
Our Company has not done a federal government bid, however, we have subcontracted on other projects and has a lot of experience doing residential solar projects that are bigger than this 2,800-watt project. Can we still achieve qualification for this project without the three government contract criteria?
Answer: The viability of your submittal is relative to other bids we receive in regard to past work and cost for each bid submitted. You may submit past projects and they will be evaluated accordingly.
In our understanding of the paperwork, you want to install an inverter and a battery system to reduce the startup time and use time of the generator. Are you requiring any solar panels? If so, how many solar panels do they want to install for the project?
Answer: Minimum array size is 2,800 watts nominal (nameplate).
We are a minority owned certified solar installer company, do we have any advantage in bidding into this project?
Answer: The solicitation was posted with a 100% small business set-aside. This includes all certified businesses such as: minority owned, women owned, veteran owned. Though you may not have an advantage as you mentioned above, your best price and past performance are always what helps everyone.
In order to properly size your battery for 48hrs of autonomy. What is your anticipated continuous load in ____W.
Answer: (From the Statement of Work— Design load for the Barracks building should be sized at a maximum of 12 kWh/day.
It is assumed that all loads are 120/208Y.
Answer: Correct.
Is there a need for any service to be fed off the battery bank inverter at 480V 3PH?
Answer: No
How does the CO intend to evaluate the schedule of base items B1.3?
Answer: (From Bid Evaluation Criteria) The award will be made to most technically qualified submission within our funding amount.
Providing pricing on B1.3 assumes the responding contractor has already completed their design evaluation and is providing a firm fixed price cost on their complete solution (engineering, material, installation, commissioning). If that is the case, what is the purpose of pricing items B1.1 and B1.2?
Answer: Draft and Final Technical Proposals (B1.1 and B1.2) are methods to identify an equitable balance of system capability within the expected overall system price—in short a method to allow for tailoring system components which best serve the identified needs.
Do all hybrid components need (solar modules, inverters, racking and batteries) have to be ARRA/Buy America compliant?
Answer: Correct. Ensure you follow the directions in the FAR.
Please provide the following specifications: As-built single and three line drawings of the existing power system.
Answer: These do not exist.
How does the generator currently start/stop? Manual or auto? Where is the start/stop controller located and what is the communication method (2 wire, rs-485…)?
Answer: Manual start—literally by hand turning the key on the generator. The generator is approximately 500-feet from the Barracks building. There is no intention on having the generator become auto-start.
Has the transformer and distribution panel been recertified within the last 5-10 years?
Answer: No.
Is this a requirement by National Parks Service/ DOI?
Answer: Unknown—this is a USDA/Forest Service facility on USFS land and we believe such a requirement does not apply.
If not, will provisions be made to replace these units should we find they do not meet code?
Answer: We would evaluate this at the time.
Please provide the Spec sheet on the existing 225A main breaker panel.
Answer: This does not exist in our files.
