Project Title Rucker Barracks Hybrid Electric Power System

1.0 Purpose

Bids to be evaluated, and a single award to be made, on a written technical approach to Evaluation Factors #1, #2 and #3 as shown in Section 8.0 of this Statement of Objectives. Technical approach shall include references for contractor-installed minimum of three completed off-grid with generator-backup installations and at least one 3-phase installation.

Technical approach shall also include conceptual calculations addressing Performance Objectives in Section 5.0 of this Statement of Objectives.

The addition of a lithium-based battery system augmented with photovoltaics for the Barracks building (only) at the Rucker Work Center will result in a substantial reduction and/or elimination of existing generator run-time, depending on specific use of the Work Center. Reduced generator starts, run-time and stops will reduce generator-specific personnel presence on-site at this remote location and reduces risk of generator engine damage due to operation by unqualified individuals.

2.0 Scope or Mission

General: A set of batteries, inverters, and photovoltaic panel array with charge controller can operate as a storage intermediate between the genset power, photovoltaics and the Barracks loads. When battery power runs low and/or disconnects, the generator can be manually started, charging the batteries, and via a manual transfer switch concurrently power the barracks from the generator. When occupancy is low or of short duration the battery and PV system can operate with no generator run time.

Details: Providing design and costing, coordination with COR, and purchase and installation of all necessary components for a reliable battery + inverter + photovoltaic based electric power subsystem to deliver power to the existing internal 208/120v power distribution system at the Barracks building. Target performance from the battery + inverter system is 48 hours of autonomy using nominal battery capacity, with extended autonomy duration commensurate with nominal size of photovoltaic subsystem and incident solar exposure, whose maximum capacity shall be limited by total funding but in any case shall be no less than 2,800 nominal watts. The Barracks building is approximately 3900 square feet and can house up to 14 people at one time. The Barracks building has a modern standing seam metal roof with excellent south facing exposure (approximately 15-degrees east of south, approximately 3/12 pitch) and an unobstructed 800+ square feet of roofing for panels. An interior gypsum-board equipped room in the building, with an exterior-only access door, is available for batteries, chargers, inverters, panelboards and interface to the upstream existing building panelboard.

3.0 Period and Place of Performance

Period of performance a maximum of 194 days per 6.0—Deliverables / Schedule.

The location is the Rucker Work Center located in Rucker Canyon, southwest Chiricahua Mountains. This location is approximately 30 road-miles due east northeast of Elfrida, AZ.

4.0 Background

A 30 kw propane fueled genset is located at the far end of the overall Rucker Work Center compound. The modern but manually started/stopped genset feeds a 480v 3-phase buried set of power supply cables which powers individual buildings on-site through individual 480-208Y/120v 3-phase transformers at each building. Usually electric power is needed only at the Barracks building. No changes are anticipated for the genset and 480v 3-phase power distribution system.

Barracks building electricity is delivered internally by two 3-phase 208/120v panelboards. The main panelboard is located adjacent to the incoming 480v-208Y/120v 3-phase transformer for the Barracks, in a dedicated utility room inside the external wall of the Barracks building and equipped with an exterior-only steel access door. This room is the intended location for the proposed power system.

The 30 kw genset and 480v 3-phase supply cables are oversized for just the Barracks and can handle any reasonably anticipated load imposed on it for charging a hybrid power system battery bank, in addition to any other reasonably encountered loads imposed by RVs on site, warehouse use, etc. No modifications are expected for the genset, the 480v 3-phase buried supply cable system, or to the transformer at the Barracks building.

5.0 Performance Objectives

The Technical Proposal—and its cost estimate—shall cover a lithium battery-based power storage system with a nominal minimum storage capacity of 24 kWh, a set of three pure sine wave inverters of 3,000 watt capacity (one hour rating) powering the existing building 208/120 volt 3-phase power distribution system, a 2,800 nominal watts of photovoltaic panels with suitably sized charge controller(s), a 3-phase manual transfer switch to change from system power to the existing generator power, all wired and configured into a code compliant system for the location. The Technical Proposal shall include all components required for a complete system which needs no daily intervention exclusive of manual operation of the genset and manual transfer switch, as needed. A manual transfer switch shall be included regardless of the inverter system capability for isolation and charging, for use in case of system failure. The balance of the available funds effort shall go toward a photovoltaic panel and charge control subsystem size increases to charge the battery system independent of generator run time to the greatest degree possible. The design shall include components which may at a later time be ‘stacked’ or otherwise natively able to handle additional PV capacity in subsequent PV additions (not included in this contract), up to the nominal capacity of the battery system to handle the produced PV power. Consideration for cloudy-day autonomy shall not be included in the design of the PV subsystem. Design shall assume the Barracks building electrical consumption is a maximum of 12 kWh per day when fully occupied and with kitchen appliances operating only on propane.

6.0 Deliverables / Schedule

• Where a written milestone deliverable is required draft format, indicate a completion time for review of the draft formatted deliverable, e.g. within ___ calendar days from date of receipt. The agency shall also indicate the number of business days the contractor has to deliver the final deliverable from date of receipt of the government’s comments.

• To the maximum extent possible, state requirements in terms of (a) functions to be performed; (b) performance required; or

(c) essential physical characteristics. Define in terms that encourage Offerors to supply commercial items, or, to the extent that commercial items suitable to meet the agency’s need are not available, non-developmental items. Allow the contractor to devise and propose one or more solutions to satisfy the requirements.

• Sample Text - Tasks and Associated Deliverables: Timely submission of deliverables is essential to successful completing this requirement. Schedules for deliverables are specified in Exhibit B. All deliverables shall be prepared and submitted according to format, content, and schedule described in the SOW. All “hard copy” deliverables will be submitted on recycled content paper and printed double-sided.

• Sample Text - Reporting Requirements: The contractor is required to provide written progress reports {insert frequency, e.g. monthly} for the period {specify contract period or project duration}. The original and {specify number} copies are required. The progress report shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation.

(120) calendar days after receipt of Final Tech Proposal and Final Cost.

A minimum of (1) government-supervised site visit by the contractor and a subsequent Draft Technical Proposal with cost estimate shall be required within 30 calendar days of Notice to Proceed. The government will have 14 calendar days, during which period the contractor shall be available to answer questions posed by the government. The contractor shall then respond with agreed upon modifications. A final technical proposal shall then be provided, with cost estimate, within 30 calendar days. The government will have 30 calendar days to respond, at the conclusion of which the government may direct the contractor to proceed with construction of the proposal or cancel the procurement with an equitable adjustment (via the Contracting Officer) to the contractor for their design and coordination time. Construction, if selected, shall begin within 90 calendar days of notification by the Contracting Officer and shall take no longer than 30 calendar days to complete. The contractor shall provide (1) half-day on-site instruction and familiarization meeting for government personnel operating the system and shall be available by phone and email for a period of 12 months to answer questions which may arise.

7.0 Operating Constraints

All proposed/installed system components shall be new, unused, major-brand items suitable and configured for the purpose to which they are put, as verified in manufacturer’s documentation provided to government. Example: Charge controllers shall be suitable for particular lithium battery chemistry and configured appropriately. The purpose of major-brand items is to ensure replacement components are available. Suitability of brands selected shall be reviewed by the Contracting Officer’s Representative (COR) and approved at the discretion of the Contracting Officer.

8.0 Attachments

Evaluation Factor #1: Any proposed system must be able to nominally (i.e. assuming 100% battery DOD) deliver 24 kWh of electricity from the batteries when new, be able to power the existing building’s internal wiring set for 208/120v 3-phase 60 HZ, have the pure sine wave inverters sized no less than a one hour rating of 3,000 watts per hot leg, have a 3-phase transfer switch of 200 amp capacity, and have 2,800 nominal watts of roof mounted photovoltaic panels.

Evaluation Factor #2: Additional battery capacity to nominally store up 36 kWh of electricity.

Evaluation Factor #3: Additional photovoltaic capacity in 2,800 watt additional increments, paired with whatever additional equipment is required to store that power in the batteries (i.e. possibly additional ‘stacked’ charge controllers, wiring, breakers and panels, etc.).
