Re: RFQ 127EAX21Q0022 Spicer Snow Parks Parking Lot Rehab Award Announcement
Dear Participant:
The purpose of this letter is to provide notice of award for Request for Quotations (RFQ), referenced above, for the Stanislaus National Forest SO, Spicer Snow Parks Parking Lot Rehab.
Three (3) offers were received in response to the RFQ posted to BetaSam on May 27, 2021. A Technical Evaluation Panel (TEP) was set up to review submitted offers in accordance with criteria set forth in FAR 15.101-1:
15.101-1 Tradeoff process.
(a) A tradeoff process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror.
(b) When using a tradeoff process, the following apply:
(1) All evaluation factors and significant subfactors that will affect contract award and their relative importance shall be clearly stated in the solicitation; and
(2) The solicitation shall state whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price.
(c) This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. The perceived benefits of the higher priced proposal shall merit the additional cost, and the rationale for tradeoffs must be documented in the file in accordance with 15.406.
and Section M of the solicitation:
SECTION M – EVALUATION FACTORS FOR CONTRACT AWARD
SECTION M--EVALUATION FACTORS FOR AWARD
M.1 FAR 52.252-1 SOLICITATION PROVISIONS INCORPORATED BY REFERENCE (FEB 1998)

Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at this/these address(es):

M.2 EVALUATION OF OFFERS
The Government will evaluate offers based on the best overall value to the Government, price and other factors considered. Factors to be considered include:
• FACTOR 1: NON PRICE EVALUATION CRITERIA
o Contractor's Capability based on Questionnaire responses – Attachment 1; Questionnaire https://www.acquisition.gov/far/15.406#FAR_15_406 http://www.arnet.gov/far/
• FACTOR 2: PRICE
Evaluation of Price Proposals: Price is approximately equal, to the non price evaluation factors.
As the difference between technical scoring decreases, price will increase in relative importance.
The Government may reject any or all proposals, make award to other than the lowest offeror and waive minor informalities or irregularities in offers received. If necessary, the Government may conduct discussions with any offeror.
The Government may award a contract on the basis of offers as received, without entering into discussions with any offeror. Therefore, each initial offer should contain the offeror's best terms.
