Proposal Inquiry: (Type inquiry below)
RFI #1 – After visiting site it appears that granite rock my protrude into the surface area of the existing asphalt. If so, grinding/milling will not be possible due to potential damage to equipment ground engagement tools.
Question/solution: Recommend changing to a petromat overlay on existing asphalt surface?
After researching the request, installation of petromat requires that all subgrade repairs, and cracks larger than 1/8”be filled prior to application. The current parking lot pavement has several sections of alligator cracking and suspected subgrade issues. Survey of the current conditions show that this solution would be ineffective.
It is our belief that there may be some random rocks that could have been used as fill as part of the subgrade. We believe that this would be a rare occurrence over the entire area of the lot.
Acceptable options would be
- to investigate the rock protrusions and remove them as incidental to pay item 004.
mailto:michelle.l.bahr@usda.gov
- use different equipment to pulverize the existing A/C. We suggest looking into an Asphalt Zipper www.asphaltzipper.com or a PTH multicrusher www.pthproducts.com . The multicrusher looks as if it can handle multiple material types.
- Remove existing A/C, recondition subgrade, mill A/C then place as base.
-Remove existing A/C, recondition subgrade, import 1 ½” Class 2 AB x 4” depth. Haul old A/C off forest.
Note: the last two solutions may not be cost effective. We would accept these solutions and it should be bid under item 004.
RFI #2 – Drawing C-04 and C-06 identify snow stake installation, however bid schedule does not list it.
Question: Please identify where to place snow stake cost into the bid schedule?
This was omitted. It should be added as a separate bid item. 014 63401e- Permanent Traffic Control- sign “snow stakes”, quantity 55 Each., untit price $----, total price $ ----.

Additional Questions and Answers
1. Regarding the above referenced solicitation, plans include 2 sheets for erosion control materials and details, but nothing about where they go and there’s no bid item in the contract for it. Please advise.
We would only require erosion control in areas where new ground disturbance occurred if needed such as for the ADA sites. In our initial site visit and getting a good look at the area after the snow melted, we would be willing shift the striping to accommodate the sites without having to make any new ground disturbance say for the ADA access path. As this is expected to be a minimal amount of erosion control needed, we did not make a separate line item for it.
Please consider this incidental to paving and bid accordingly.
2. When do you anticipate this project will start?
As far as a start date. After award, we would be willing to be flexible on the NTP. When the NTP is issued we would want the work to be conducted diligently within the specified timeframe.
3. Our Hot Mix Asphalt Supplier (HMA) has a question regarding the oil for the HMA (Just checking on this project, do you happen to know if it is a PG 64-28 neat or PG 64-28 Polymer Modified? This oil is hard to get so I am needing to call the refinery for availability prior to quoting.)
The requested binder was based off of Cal-Trans pavement climate region map and the associated binders. This project is located at approximately 6800 ft elevation. This is considered “high mountain” and requires a PG 64-28 or a 58-34 polymer modified product. If the supplier has a mix that would match the performance of the specified Performance grade, we would be willing to consider that mix. Attached is the information that we used to specify the requirements.
