14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)
A. The solicitation documents have been updated and now include revised attachments. Contractors are required to complete their pricing using the updated "Attachment 2: Schedule of Items - Revised via Amendment A00001." Additionally, contractors must refer to the updated "Attachment 4: Project Plans - Revised via Amendment A00001" for project-specific information. It is imperative that contractors utilize these revised documents and adhere to the updated requirements contained therein. Failure to comply will render your proposal non-responsive.
B. Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent contract award. Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.
RFI #1: Do you have a set of plans with the proper scale? I see the "Est. QTY" on the schedule of items but I can't measure anything on the plans to cross reference.
Answer: Each site within the plans contains scaled drawings. Please refer to the site specific pages, Crocker Ridge Road MP 2.16 on page C-01, Crocker Ridge Road MP 6.82 on page C-02, and Sawmill Mountain MP 10.9 on page C-03.
RFI#2: Is the site visit mandatory?
Answer: Participation in the site visit is encouraged to obtain a thorough understanding of the conditions, but attendance is not mandatory.
RFI#3: Are liquidated damages included?
Answer: Liquidated damages provisions are not included. However, it is anticipated that the contractor will be able to commence mobilization promptly following contract award, specifically within 10 days of receiving the Notice to Proceed (NTP).
RFI#4: Do you have any additional maps for the Groveland Storm Damage Repair project in Stanislaus National Forest?
Answer: All maps are located in the project plans.
RFI#5: What determines if the culvert is replaced?
Answer: A new geocomposite underdrain system including HDPE with CMP end connections for fire resistance shall be installed as specified, refer to sheet D-04. There is no other work related to culverts in this project.
RFI#6: The non-operation period for 1S03 Sawmill Mt. Rd , are the limits based on if a culvert is removed, or is that unrelated?
Answer: It is unrelated. Any stream or ditch drainage CMPs are to remain. A new geocomposite underdrain system including HDPE with CMP end connections for fire resistance shall be installed as specified, refer to sheet D-04. There is no other work related to culverts in this project.
RFI#7: Is the culvert shown on the plans?
Answer: A new geocomposite underdrain system including HDPE with CMP end connections for fire resistance shall be installed as specified, refer to sheet D-04. There is no other work related to culverts in this project.
RFI#8: Is there a detail and spec for the permanent pavement Markings?
Answer: Refer to FP-14 section 634 – Permanent Pavement Markings, there is not a detail for markings. Due to the narrow road width, only Fog Lines are required.
RFI#9: Are the limits of the rolled erosion control mat equal to the Reinforced soil slope SF?
Answer: Rolled erosion control products are required on all disturbed surfaces. This includes the reinforced soil slopes as well as borrow sites, material stockpile sites, and any other area disturbed during construction.
RFI#10: Can the proposal due date be extended?
Answer: The deadline for proposal submissions has been extended. Proposals are now due by 10:00 AM PST on 13 January 2026.

RFI#11: Solicitation requires design of RSS walls; however, no geotechnical report or global stability analysis has been provided within the solicitation docs. Are we to assume that contractor RSS wall design will incorporate a full geotechnical site investigation?
Answer: If the RSS wall design submittal adheres to all specified plan requirements—including reinforcement embedment, reinforcement length, reinforcement spacing, design dimensions, and material strengths—a geotechnical investigation is not necessary. However, any proposed design modifications will necessitate an internal stability analysis. Contractors must ensure compliance with the lines and grades indicated on the plans for embedment and wall layout. Additionally, contractors are required to provide internal stability calculations based on the product they propose. Geoslope was utilized for the global stability analysis.
RFI# 12: Sheets C-01 and C-02 specify a geogrid with a minimum tensile capacity of 14,000 lbs/ft. Please clarify whether the 14,000 lbs/ft requirement refers to: Ultimate Tensile Strength (UTS), or Long-Term Design Strength (LTDS / allowable strength after reduction factors). Please confirm the intended tensile strength basis for the geogrid material to ensure proper material selection, pricing, and compliance with the contract requirements.
Answer: Ultimate Tensile Strength.
RFI# 13: Please confirm that geogrid vertical spacing requirements are site-specific and governed by the applicable plan sheet for each repair location. (i.e. C-01 1ft max spacing, C-02 2ft max spacing) Answer: Yes, the design dimensions differ across various sites. The specific requirements are comprehensively outlined in the drawings and work notes associated with each site
RFI# 14: Sheet G-02 indicates an assumed quantity of 250 linear feet of pavement removal. Please clarify how the 250 linear feet assumption is intended to correlate to the ton-based pay item, including, if the 250 linear feet is provided for informational purposes only.
Answer: Please be advised that the updated plans now include clarified paving dimensions for each site. The linear footage is provided solely for informational purposes, as the contract tonnage is calculated using standard unit weights for materials available in the local market. For detailed paving specifications, including the depth of asphalt concrete pavement, please refer to document D-02.
It is important to note that the paving dimensions are approximate, and final acceptance will be contingent upon the verified tonnage.

Site 2 Crocker Ridge MP 6.82 Paving Length 60 LF Paving Width 14 FT
