This document is Standard Form 30, Amendment of Solicitation/Modification of Contract, issued by the USDA Forest Service Procurement Operations Construction and A-E Division West on August 18, 2026 with an effective date of August 18, 2026. The amendment's purpose is to post responses to an Request for Information (RFI) submitted by interested offerors for solicitation 127EAW26Q0037 (Dark Canyon Culvert Repair project). The amendment incorporates by reference the attached "127EAW26Q0037 - RFI Form" into any subsequent contract award, and failure to use the revised documents and requirements will result in proposals being non-responsive. The receipt deadline for offers is not extended from the original date of August 25, 2026. Contractor signature and return of copies is not required.
The RFI responses address 18 questions from potential bidders covering project-specific requirements including permit status, contractor licensing, construction methodology, material sourcing, site access, scheduling, performance requirements, testing responsibilities, and staffing. Key clarifications include: an updated permit was issued via amendment A00001; the prime offeror must retain an active California Class A General Engineering Contractor license; no Government cost estimate is available per FAR 36.204; dewatering is the contractor's responsibility based on seasonal conditions; the contractor is solely responsible for multi-plate culvert assembly and installation; heavy equipment access will be permitted with limited space available; a no-cost time extension will be negotiated if work is suspended for fire restrictions, weather, or road closures; multiple roles can be filled by one qualified person; and Government will provide Quality Assurance while the contractor provides Quality Control testing services.

The solicitation requires an active California Class A General Engineering Contractor license. Must this license be held in the legal name of the prime offeror, or may the requirement be satisfied by a licensed construction subcontractor or approved joint-venture member? Negative. Offeror submitting the quote must retain the license.
Does the Government have an estimated construction magnitude, budget range, or independent cost estimate for this project?
No. Per FAR Overhaul, FAR 36.204 Disclosure of the magnitude of construction projects is no longer relevant.
https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-36
Please confirm whether all structural-backfill testing requirements, lift thicknesses, moisture requirements, compaction standards, and acceptance criteria are contained in the referenced drawings and specifications.
See page 7 of drawings, Drawing # 732721-020-M-CON-B, sheet 2&3 and FSSS 208, Structural excavation and backfill for select major structures. Aslo see section 208 of the FP-24, table 208-1 for testing requirements.
Will dewatering, water diversion, bypass pumping, or temporary stream-control measures be required during construction?
It is the contractors responsibility to come up with a safe workplan for executing the project. It depends on the time of the year. If work starts in the fall there may not be a need for dewatering while building the multi-plate.
Are reinforcing steel, forms, concrete embeds, and other materials required for the two concrete collars contractor-furnished, except for the Government-furnished hook bolts? Yes, that is correct.
Will Contech Engineered Solutions or a Government technical representative provide on-site guidance during assembly of the Government-furnished multi-plate culvert components, or is the contractor solely responsible for assembly and installation?
The contractor is solely responsible for assembly and installation of the multi-plate culvert components. Manufacturers instructions are included in the FS Special Specifications and Drawings.
The pre-quote road-use permit authorizes one pickup vehicle to the designated turnaround area. After award, will heavy construction equipment, haul trucks, concrete trucks, and material-delivery vehicles be permitted to access the project site? Yes, ther is limited space however
Are designated staging, equipment-storage, aggregate-stockpile, and concrete-washout areas available near the work site?
There is a turnout .18 miles from the project and a large flat 1.28 miles away from the project near the corrals. Other areas along the road will be utilized as needed within the road closure area. Space is limited.
If access or construction is suspended because of fire restrictions, adverse weather, or Government-directed road closures, will the 90-calendar-day performance period be extended through an equitable time adjustment? Yes, a no cost-time extension will be negotiated.
May the prime offeror rely on and submit the relevant past performance, personnel qualifications, and technical experience of a proposed subcontractor as part of its quotation? No, past performance must be from the offeror submitting the quote
Please confirm how FAR 52.219-14, Limitations on Subcontracting, will be applied to this construction requirement, including the percentage of performance that must be completed by the prime and similarly situated small-business subcontractors. FAR 52.219-14(e)(3) applies
Are there any anticipated restrictions on work hours, weekend work, night work, concrete-placement hours, or equipment operation beyond those stated in the Fire Plan and solicitation documents?
No, as long as any work hours that fall outside of normal work hours are coordinated with the Contracting Officer.
Please confirm whether bidders are expected to field-verify quantities before quote submission and whether any quantity variance after award will be handled under the applicable changes or differing-site-conditions clauses.
See page of drawings, summary of estimated quantities , line 2, payitem 20401, see 20401 in the internal table as well. (a pre-bid site visit is highly recommended)
Are material-testing services, including soil, aggregate, concrete, and compaction testing, the responsibility of the contractor, or will any testing be provided by the Government?
Yes, the contractor is Quality Control, the Govt. is Quality Assurance.
See Tables 204-1, 208-1, 301-1 and 601-2 at the end of each section in the FP-24 for Sampling and Testing requirements.
Is the contractor required to provide a full-time competent person, quality-control manager, safety officer, and superintendent as separate individuals, or may qualified personnel perform multiple roles? Those roles can be filled by 1 person.
Due to work expecting to start September 1st, 2026 and nearing the winter weather window. Can work be delayed and started early spring of 2027?
It is the intent of the Govt. to start the project this fall and take advantage of the low stream flows, however if an early winter hits the project will need to have a Stop Work Winter Shutdown until Spring.
Is there a range of engineered estimate for this project? No. Per FAR Overhaul, FAR 36.204 Disclosure of the magnitude of construction projects is no longer relevant.
